Village of Diamond Village Board met Jan. 28.

Here is the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held on Tuesday, January 28, 2020 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner.

Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 01/14/2020 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of January 28, 2020 Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the January 28, 2020 bill list and place on file. All Ayes; Motion Carried.

Public Comment

Resident Bonnie DeGroot was in attendance. She addressed the board regarding the broken fire hydrant located in her neighborhood. Public Works Director Austin Vining stated the parts have been ordered. DeGroot is concerned with children walking on the lake. The on/off freezing temperatures makes ice dangerously thin. Recently 2 children have fallen in. Mayor Kernc stated warning signs are posted. Village Clerk Lori Holmes place a reminder on the utility bills next winter regarding the dangers of lakes/ponds during winter months.

New Business

Approve Ordinance 2020-01; Authorizing the Disposition of Surplus Property

Mayor Kernc stated the Village of Minooka had gifted these Christmas decorations many years ago. Kernc stated the village cannot use these on our light posts, therefore, would like to gift these to the Village of Carbon Hill and Godley Park District. Kernc stated Diamond will keep 4 to use at the pavilion. Commissioner Kasher would like the village to keep 2 extra ones for parts. Therefore, Diamond will keep 6, Carbon Hill will take 4 and Godley will be given 24. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the Ordinance 2020-01; Authorizing the Disposition of Surplus Property. All Ayes; Motion Carried.

Approve Ordinance 2020-02; Prohibiting Mailbox Parking

Mayor Kernc stated the village received complaints about a neighbor parking in front of their mailbox. The USPS will not deliver mail if they cannot drive up to the mailbox. Grundy County Sheriff’s Department cannot enforce this without an ordinance in place prohibiting this. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve Ordinance 2020-02; Prohibiting Mailbox Parking. All Ayes; Motion Carried.

Approve Resolution 2020-01; To Support Nuclear Energy in the State of Illinois

Mayor Kernc stated this resolution is in support of nuclear energy for the State of Illinois. MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to Approve Resolution 2020-01; To Support Nuclear Energy in the State of Illinois. All Ayes; Motion Carried.

Discuss Refinancing of Bonds

Mayor Kernc and Village Treasurer Wendy Herbert met with representative from Bernardi Securities to discuss refinancing the village’s water and sewer bonds. Kernc stated this is a different company than the original bond company. The current water bond would be paid in full in 2031 and sewer in 2029. Kernc reached out to other villages which utilize Bernardi and all highly recommended them. After further discussion, it was agreed to have Bernardi Securities present their recommendation to the board.

CD Renewed at 1.5% for 12 Months

Mayor Kernc stated the village’s CD has come up for renewal. The current rate of renewal is 1.5% for 6- or 12-month renewal term. The board stated to renew at a 12-month term.
