Illinois State Senate Committee on Educational Policy met March 30.

A regular meeting of the Senate Committee on Educational Policy was called to order at 1:10 p.m. with Chair Meyer presiding.

II. APPROVAL OF MINUTES
Minutes of the March 2, 2020, meeting were approved as distributed.
III. PUBLIC COMMENT
No requests received.
IV. CHAIR’S REMARKS
Chair Meyer shared that the Senate meeting of April 6, 2020 has been cancelled and the next meeting is currently scheduled for April 27, 2020. In order to keep proposals moving forward, the Senate Executive Committee (SEC) will be sending out an email to all Senators for approval of the consent items. SEC will use emergency powers to approve proposals so that those with Fall 2020 implementation date can move forward.
Chair Meyer discussed with the committee the Summary document prepared regarding EP.20.10 and asked if the committee had any objection with the document being forward to SEC. There was no objection from the committee. The document will be forwarded to SEC.
Chair Meyer discussed with the committee the proposal from the Graduate College: “Approval Process for the Establishment of Online Delivery Mode of Instruction to Existing, On-Campus Graduate Degree Programs”.
A motion was made that EP assert its jurisdiction and request that SEC send this proposal from the Graduate College to EP. The motion was seconded and approved.

A motion was made to approve EP.20.134 and the subsequent proposals submitted as administrative approvals, EP.20.126, EP.20.127, EP.20.136, EP.20.137, EP.20.139, EP.20.140, EP.20.142, EP.20.143 and EP.20.145. The motion was seconded and approved. EP.20.134, EP.20.126, EP.20.127, EP.20.136, EP.20.137, EP.20.139, EP.20.140, EP.20.142, EP.20.143 and EP.20.145 will be submitted for inclusion on the April 27, 2020, Senate agenda.
B. Graduate College Update (Hart)
Hart shared that the Graduate College started meeting with the Colleges months ago to look at plans for the Fall. The Graduate College has revised the rules for dissertation defenses under the current situation (COVID-19). Chair Meyer asked Hart if there has been any indication on how the current situation is impacting new enrollments and Hart shared that it is too early to tell.
C. Other Updates
Mann shared that with COVID-19 it’s too early to see how this will impact Fall undergraduate admissions. Mann shared that since all travel, open houses, and visiting events have been cancelled, Admissions has created a “virtual visit” site.
Mann shared that new student registration will be online starting May 15 with transfer students. Mann also shared that accepts for Fall admission as higher than this time last year (up by 215).
VI. OLD BUSINESS FULL COMMITTEE
EP.20.12, Review Bylaws Part D.8 – Educational Policy Committee and Standing Rule 13 - Formation, Termination, Separation, Transfer, Merger, Change in Status, or Renaming of Units
This proposal is with the Senate Committee on University Statutes and Senate Procedures. EP.20.43, Establishing Minimum Hours for Joint Bachelor’s and Master’s Degree Programs
Meyer is waiting to hear from stakeholders regarding this proposal. SUBCOMMITTEE B (Moorhouse)
EP.20.10, Suspension of enrollment in full-time residential and part-time MBA programs Moorhouse shared that the Summary document is finished and has been uploaded to Box.
A motion was made to approve EP.20.10. The motion was seconded and approved. EP.20.10 will be submitted for inclusion on the April 27, 2020, Senate agenda.

EP.20.111, Updating BS in Management
A motion was made to approve EP.20.111. The motion was seconded and approved. EP.20.111 will be submitted for inclusion on the April 27, 2020, Senate agenda.
VII. NEW BUSINESS SUBCOMMITTEE A (Michael)
• EP.20.141, Art & Design: Design for Responsible Innovation, MFA
A motion to seek clarification on why the department is changing the name was made. The motion was seconded and approved. Michael will reach out to the department to get clarification. This proposal will be discussed at a future meeting.

This proposal goes along with the other proposals that we just approved. Moorhouse did not have an opportunity to review the proposal. This proposal will be discussed at a future meeting.
SUBCOMMITTEE C (Zilles)

Loewenstein assured EP that this is not an attempt to eliminate the face to face program. As this meeting was running past the 2:50pm time, Chair Meyer asked that discussion of this proposal be continued to the next meeting.
