Illinois State University Senate Committee on University Statutes and Senate Procedures met April 8.

Here is the minutes provided by the committee:

Present: Chair Shawn Gilmore, H. George Friedman, Michael Grossman, Samantha Lenoch, William Maher, Jeffrey Stein, Kelli Trei, Brent West

Ex officio: Jessica Mette, Sharon Reynolds, Jenny Roether

Absent: Matthew Goodman

Guest: Sarah Zehr (Assistant Vice President for Academic Affairs)

A special meeting of the Senate Committee on University Statutes and Senate Procedures (SP) was called to order at 9:00 am with Chair Gilmore presiding.

I. APPROVAL OF MINUTES

The minutes of the April 1, 2020 meeting were approved as amended.

II. PUBLIC COMMENT

No requests received.

III. CHAIR’S REMARKS

Chair Gilmore reported that an email was sent to senators from Rob Kar, Chair of the Senate Executive Committee (SEC), requesting input on two items that would have been discussed at the April 6 Senate meeting if it had not been cancelled due to COVID-19.

The two items are:

1. Consent agenda – Senators were asked to review the proposals from the Senate Committee on Educational Policy that would have been included on the consent agenda and to notify the Clerk of the Senate if they want to remove a proposal from the consent agenda for inclusion on agenda for the April 27 Senate meeting. The proposals which are not removed from the consent agenda will be approved by the SEC on behalf of the Senate.

2. Policies on Intimate Relationships/Employee Background Checks for Sexual Misconduct – Senators were asked to review the drafts of two system-wide policies that the Board of Trustees will consider at its May 21 meeting. The pilot policies will require each campus to draft its own implementation process.

Chair Gilmore asked SP to review the two proposed policies and send any input to him so that it can be shared with SEC.

Chair Gilmore reported that a second email was sent to senators from Kar to provide information on how the Senate and its committees will function during the COVID-19 situation. He encouraged SP members to send input to him on the processes detailed in the email.

Chair Gilmore suggested that SP schedule an additional meeting on Wednesday, April 15 and SP concurred.

SP.18.15, Senate Handbook

SP.19.12, Proposed Revisions to the Statutes, Article VIII, Section 4 – Changes in Existing Units

Chair Gilmore commented that SP noted a preference to the language that was approved by the UIUC Senate and UIS Senate. Chair Gilmore will draft a document for the Senate with a brief background stating what was previously approved by the Senate, but incorporating section titles from the version approved by the UIC Senate. SP suggested that the UIC version can be included as an appendix. SP will discuss the draft document at the next meeting.

SP.19.14, Proposed Revisions to the Statutes, Article III, Section 3 – The Dean

The proposal will be presented for approval at the April 27, 2020 Senate meeting.

SP.19.15, Proposed Revisions to the Statutes, Article IV, Section 2 – Department Organized with a Chair, Section 3 – Department Organized with a Head, and Section 4

– Change of Departmental Organization

SP.20.05, Revision to the Bylaws, Part D.8 – Senate Committee on Educational Policy and Standing Rule 13 – Formation, Termination, Separation, Transfer, Merger, Change in Status, and Renaming of Units

V. NEW BUSINESS

SP.20.25, Revision to Senate Governing Documents Regarding Emergencies

The draft document was sent to SP prior to the meeting. SP reviewed and discussed the proposed revisions to the Constitution, Article VI, Section 6 and the Bylaws, Part G to address provisions for the Senate and its committees during an emergency situation. SP noted the distinction between the idea of dealing with emergency matters during summer months in normal times (Bylaws, Part D.1.e) and the current COVID-19 circumstances creating the need to address regular business during emergency situations.

Stein will prepare a draft resolution for discussion at the next meeting.

SP.20.26, Call for Volunteers to Serve as Parliamentarian

Friedman reported that Brian Gaines, Jeff Stein, and he have agreed to continue to serve as parliamentarians for the 2020-2021 academic year.

SP.20.27, 2019-2020 Annual Report of the Senate Committee on University Statutes and Senate Procedures

Chair Gilmore commented that a draft report will be sent to committee members for review at a future meeting.

VI. ADJOURNMENT

The meeting was adjourned at 10:15 am.
