Coal City Community Unit School District #1 Board of Education met March 4.

Here is the minutes provided by the board:

CALL TO ORDER

Board President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, Chuck Lander, and Ken Miller. Board member Jeff Emerson was absent. Superintendent Kent Bugg, CSBO Jason Smith, Director of Special Populations Sandy Rakes, Director of Curriculum and Instruction Tammy Elledge, and Board Secretary LaWanda Gagliardo were also in attendance.

PLEDGE OF ALLEGIANCE

President Miller led the Board of Education and others present in reciting the Pledge of Allegiance.

NOTICES AND COMMUNICATIONS

1. Introduction/acknowledgement of guests.

2. Principal Spencer introduced Coach Masters who then recognized both individual State Placers, and the Wrestling team for qualifying for State. Coach Masters went around and spoke about each student’s performance, and the leadership amongst the team throughout the season. Mr. Masters thanked the parents, staff and the Board of Education for their support of the students and their season. Board President Miller thanked the parents, coaching staff, and the students. Dr. Bugg mentioned that this is the 7th time that the Coal City High School Wrestling team has made a 2nd place finish at State, and to not take this accomplishment for granted.

3. Board Secretary Mary Gill, read the following thank you notes:

• From Riley Nevin who thanked the Board of Education for their financial support of his lead role as Radames in the Illinois Theatre Association’s production of Aida.

• From the Board of Fire and Police Commissioners, who thanked the Board of Education for allowing the use of the district’s facilities for their officers’ exams.

• From Lucille DeGulie for the monetary donation made to the Unit 1 Foundation in Mr. DeGulie’s honor.

• From Ken W. Miller who thanked the Board of Education, Superintendent Bugg, Principal Spencer, and Athletic Director Mr. Hutchings for the Hall of Fame recognition.

• A Certificate of Appreciation was received from the Junior Women’s Club for the district’s continued support of their projects and events that benefit the community.

COMMUNICATIONS FROM THE FLOOR

1. In regard to agenda items – None.

2. In general (Limited to 5 minutes per person.) Robert and Brittney Kaluzny presented information for the Board’s consideration in regards to Board Policy 7:40-Non-Public School Students, Including Parochial and Home-Schooled Students. The Kaluzny’s compared the differences between a true private school and home-based learners. They provided 3 examples of how they differ; Financial, Resources & Opportunities, and Student Body Size. They ended their presentation with a willingness to work with the Unit #1 School Board to create policy that reflects Home-based learners, that allow them to participate in co and extra curriculars. Board President Ken Miller thanked them for their comments and reminded them that should the Board decide to conduct a review of Board Policy 7:40, it would take some time as any Board Policy changes are only adopted after three formal readings.

President Miller asked if there any items that the Board would like to remove from the consent agenda. Board member Robert Bianchetta, asked that all leaves be put into closed session. President Miller asked for a motion to approve the amended consent agenda.

• Samuel Wurster – Industrial Technology Teacher at the High School – Mr. Wurster will replace Dave Oldham.

Resignations

• Tammy Mueller – full-time 1:1 Special Ed Aide at the ES – Ms. Mueller’s last day will be Wednesday, March 4, 2020.

• Dave Oldham – Industrial Technology Teacher at the High School – Mr. Oldham’s last day of employment with Coal City Community Unit District #1 is May 28, 2020. The anticipated last day for teacher attendance. Mr. Oldham has been with the District for 14 years.

• Shauna Gockman – 3hr/day Recess Aide at the ECC – Ms. Gockman’s last day was March 3, 2020.

Employee Transfers

• Tom Onsen – Custodian at the Middle School – Mr. Onsen will transfer to the Day Leader at the Intermediate School. Mr. Onsen will replace Mary Strahan who is retiring at the end of the 2019 – 2020 school year.

• Julie Roeglin – Custodian at the Elementary School – Ms. Roeglin will transfer to Day Leader at the Elementary School. Ms. Roeglin will replace Jim McCord who is retiring at the end of the 2019 – 2020 school year.

• Kitt Olivier – Acting Day Leader at the Middle School – Ms. Olivier will transfer from to Acting Day Leader at Middle School to Day Leader at the Middle School.

• Paula Peacock – 1:1 Special Ed Aide at the High School – Ms. Peacock will transfer to the Head Secretary at the Middle School. Ms. Peacock will replace Ms. Ryan, who is retiring at the end of the 2019 – 2020 school year.

Month-in-Review

• Kindergarten students had a successful music concert at the beginning of the month. At the music concert, Mrs. Brncich had self-portraits displayed for parents to take home for any donation. Money raised will pay for the frames for the next grade level to have artwork displayed on the concert.

• We celebrated the 100th day of school on January 28th. The staff at the ECC participated in a 100 positive contact home challenge and we surpassed our goal by far! We made close to 200 positive phone calls/messages home on this day! Students participated in various activities centered around the number 100 all day!

• During the week of February 24th - February 28th, the staff and students will celebrate Dr. Seuss week in anticipation of Dr. Seuss’s birthday on Monday, March 2nd. We will have fun dress-up days centered around various Dr. Seuss books ending with a Read Across America Read-a-Thon day! Classes will be challenged to read for 60 minutes throughout the day.

Recognition

• Congratulations to Mrs. Kodat and Mrs. Brncich on an amazing Kindergarten Music concert with the displayed artwork of the Kindergarten students! Thank you to all of the Kindergarten teachers in attendance to assist as well as Miss Tracy, Miss Marketti, Mrs. Crawford and Miss Hill for attending and supporting the students.

• Congratulations to Miss Marketti for becoming a licensed clinical social worker (LCSW) which is a master level of her profession!

• Congratulations to the Polar Coalers on another successful trivia night raising money for Special Olympics Illinois! The team will take the plunge on Saturday, March 14th.

Personnel

• CCES welcomed Jody Jackson to the ED special education classroom. She will be working as a 1:1 for one of our new Kindergarten students.

CCES Happenings and Recognitions

• In February we celebrated the 100th day of school with dressing like you are 100 years old. The students loved seeing what the “older version” of each other look like. Many activities were also planned in the classrooms that centered around the number 100.

• Students had a great time at our end of the month PBS assembly! Students competed to pick up “snowballs” with a straw and also by making each other into snowmen with toilet paper. CCES always has a great time at their monthly celebrations!

• Congratulations to Ms. Terrel for winning a robot through the Meemic Foundation! She was announced as the winner of a $10,000 classroom makeover through the Meemic Foundation and Lakeshore, as well as the winner of a two-person stand up desk!

• Thank you to Mr. Kostbade and the CCHS Science Club for including CCES students in their annual Science Night. Many students were able to take advantage of this wonderful opportunity to learn more about science.

• Thank you to the Coal City Fire Department for coming to CCES and spending their lunch with all of our students. Students were so surprised and excited to eat lunch with them. We greatly appreciate their dedication to our community and schools.

• Valentine’s parties were a hit, as always! Students enjoyed crafts, snacks, and games, as they celebrate the day with their classmates.

• CCES celebrated Random Act of Kindness Week by becoming the “I” in kind. Our new bulletin board allows students to stand in for the letter “I” in the word kind, showing that they will be kind. Students also participated in a week of challenges that focused on random acts of kindness. We are so proud of our students!

• The students welcome a brand-new lunch loft this week. A special thank you to all of the teachers that assisted with creating a new carnival themed loft for our students to enjoy. Students are able to sit in the loft through the use of Coaler Cash

• The CCIS Coat Closet is still open during the school day for anyone who needs a hat, coat, gloves, etc. Everything is free.

• Student Council sponsored Let’s Make a Difference Week 1/27-1/31 to collect the following donations for Help for Hope:

o Munchie Monday: Snacks and nonperishable food items

o Toiletry Tuesday: Toilet paper, paper towels, napkins, tissue, Clorox wipes o Wash-up Wednesday: Soap, laundry soap, dish soap, shampoo, conditioner o It’s Thursday, Baby: Diapers, wipes, formula, pacifiers

o Floss Friday: Toothpaste, toothbrush, floss, mouthwash

• On January 28th we celebrated the 100th Day of School! The students and staff wore “comfy clothes”, students read for 100 minutes, and student council sponsored a 100-item creation contest that was displayed in the cafeteria.

• Our annual Snowflake Ball was held on January 30th. There were 229 students/guests in attendance not including staff.

• CCIS held its annual Family/Community Bingo on February 1st. Close to 200 people attended. It was a fun Saturday afternoon!

• We practiced another Storm Drill on February 3rd.

• We celebrated National RED Day for American Heart Association on February 7th by wearing red to school.

• Our 5th Grade Band performed at the Fine Arts Festival on February 9th.

• On February 10th, Student Council members volunteered to pack food for the Backpack Program.

• Student Council sold Candy-grams before school on February 10-14th. They made a $164.44 profit, which will be donated to the Backpack Program.

• On Valentine’s Day morning we had a homeroom competition of Name That Tune over the PA system. Congratulations to the winning homerooms: Mrs. Boresi, Mrs. Anderson, and Miss Tjelle.

• Even in the cold, the G-Force Program continues to be very helpful at CCIS. The grandparents from our community greet the students with a smile every morning as they arrive at school. We currently have 8 active members at CCIS; one to five members are on site each day.

• ASAP (After School Assistance Program) takes place from 3:00-4:00 three days a week. Recommended students receive help from Mrs. Cowherd or Mrs. Rink. We currently have 20 students in ASAP; eleven in 4th grade and nine in 5th grade.

• Student Council sponsored the following spirit days this past month: PJ Day, Super Bowl/Sports Spirit Day, Pink/Red Day, and Freaky Friday.

Month in Review

• On January 28, selected CCMS 8th grade students participated in the Dept. of Education Middle Grades Longitudinal Study Survey. The MGLS Survey is a national survey on middle school students that focused on reading and math skills as well some social emotional learning components. Students were given a short test and questionnaire as part of the survey. The information from the survey will go into the Dept. of Education database on Middle School and help identify different ways to improve instruction and learning at the middle school level. The selected 8th grade students worked extremely hard during the survey process and I received positive comments from the MGLS Test Administrators on their work ethic and their behavior.

• Coal City Schools hosted their annual Fine Arts Festival on February 9 at CCHS. It was another great show with various pieces of CCMS student artwork and our bands and 8th Grade Chorus performed at the event. Thanks to Amy Siefken, Bonnie McDowell and Lynnae Bontrager for their work on the event.

• CCMS held Winter Sports/Organization Picture Day on February 12. Thanks to Ashley Matsko for her work with Van Gogh Photography for the event.

• The CCMS 8th Grade Volleyball Warriors finished second in the IVC 8th Grade Volleyball Conference Tournament at Reed Custer on February 12 and 14. The Lady Warriors were defeated by Minooka Junior High for the championship. Our 7th Grade Volleyball Team finished second to Channahon Jr. High in the IVC Tournament. Congratulations to both teams on their seasons best of luck as both teams get ready for Regional play.

• Parent/Teacher Conferences were held on February 12 from 4:00-8:00pm. Thanks to all of the families who attended and checked on the progress of the child(ren). We had 104 parents attend the Spring Parent Teacher Conference. This was an increase from 78 parents attending conferences in the spring of 2019

• Coal City Schools held a Staff Development Day on February 12 at Coal City High School. We held a full faculty meeting to discuss upcoming events in the building and CCMS teachers meet in department meetings to discuss curriculum, assessments and data for their department.

• CCMS students observed Presidents Day on February 17.

• CCMS 8th Graders are beginning preparation for their transition to becoming Freshmen at

CCHS in the fall. CCHS hosted the annual 8th Grade Parent Night on February 19. Mr. Spencer, Mr. Kripple and the HS Counselors meet with the incoming freshmen class and 8th grade students were able to participate in building tours, meeting with the different curriculum departments, clubs and organizations. Mr. Kiper and Mrs. Dansfeldt also held informational parent meetings for students and parents to help answer questions about going into HS. In addition, the HS Advanced Placement (AP) teachers spoke with students and parents about the AP process and the pros and cons of these classes.

• On February 20, CCMS held the Annual Spelling Bee to see which students would move onto the IVC Conference Spelling Bee. Grade Level Winners moving onto the Conference Spelling Bee were:

6th – Dane Noffsinger

7th – Corrina Barkley

8th – Chris Oliphant

The top three spellers for the Spelling Bee were:

1st – Dane Noffsinger (6th Grade)

2nd – Alaina Jones (6th Grade)

3rd – Chris Oliphant (8th Grade)

Best of luck to our three grade level winners who move onto IVC Spelling Bee at Minooka Jr. High on March 11.

• The District hosted their Annual Family Wellness Night on February 20. Thanks to CCMS PE Teacher Rodney Monbrum for chairing and helping organize this event.

• Congratulations to the Coaler Wrestlers on winning Regionals and qualifying 11 wrestlers for the state tournament. The 11 wrestlers are: Evan Rivera, Mataeo Blessing, Zack Finch, Lane Kutemeier, Connor Huston, Gabe Ludes, David Papach, Ashton Harvey, Daniel Jezik, Gage Leake, and Logan Miller. Sectional Champions were Kutemeier, Papach, Harvey, Jezik, and Leake.

• January Director Award Winners at GAVC: Peighton Gill in Computer Graphics & Multimedia Design, Madison Singleton in Cosmetology, and Cole Hamerla in Criminal Justice.

Month in Review

• On February 12, we held Parent/Teacher Conferences from 4pm-8pm.

• Mr. Kostbade and the Science Club had a Science Night for younger students. They had a great turnout and a good time was had by all.

• On February 19th we held our 8th Grade Parent/Student Night; it was a huge success. We offered up tours and the ability to talk to a variety of clubs/organizations. Students and parents were able to meet with counselors, a department representative, and our AP teachers. Mrs. Dransfeldt and Mr. Kiper also held half hour information sessions with all the parents and students. A big thank you to all the students and staff who made this event.

F. SPECIAL POPULATIONS REPORT

Director Rakes reported:

Special Education

The Polar Coalers held another successful Trivia Night on February 8, 2020. The team raised $11,080. A big thanks to Cardinal Transport for the donation of their facility.

Mrs. Rakes mentioned that next year will most likely be the last year for the Polar Coalers Trivia Night. Since it started, the Trivia Night has raised over $200k.

Annual Reviews are underway at the ECC, ES, IS and MS.

Preschool

There are 3 special education openings in the preschool program. There are 8 almost 3-year olds from early intervention that will be evaluated before the end of the year.

ELL

The ACCESS assessment has been administered to all ELL eligible students. We should receive the results by the end of summer.

G. CURRICULUM REPORT

Director Elledge reported:

Standardized Testing and School Accountability

We will see very few changes for accountability this testing cycle. The two changes we will see this year are the changing science assessment and the reporting of high school college and career readiness indicators (CCRI). The science test has lengthened at all levels from one class period to three. At the high school it has changed from biology to grade 11. While we will not be held accountable for CCRI this year, they will be part of the Illinois School Report Card and shared with the public. The administration and staff at the high school have already begun working on plans to make those numbers as accurate as possible. As a reminder, the state’s plan for meeting ESSA requirements measures our schools 75% against academic and 25% against student and school success. This gives a much better picture of the whole child.

State testing begins on March 2nd for the Illinois Science Assessment. The Illinois Assessment of Readiness opens on March 11th. The SAT and PSAT will be given on April 14th.

Department News

The language arts department, led by Pam Vigna and assisted by Betsy Cowherd, are continuing to work on a piloting program for ELA materials for next year. Betsy is in the district leadership class and has been working very hard on coordinating professional development and looking at new resources. These are materials for grades kindergarten through fifth grade.

The addition of Amy Ledvina, as a new department leader, to work with student services and special education teachers has been an effective addition to the department leader team. She’s set many goals for improving communication and sequencing for our special education students. She also lends a different perspective to the team as we discuss changes in curriculum and assessment. One of her current projects is to standardize district assessments that need to be modified, if directed by an IEP to do so.

H. SUPERINTENDENT’S REPORT

Dr. Bugg reported:

1. A FOIA request was received from NBC Chicago’s Katie Kim. Ms. Kim requested all written agreements and/or contracts between Coal City Community Unit School District 1 and companies that provide content filtering and monitoring software for school district-issued devices for students, including (but not limited to) Bark, Securly, Go Guardian, etc.; and documents sufficient to show policies and guidelines for school district-issued devices for students.

2. A FOIA request was received from Iris Martinez requesting employees’ personal email addresses employees’ home or personal phone numbers.

3. One of the Board of Education’s Strategic Planning goals is to analyze elective offerings at grades 6 – 12 to assure that our courses are relevant and support college and career readiness goals. Dr. Bugg reviewed the status of this goal.

4. Dr. Bugg provided an update on current energy legislative initiatives at the state level and the potential impact on the Dresden Nuclear Power Station. The Board encouraged Dr. Bugg to stay involved at the State level in representing the interests of the school district.

5. Dr. Bugg provided an update to the Board on the status of the 2019 Novel Coronavirus. The school district will continue to follow the guidance provided by the Grundy County Health Department and the Illinois Department of Public Health regarding this issue. Currently, both organizations identify the health risk to the general public from 2019-nCoV as low both in the United States and in Illinois. The guidance from the IDPH and the Grundy County Health Department provide preventative actions that the general public can take to protect themselves from 2019-nCoV. Also, the guidance does NOT recommend the use of masks or gloves, cancelling any mass gatherings, or cancelling classes. The school district will continue to monitor this issue and follow the guidance provided by the health professionals at the local and state levels.

I. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Lander reported:

• Miss Hackett and two FFA members were in attendance to present a proposal to add a greenhouse to the agriculture education program.

• Director Copes discussed the FY21 enrollment projections. Currently, there are 858 students enrolled at GAVC. Coal City High School has 192 students enrolled.

• On May 6th, GAVC will host its fifth honors night beginning at 7:00 p.m. in the Morris High School Gymnasium.

• Grundy county had 80 students apply for positions in the Grundy County Internship Program. The interview process for these summer internships will be starting soon.

• Approved the FY21 GAVC School Calendar.

• Approved the position of Technology Assistant for FY21.

• Approved Jay Radke as the Technology Assistant for FY21.

• Approved the Introduction to Agriculture course to be offered beginning in the summer of 2020 at the Coal City location.

• Approved the lowest quote for painting the auto shop from Smith Painting Services Inc. at a cost of $17,489.

The Village of Coal City is planning for a future renovation of North Broadway Street. They requested a Right of Way donation to complete this renovation work. Dr. Bugg, Jason Smith and Jennifer Kenney met with the Village Administrator, Matt Fritz, to be sure future parking needs are accommodated in this renovation.

Mr. Bianchetta moved and Mr. Lander seconded to table this issue until the March 18, 2020 Special Board meeting.

Ms. Hootselle’s follow up appointment is on March 10, 2020, and that day she will provide an update on her medical status.

• Mary Strahan – Custodian at the Intermediate School – Ms. Strahan is requesting a two (2) paid medical leave from February 13, 2020 through February 14, 2020, with use of accumulated sick leave in accordance with the SEIU Local #73, and fifteen (15) days of PTO time from February 17, 2020 through March 6, 2020. At the February 8 Board meeting, the Board approved an eleven (11) day paid medical leave from January 29, 2020 through February 12, 2020. At the November 6, 2020 Board meeting, the Board approved a sixty-two (62) day paid medical leave from November 4, 2019 through January 28, 2020. She was re-evaluated by her physician on March 2, 2020 and may return to work on Monday, March 9, 2020.

• Megan Post – 3rd Grade Teacher at the Elementary School – Ms. Post is requesting a nineteen (19) day unpaid FMLA leave from August 17, 2020 through September 11, 2020. Returning back to work on Monday, September 14, 2020. At the January 8 Board meeting, the Board approved a twenty-five (25) day paid maternity leave with use of accumulated sick leave in accordance with the Teacher's Negotiated Agreement, from approximately April 23, 2020 through the end of the 2019 – 2020 school. The anticipated last day of teacher attendance is May 28, 2020.

• Marianne Melvin – Learning Resource Supervisor at the Middle School – Ms. Melvin is requesting a nine (9) day paid medical leave, with use of accumulated sick leave in accordance with the Support Staff Handbook, from March 10, 2020 through March 20, 2020, and she plans to return back to work on March 30, 2020.

• Jannell McMullen – Custodian at the High School – Ms. McMullen is requesting a six (6) day paid medical leave, with use of accumulated sick leave in accordance with the SEIU Local #73, from February 18, 2020 – February 25, 2020. Ms. McMullen may return to work Wednesday, February 26, 2020.

• James McCord – Day Lead Custodian at the Elementary School – Mr. McCord is requesting a ten (10) day paid medical leave, with use of accumulated sick leave in accordance with the SEIU Local #73, from February 24, 2020 through March 6, 2020. He will be re-evaluated the week of March 9th and will provide a medical update at that time.
