The February 19, 2020 Board of Health meeting was called to order at 6:31pm with the pledge to the flag.

Also attending were: Michelle Pruim, Health Department Administrator; Cara Anderson, Director of Environmental Health; Katie Harrison, Director of Nursing; Tania Schwer, Director of Senior Programs; Darcy Jasien, Director of Behavioral Health. Absent was: Dian Brown, Director of Office Management.

V. Approval of BOH minutes**

The January 15, 2020 Board of Health minutes were approved as presented.

VI. Health Department Operations Report

1. Health Department Operations Report

Administration: The IL Dept of Human Services Administrative Site Review in January was completed with one (1) finding for clarification on allocation methodologies; Strategic plan is being worked on and will be brought to the board for review and approval; building safety concerns for after hour meetings has been discussed with County Administrator and Maintenance. Will follow-up on the plan on how to improve building security.

Nursing: A nutrition intern from IL State University will be here for the month of March learning the WIC program and working on some nutrition- related projects for the WIC grant; Morris Hospital has been contacted to see interest in partnering again for back to school physicals; VFC/CHIP Immunization program audit scheduled for February 13th; weekly calls with CDC and IDPH continue for hospitals/health departments on the Coronavirus; division programmatic statistics were shared with the board.

Senior Programs: Income eligibility limits were raised to qualify for the Benefit Access Program (Circuit Breaker); the Senior Division will be working to ensure the older adult community is represented in the 2020 Census; AgeGuide fiscal and programmatic monitoring visit scheduled for February 25th; division programmatic statistics were shared with the board.

Behavioral Health: Cheryl Jankosky is the new psychiatric nurse; continue to offer behavioral health services off site in Coal City for residents who have a difficult time making their appointments in Morris; Community Support Group continues to grow offering participant social and communication skill while building positive relationships with one another.

Environmental Health: L. Wells, and B. Finley have successfully completed all requirements to become Certified ServSafe Instructors and Examination Proctors; Fifty-five late fee invoices were sent out. All fees not paid by the original due date of January 31, 2020 are due by March1, 2020 with the additional late fee; division programmatic statistics were shared with the board.

Public Health Emergency Preparedness: The Extent of Play Agreement for the State-wide full scale exercise, "The Great Inoculation 2020" was received from IDPH on January 17, 2020. This agreement was then reviewed during the Training and Exercise Workshop on January 21, 2020. The signed Extent of Play agreement was returned to the state on January 31, 2020.

Upcoming Outreach and Education Events were shared with the board.

1. Financial Report January 2020

FY 2020 year to date Revenue is $267,916 and Expenses $320,768 using $52,852 (11% of Budgeted Subsidy, $496,897) from the General Fund. Revenue and Expenses per department were shared with the Board for both Restricted and UnRestricted lines.

Grant Seeking spreadsheet was shared with the board. Twenty one grants have been applied for with 19 being approved and 2 denied. Total award amount is $426,523.

At 7:37 pm, the Board went into Executive Session to discuss personnel issues on a motion made D. Joyce and seconded by L. Phillips. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Joyce, Ulivi, Marketti, Phillips, Setrini-Best, and Struck: 6. Nays: none. Absent: Howd and Harrop. Motion carried.

At 7:30 pm the Board returned to open session on a motion made by D. Joyce and seconded by

A. Struck. Motion carried.
