CALL TO ORDER
Board President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Robert Bianchetta, Jeff Emerson, Mary Gill, Shawn Hamilton, Quint Harmon, Chuck Lander, and Ken Miller. Superintendent Kent Bugg, CSBO Jason Smith, Director of Special Populations Sandy Rakes, Director of Curriculum and Instruction Tammy Elledge, and Board Secretary LaWanda Gagliardo were also in attendance.

Month-in-Review:
• It has been the most interesting month of my entire 17 years in education! The ECC and district as a whole has been functioning from a remote learning platform for 6 weeks now! Thinking back to when we were first hearing this would be a possibility to where we are now. I could not be prouder!!
• The staff of the ECC has done a TREMENDOUS job keeping contact with our students and trying to keep some form of “normal” for the students and families. Teachers are hosting weekly, some daily, zoom conference calls with their class and doing anything from maintaining their “morning meetings,” to show-and-tell, to learning new skills, to reading stories, to providing therapies (speech, OT, PT, SW).
• Many teachers have offered morning zoom times and some do evening zoom times even having “bedtime” stories with the students! The response and willingness from the staff to jump in and do just about anything asked is unprecedented.
• Teachers are recording lessons and story times and posted on YouTube and sharing on classroom Facebook pages or other social media platforms.
• We are currently enjoying a virtual ABC Countdown to the end of the school year and parents are sending in pictures to post on social media and participating each day. Just today, we had a dance party on zoom with the ES and Mrs. Kenney and myself had to do the same call three times because we had over 100 kids jump on the dance party each time!!
• We have made movies for the students with each teacher sending in a clip with a special message for the students and I receive pictures almost daily of the teachers with message for the students to be posted on social media.
• I can’t say enough about the tremendous job the staff of the ECC has done during this most unusual of times.
• Our attendance has been fairly good considering the situation we are in. Our percentage rages from the lowest on a given day being 86% - 97% of students checking in each day.
• To remain close as an ECC staff, I meet weekly with each of my grade level teams and we always end the week with an entire staff zoom meeting which is usually a fun activity to end the week! We have also created a private ECC Staff Facebook group to stay connected and lift each other up with daily posts and interactions.
Recognition:
• I could write “thank you” a million times and it wouldn’t be enough times to write for the staff of the ECC. I could say the same for Miss Marketti as well. She has been my right-hand person during this time and we speak daily regarding attendance and a student concern form we have created for teachers to complete. She makes daily phone calls to families of students we notice have not taken attendance or joined zoom calls to simply check in and offer resources.
• Abby Dimitrijevic is also a “behind-the-scenes” hero! We are very deep into IEP annual review season at the ECC and Mrs. Dimitrijevic has been scheduling meetings, completing evaluations, completing reports and joining multiple IEP meetings almost daily. She has worked to organize the teams to be on the same page when completing paperwork in a timely manner and her work has not gone unnoticed!
B. ELEMENTARY SCHOOL REPORT

CCES Happenings and Recognitions:
• Congratulations to Megan and Cody Post on the birth of their daughter, Nora Post. Both baby and parents are doing great!
• Thank you to the custodial and maintenance staff that came in and sanitized the building. We greatly appreciate their hard work to make sure that students and staff remaining safe.
• Many great things are happening with our students and staff during this time. I would like to share a few of the wonderful things that are happening!
• Amy Foley meets with her students daily to discuss the daily math work. She checks in on them and makes sure that they are doing well, has them share anything new and exciting, and helps with their math and any other work they may have.
• Brooke Hanley recently held an April birthday party for her students. Students made birthday cards and sang to each student that had a birthday. Each birthday student was able to tell the group about their birthday.
• Katie Condon and Sarah Southall, along with additional support staff, had a pajama party for their students on Zoom. Students met with their teachers and had a great time in their pajamas. Connie Terrel also held an online pajamas party with her students!
• Terese Bruzzino continues to have Facebook live games with her students. Their most favorite thing to do is play virtual tag. She is doing a great job connecting with her students and making sure they remain active during this time.
• Our staff has been busy creating interactive lessons, but also finding ways to make sure that our students know that we miss them and care for them. During this time, we created various virtual messages. Teachers held up words that were put together to create sentences of encouragement and then posted on Facebook. Our staff also created a music video to let our students know that we are missing them. It was created to the High School Musical Song, “We’re All in This Together”. We are continuing to think of creative ways to help spread our messages to our students.
• Julie Brncich is creating YouTube art lessons that are available to students from K to 5. The lessons are exciting, creative, and positive. Students love watching her videos and sharing their artwork with her.
• Teachers at the ES are continuously finding time to read to their students. Cris Bormet reads to her students daily. Our students love to listen to the short stories or their daily read aloud given by their teachers.
• We had a virtual Dance Party with the ECC students last week. Many of the ECC teachers and ES teachers came to the party to dance along with the students. We had to dance three times due to meeting the capacity of the dance room!

• Remote Learning is going well at CCIS. I am humbled by the creativity and amount of time our teachers our working to bring supportive learning to our students. Their preparation definitely takes more time than a typical school day.
• Every teacher at CCIS is offering optional Zoom or Google Meet video chats for their students. Some teachers host these chats every school day. The Specials Teachers join many of the homeroom video chats in order to reach more students.
• Many CCIS teachers spend additional time on Zoom/Google Meet with small groups of students who need more individualized support.
• Many CCIS teachers are videoing their lessons ahead of time, so students/parents can learn how to complete the assignment and watch it over and over again as needed.
• Mr. Dziuban and Mrs. Veronda continue to offer weekly Zoom meetings for their Girls’ Empowerment Group, an at-risk group of CCIS girls.
• Several CCIS teachers have made their own survey for parents so they could get feedback to improve their remote learning.
• Several CCIS teachers have made special deliveries to students’ mailboxes including new novels, letters of encouragement, special surprises, and birthday presents.
• We are currently providing paper copies weekly to 8 CCIS students.
• CCIS has 11 staff members who offered to volunteer with various tasks.
• Our reading and special education aides are assisting with packing student belongings and/or assisting students who need additional academic support.
• I’ve provided daily updates for CCIS Staff and held weekly team meetings via Zoom.
• We are currently seeking textbook adoption for a new reading series under the guidance of Betsy Cowherd and Pam Vigna. Our teachers have had several Zoom meetings/webinars with textbook companies, and Gail Bohnenstiehl from the PDA, and with each other to determine what series will work best for our students.

D. MIDDLE SCHOOL REPORT
Principal Johnson reported:
Remote Learning Summary
CCMS teachers and staff members have been working extremely hard to plan and implement Remote Learning to the students of CCMS. Overall, I have been very pleased with the work of all of teachers and their dedication to students in their classrooms. Teachers have been very creative, inventive in helping our students continue their learning in the final quarter of the school year. We have had some frustrations and bumps in the road but staff has done the best they can and are still looking for ways to improve our instruction and communication with our students and families on a daily basis. Taryn and I come into the office daily to get work completed and meet with Grade Level/Encore Teams on a weekly basis to address concerns and issues. The CCMS Office Team meets two-three times a week to work on issues and stay up to date on students and how they are doing on school work and attendance.
Mr. Spencer and I have set up a 6-12 Transition Team to address End of the Year Activities as well as beginning the planning process for the 2020-2021 school year. This group meet first meet on Thursday, April 23 and plans to have one to two more meetings. The 6-12 Transition Team includes the following members in addition to me and Mr. Spencer:

E. HIGH SCHOOL REPORT
Principal Spencer reported:
Month in Review:
The students and staff of Coal City High School continue to impress me with their hard work and dedication to excellence. During this unprecedented time, the staff has worked closer than ever before on their curriculum. They have not complained, but instead they are asking what they can do to better help our students. A majority of our students have been logging in for attendance and participating in the Remote Learning.
We have been touching base with the staff using Video Conferencing. This has allowed us to keep in touch, offer assistance if needed, and share information with staff. Many staff members are using Video Conferencing as a way to communicate with their students as well.
Some of the staff sent a recording of them saying hello to our students to Kim Sondgeroth. Once she received the videos, her husband put it together and we sent it out via multiple Social Media platforms and put it on the website. Thank you to Kim and her husband for doing this.
Mr. Krippel, a couple students, a few staff members, a few parents, and I met and discussed how we would like finish up the school year. Other topics of discussion were Graduation and prom. We met for about an hour and had some very good conversations. Updates from this meeting and others will be coming soon.
We have had multiple emails, phone calls and comments from parents and community members about the job our staff has been doing with Remote Learning. As questions have come up, we have tried our best to follow up with people within 24 hours.

F. SPECIAL POPULATIONS REPORT
Director Rakes reported:
Special Education
The special education staff have done an excellent job completing 355 individual remote learning plans with parents for all students who receive special education services. These plans consist of identified goals to be monitored and the accommodations and modifications that will be made to the general ed curriculum that is being delivered via remote learning. The plans also explain how any related services will be delivered. Parents have agreed and received a copy of the plans.
The District has received the official December 1st Child Count. This number is used in a formula to determine yearly IDEA money that the District receives.
The District was selected to participate in the Indicator 14 survey process. Letters have been sent out to special education students who graduated in the year 2019. The graduated students are asked to participate in a short survey to determine if they went on to college, obtained a job, or joined a trade or attended a trade school/program. The former students will participate in the survey via phone with the director of special populations.
IEP meetings are continuing using a phone, google meets, or zoom platform. All special education timelines are still in place and being followed.
Preschool
All Preschool spots are filled, both special ed and at-risk. The team is working on lists for next year.

G. CURRICULUM REPORT
Director Elledge reported:
Summer Curriculum Work
In preliminary conversations with the department leaders, it was determined that much of the summer curriculum work could be completed remotely. There were a few areas that a face to face small group setting would be beneficial to achieve better collaboration. It was also discussed to push the work into July which might give us more time to create a safe environment for collaboration. We will continue to monitor the situation
Professional Development
The student services department is very concerned about the well-being of the entire school community as we return in the fall. We will be working closely with the department to make sure we offer support and professional development to help with the trauma both students and adults have been experiencing during the pandemic.
Resource Adoption
The core classroom teachers from grades K-5 continue to work on selection of a new basal reading series. They have narrowed their selections down to two. Both companies have earned a high rating from EdReports (https://www.edreports.org/reports?s=ela). This very extensive review is being led by Pam Vigna and Betsy Cowherd. Betsy is currently in Dr. Bugg’s leadership cadre. They are working on analyzing both series and are planning on small pilots in the fall.
H. SUPERINTENDENT’S REPORT
Dr. Bugg reported:
1. Zachary Edgar, a student from Eastern Illinois University, will be completing his student teaching requirements at the High School with Dave Sinkular and Ben Baer in the Social Studies Department.
2. Dr. Bugg reported that the Individuals with Disabilities Education Act (IDEA) requires all states to make annual determinations on the performance of each Local Education
Agency (LEA) with regard to the provision of special education and related services. Our District received a perfect 4.0 rating in all indicators and overall. Congratulations to Sandy Rakes and all of our staff members who continue to meet the needs of our students with special needs!!!
3. Dr. Bugg discussed the results of the recent Remote Learning parent survey. Although there were parent comments that provided constructive criticism, overall, the results were very positive. This proved to be a valuable continuous improvement effort for the district.
4. Dr. Bugg discussed plans to reopen the District Office starting on Monday, May 11. All social distancing requirements will be followed.
5. A discussion was held regarding the new IESA rules that require a fine of $100 for student-athletes ejected from a contest for the second time. The IESA is also implementing a $100 fine for coaches who are ejected from a contest for the first time, and a $250 fine for a second ejection. The District Athletic Committee is meeting to discuss how to implement the student fine into the Athletic Guidelines. The Board directed Dr. Bugg to meet with the Union regarding the fine for coaching ejections.
6. Dr. Bugg discussed how recent resignations will impact the District from a programming and cost savings perspective. He also, gave thanks to Mrs. Ryan for pushing the date of her upcoming retirement back to September 30, 2020 to assist in the training of her replacement.

I. GRUNDY AREA VOCATIONAL CENTER REPORT
Mr. Lander reported:
1. Director Copes reported that some of the Grundy County Internship companies are pulling their summer internship positions due to the impact of COVID-19.
2. Director Copes reported that the Project House for Building Trades is still on schedule.
3. The Agriculture Education instructor, Mrs. Hackett, has been working on the Coal City farm throughout the school closure. She has entered the program into a partnership with GrainCo for a test plot of corn and has also been clearing the pasture.
4. Dr. Lee (Minooka HS) will take over for Dr. Bugg as the Chairperson for the GAVC Board of Control for the 2020-2021 school year.
5. Approved the lowest responsible bid for the paper order by Veritiv at a cost of $130,953.90 as presented.
6. Approved the bid for auditing services by Mack & Associates as presented.
7. Approved the GAVC Master Schedule for 2020-2021 as presented.

IESA cancelled all 2020 Spring Athletics and Activities due to the Pandemic IESA Update on Player, Coach and Fan Ejections
• Player ejected from contest - 2 game suspension and complete NFHS sportsmanship course online (Free)
• Player 2nd ejection from a contest - 5 game suspension and school is fined $100
• Coach ejection - 2 games and $100 fine, complete NFHS sportsmanship online course
• Coach 2nd ejection - 5 games and additional $250 fine
• Fan ejection - required to watch the NFHS Sportsmanship course before he/she can attend another contest
• Any time after a player, coach, or a fan has been ejected the school will have to send
the course completion certificate to the IESA Office before they can return. Additionally, when a fine is assessed, the school must pay the fine with a school check and the check has to be received in the IESA Office before the player or coach can return after serving their suspension
*Coal City Unit District #1 has a spectator/parent policy in place as well for behavior at athletic events.

A. DISCUSSION/ACTION ON THE FINAL READING OF BOARD POLICY 7:40-NON- PUBLIC SCHOOL STUDENTS, INCLUDING PAROCHIAL AND HOME- SCHOOLED STUDENTS
The Board conducted a final reading of Board Policy 7:40-Non-Public School Students, Including Parochial, and Home-Schooled Students. discovered that our school district was unique in not allowing home-based learners to During the policy review, the Board participate in any extra-curricular activities. Therefore, after significant discussion over multiple months, this policy revision was approved which allows very limited participation if certain criteria are met.
Mr. Harmon moved and Mr. Lander seconded to approve Board Policy 7:40-Non-Public School Students, Including Parochial and Home-Schooled Students, as presented with a sunset date of June 30, 2022.

D. DISCUSSION ON REVIEW OF THE 2019 – 2020 BOARD STRATEGIC PLAN
Dr. Bugg reviewed the status of the school district's Strategic Plan, including those objectives that cannot be met this year due to the mandated school closure. The Board asked for an updated Strategic Plan document to be presented at the May 27 Board Study Session for discussion.

A. DISCUSSION ACTION ON AMENDING THE 2019 – 2020 OFFICIAL SCHOOL CALENDAR
During the State mandated school closure, the Illinois State Board of Education has provided flexibility to school districts regarding school calendar changes necessary to properly implement their Remote Learning Plans. On March 16, Coal City School District #1 used an Emergency Day that was scheduled to be made up on May 29. After consulting with the District's administrative team and the Union, it was determined that it would be beneficial for the District to use Monday, April 13 as a "Remote Learning Planning Day", which would count as a student attendance day. Since the original school calendar called for no school on April 13, using it as a "Remote Learning Planning Day" will serve as the make-up day for the March 16 Emergency Day. May 26 and May 27 will also be Remote Learning Days, making this calendar change resulted in the school year ending as scheduled on Thursday, May 28.
Mr. Bianchetta moved and Mr. Hamilton seconded to approve amending the 2019-2020 official school calendar making Monday, April 13 a "Remote Learning Planning Day".

B. DISCUSSION/ACTION ON 2019 – 2020 REMOTE LEARNING PLAN
The Illinois State Board of Education requires each school district to post their Remote Learning Plan on their District Website. The plan must include a remediation process to address students who either cannot, or choose not to participate in Remote Learning activities.
Mr. Lander moved and Mr. Harmon seconded to approve the Coal City School District #1 Remote Learning Plan as presented.

C. DISCUSSION ON REMOTE LEARNING TRANSITION PLANS
Dr. Bugg discussed the Remote Learning Transition Plans. The Transitions Committees for PreK – 5 and 6 – 12 are working on 2 phases. Phase 1 was determining how the school year end. Now the Transition Committees will start working on Phase 2. Phase 2 is what it will look like when school resumes in the fall. Dr. Bugg will provide updates to the Board at future meetings.
D. DISCUSSION/ACTION ON VACATION DAY USAGE
Due to the mandated school closure and Remote Learning requirement, many non-union 12- month school district employees may not be able to utilize their contractually allotted vacation days prior to June 30, 2020. Dr. Bugg recommended the Board allow all non-union 12-month employees to carry over any unused vacation days from FY20 for use until December 31, 2020. The Board felt this matter deserved more discussion, and action will come at a future meeting.

E. DISCUSSION/ACTION ON STUDENT FEE STRUCTURE
The Board previously approved a three-year fee structure based on a recommendation from the Budget Efficiency Committee. Given the current state of the economy, Dr. Bugg recommended the Board approve a four-year fee structure that maintains fees for 2020 – 2021 at the same level as the 2019 – 2020.

F. DISCUSSION/ACTION ON SCHOOL SITE DONATION FROM THE VILLAGE OF DIAMOND
A School Site Donation in the amount of $1,150.80 has been received from the Village of Diamond. A resolution has been prepared for acceptance of the school site donation.
Mr. Bianchetta moved and Mrs. Gill seconded to approve the resolution to accept the School Site Donation of $1,150.80 from the Village of Diamond and to waive the reading of the resolution.
