University of Illinois Urbana-Champaign Senate Conference on Conduct Governance Committee met Jan. 21.

Here is the minutes provided by the committee:

In attendance: Chair, Sara Benson, Trish Anton, Justin Brown, Stephen Bryan, Randy Ewoldt, Meghan Hazen, Kathy Martensen, Collin Richmond (for Allison Kushner), Kathy Ryan and James Shriner. Minutes prepared by Angela Ennis.

CALL TO ORDER, WELCOME

Chair, Sara Benson called the meeting to order at 3:03 pm.

APPROVAL OF TODAY’S MEETING AGENDA

Chair Benson asked for review of the meeting agenda, there were no suggested changes. Chair Benson motioned to approve the agenda; all approved.

APPROVAL OF DECEMBER’S MEETING MINUTES

Chair Benson asked for review of the December meeting minutes. There were no suggested changes from the committee; Chair Benson motioned to approve the minutes and all approved.

CHAIR’S REMARKS

Chair Benson shared that she heard back from Wanda Ward in the Chancellor’s office that the Integrity Statement is still being reviewed by Chancellor Jones. She had no other remarks.

REMARKS FROM DEAN STEPHEN BRYAN

Dean Stephen Bryan stated there is no new wording as it relates to the Illinois law legalizing marijuana for us to review yet. Where Illinois law has changed, University law has not. Justin Brown shared there is a blurb in the Graduate College, GradLinks weekly e-bulletin re-iterating this.

NEW BUSINESS

Stalking conversation

Jay Rosenstein presented a resolution regarding stocking or trolling of instructors for CCG review. This would allow departments to ability to reject an individual student’s enrollment into a class. The CCG committee shared there are multiple places that discuss stocking or disruptive students and policies are currently in place. Some include:

1. Stalking definition. The definition of stalking is located in the Campus Administrative Manual (CAM) under Sexual Misconduct Policy. The same definition is posted on the WeCare Key Terms site.

2. Stalking complaint and recourse. A complaint of stalking would be investigated by the Office of Access and Equity (OAE) and that office has oversight for the above policy. A person who feels they are a victim of stalking can file a complaint with OAE. If an investigation shows, for example, a faculty member is being stalked (meets definition), the investigator can recommend supportive measures which could include actions that limit interactions between the individuals. Though we hesitate to bar students from enrolling in a course, options that seek the same supportive outcomes are discussed during the investigative process. (This is my way to say a process already exists and we likely want an office charged with determining if an action is stalking – not the senate/department/college – to initiate proper remedies.)

3. Criminal actions. Stalking is a crime and an individual who seeks to take legal action under the Stalking No Contact Order Act.

4. Trolling attacks. Given “stalking or harassment” may be carried out online, the actions and resources available on our website under Trolling Attacks on Scholars also give good guidance for addressing these matters (Yay Bill!).

5. Threat Assessment Teams (BIT/TAT). The Campus Threat Assessment Policy is also in CAM and it outlines the two teams charged with evaluating behaviors of students (BIT) and employees (TAT), as well as members of the public, for their potential to lead to targeted violence and to develop situation-specific response plans.

§ 1-111(f) Sexual Misconduct Policy

Danielle Morrison, Title IX Coordinator, submitted a policy to change to § 1-111(f) Sexual Misconduct Policy. The changes are to the office name of the Title IX and Disability Office and, her title of Title IX and Disability Coordinator. The change would eliminate the word “Disability”, which would change her title to “Title IX Coordinator” and the office name to “Title IX Office”. Chair Benson asked for any abstentions and moved to approved said changes.

All approved.

§ 1-111 (a) Sexual Misconduct Policy

Danielle Morrison also submitted changes to § 1-111 (a) Sexual Misconduct Policy. These changes are to mirror what is currently in the CAM by adding in a sentence that reads, “Individuals who are designated as responsible employees are required to report disclosures of sexual misconduct to the Title IX Coordinator.” After review, Chair Benson asked to move for approval. No changes and all approved.

§ 1-108 (d) Nondiscrimination Policy

Danielle Morrison submitted changes to § 1-108 (d) Nondiscrimination Policy. The change would eliminate the word “Disability”, from the Title IX and Disability Office name, which would change the office name to “Title IX Office”.

ONGOING BUSINESS

The committee began review of the Student Code starting with § 1-101 Preamble. There were a few wording and punctuation changes. The committee reviewed through the end of § 1-102 In the

Classroom.

ADJOURNMENT

The meeting adjourned at 4:09 p.m.
