The BOH meeting was called to order at 6:30pm with a roll call. Also attending were: Michelle Pruim, Health Department Administrator: Dian Brown, Director of Office Management; Cara Anderson, Director of Environmental Health; Tania Schwer, Director of Senior Programs; Darcy Jasien, Director of Behavioral Health. Absent: Katie Harrison, Director of Nursing. This meeting is being held by teleconference due to the COVID-19 Stay at Home Order issued by the Governor. This meeting is being recorded.

V. Health Department Operations Report

1. Motion to accept the April Health Department Operations report as presented

Nursing: The division has decided to not provide immunizations during this time, due to concerns of possible reactions and further overloading the healthcare system along with bringing small children into the health department for services that can be given at a later date. Staff is staggering their hours between working from home and coming into the office. WIC coupons continue to be issued with curb side pick up.

Environmental Health: EH staff is working from home. They are going out into the field for Well and Septic inspections, Water testing, and into food facilities if a complaint is received. Currently, food establishments are only allowed to offer curbside pick-up and delivery services. The staff is completing E-Learning opportunities in preparation for their LEHP exam. Cara stated she has e-mailed her staff to start the discussion of what EH services will look like if the "Stay at Home" order is lifted May 1st. She stated there will be many food inspections that will have to be completed. To date, grant requirements have not been lifted pertaining to number of inspections that need to be completed on a food facility during the year.

Behavioral Health: Therapists are completing phone therapy with their clients from home. The division is implementing telehealth for doctor and assessments. For clients that require in person visits (injections, medication monitoring) the Psychiatric nurse is screening prior to seeing them and conducting services via curb side when possible. Both Department of Human Services (DHS) and SUPER have reached out to Darcy with resources and information.

Senior Programs: Initial assessments are being completed by Care Coordinators from their homes with coming into the office weekly to do any additional needed work. Illinois Department on Aging (IDoA) is holding weekly meetings directing units how services can be provided safely and grant requirements still needing to be completed. Emergency grant funds were received to provide supplies to seniors in need.

Administration: Front desk personnel is rotating per week and mainly being used as a phone bank for incoming calls. Billing is being sent out monthly. Receipting is being completed weekly. Payroll and Claims are being submitted. All staff are working from home doing value added work while rotating coming into the office as needed.

1. COVID19 Update

Briefing on COVID-19 was given to the BOH by Health Department Administrator, Michelle Pruim.

- Currently there are 24 lab confirmed cases in Grundy County. Results are being received from many different labs which at times causes health department statistics and Illinois Department of Public Health (IDPH) numbers to differ.

- News Releases will be completed bi-weekly so the reporting is more accurate with IDPH.

- Daily contact tracing is being completed on the positive cases for 14 days. All persons have been cooperative and forth coming with information. Nurse C. Donahue is monitoring conditions and if worsening has facilitated EMS to respond.

- C. Anderson and M. Pruim are on regular calls with IDPH, long term care facilities, law enforcement, fire, EMS, and Morris Hospital. Michelle stated that all entities are cooperating and working well together.

- Division Directors continue to work with their grantors to keep updated on any new requirements.

- We have received several request for Personal Protective Equipment (PPE) from long term care facilities, Morris Hospital, and In-home care. We have received four (4) State shipments. Emergency Management (EMA) has received three (3) shipments. All local needs are currently being met. In following the process, requests received will go to C. Anderson and she will work with EMA who will request from the state.

- Emergency Funding of $17,000 has been received from IDOA to meet client needs during COVID-19. A grant application has been submitted to IDPH for $50,000 to cover salaries related to COVID-19 for a 12-15 month period. The county is gathering COVID expenses incurred to submit a request to FEMA.

- Some issues that have been incountered in the county are determining what is an essential business and should be open and who are essential workers. The health department is responding to calls and referring them to the appropriate entity per the complaint. Sheriff Briley and staff are helping monitor the activity in the county.

- Questions are coming in on how to plan for summer events and looking to the health department for guidance. The health department will continue to follow the state guidance from the Governor.

- Being discussed now with division directors is if the "Stay at Home" order is lifted on April 30th, what does May 1st look like around the office? Would we complete screenings on staff, require PPE, would it be a gradual step up- May 1st, May 15, June 1st. When would we start to bring clients into the building? What are the other county office plans? D. Marketti suggested that we take direction from the Governor or IDPH.

- BOH commended the health department staff on the work they are doing during COVID-19. Making difficult decisions and continuing to provide essential services to clients. Also thanked all of the front liners for their dedicated service.
