Village of Minooka Board of Trustees Committee of the Whole met June 17.
Here is the minutes provided by the committee:
The meeting was called to order by President Pat Brennan at 6:30pm followed by the Pledge of Allegiance. Trustees present: Ric Offerman, Terry Houchens, Dick Parrish, Dennis Martin and Barry Thompson. Also present: Dan Duffy-Village Administrator, John Harrington-Village Finance Director, Ryan Anderson-Village Public Works Superintendent, Sean Kelly-Village Engineer and Justin Meyer-Village Police Chief.
Public Forum-Two public comments were sent via email-Dan Duffy read them off.
John Morris-Mr. Morris stated he was against the waste transfer station. He included a video in his email.
Rose Hubbard- Homewood transfer site, concerned regarding truck traffic, ridge road is already too busy
No others came forward during the meeting. Public Forum closed
Economic Development (moved up in the agenda due to presentations)-Dan Duffy gave an overview.
There is a warehouse project, no details on the name on it; they are looking into our area. In regards to Citgo, we are still working on annexation agreement. Some of the minor projects are still being worked on. US Cold Storage has gone up in the last couple months. This week we saw the exterior get wrapped up.
Prime presentation project- Prime representatives Jimmy Kowalczk and Corey Doel gave an overview of their company. They are a large transportation company that is interested in the Land and Lakes site (corner of Mclindon and Minooka Rd). There are multiple divisions in their company. They are recognized as an Industry Leader. Carrier of the Year Awards with Companies such as Walmart, Kraft, and Tropicana.etc. They would be an active participant in our location.
Homewood Transfer Site- Representative Devin Moose gave an overview. They would like to put a transfer station in Minooka. Devin advised they are not proposing what is in Rockdale. They do not compare their company to what is in Rockdale. They are not asking for any tax breaks. One of the benefits for Minooka would be a large capital investment within the Village. Host fees would be paid to the community.
Finance Items
Finance Report-John Harrington gave an overview.
Bills and Transfers- John gave an overview. The only thing that is different. We have one interest payment on one of our bonds.
2011 Bond Prepayment- John gave an overview. The Resolution is in the packet for the Village Board meeting on Tuesday.
Personnel Policy Manual Update- John gave an overview. We cleaned it up. There will be an Ordinance for the Village Board meeting on Tuesday.
Vision Insurance Renewal-John gave an overview. We are going to do an extension.
IML State Shared Revenues- John gave an overview. This is just informational.
Covid Response Fund Grant- John gave an overview. We received a $10,000 grant; it is for utility tax relief for Grundy County Residents only. Residents can email us applications. We have posted it on our website. Ric suggested telling the churches.
Comed/Azavar Update- John gave an overview. They are asking for our help. It’s making sure people who live in town are paying the electric gas tax.
Minooka Annexation Application/Fee Review-Dan gave an overview. It was last reviewed in 2005 and will be updated.
Speedway Update-Dan gave an overview. We wanted them to participate in the 21 inch line. Tom from Speedway came back and said they would like to contribute to that line. Their improvements included the Bike Path and the lighting. They want a guarantee that in 10 years they will get the $374,000.
Public Works Items
Superintendents Report-Trustee Thompson asked if anyone had questions. No questions.
Engineers Report-Trustee Thompson asked if anyone had questions. No questions.
Pay request #1 (partial) for the 2020 MFT Program-Trustee Thompson said they will recommend it for the Village Board Meeting. No questions.
Pay request #3 (partial) for the WWTP Dewatering Replacement-Trustee Thompson said they will recommend it for the Village Board Meeting. No questions.
McEvilly Road closure- Ryan Anderson gave an overview. It will be closed from July 6 for 5 weeks.
Regional water study results-Ryan gave an overview.
WWTP equipment replacement project plan and modeling services-Trustee Thompson gave an overview.
Wapella easement Sievers- Ryan gave an overview.
Wapella ROW-Ryan gave an overview.
Backhoe & Skid Steer replacement-Trustee Thompson gave an overview. The Committee recommended moving forward with this.
Bonita Vista hoist for flood gates-Trustee Thompson gave an overview.
MFT Misty Creek Drive pavement upgrade-Trustee Thompson gave an overview.
Blanket purchase order approval-Trustee Thompson gave an overview. The Committee recommends moving forward.
IGA with Aux Sable Township for road patching on Tabler Road- Ryan gave an overview. Last year they did an IGA that was never completed. They are going to do some patching prior to the IGA work.
Urban Forestry Management Plan- Ryan gave an overview.
Parks and Recreation
Parks/Events Schedule-Trustee Houchens advised that everything is on hold.
FY21 Recreation Trails Program Application Update-Trustee Houchens gave an overview.
Aux Sable Springs Park Update-Trustee Houchens gave an overview. No questions.
Pay Request #1 (Partial) for Aux Sable Springs- Trustee Houchens asked if there were any questions.

Public Safety Items
Police Chief’s Report-Trustee Parrish’s asked if there were any questions. No questions. Chief Meyer said it has been quiet but it is starting to pick up for calls to service. They’ve been asked to assist agencies in the protests. They are staying within budget. Chief asked if it was okay to post the Use of Force policy; the trustees advised that they no issues to post it.
Ordinance and Building Department Items
Building Officers Report-Dan gave an overview due to Trustee Hrechko’s absence. Building Department is keeping very busy. No questions.
Ordinance Amending Title 4, Chapter 8 of the Minooka Village Code Regarding Stormwater Drainage and Detention-Ryan gave an overview. It is to Adopt Will County’s Ordinance. No questions.
Raffle Ordinance Amendment-Dan gave an overview of the final draft. The biggest change is that it creates three levels. No other questions.
Village President and Staff Items
Molto Properties Mclindon Road Improvements-LOC Release- Dan asked Sean Kelly if we are okay with letting this go to Tuesday night’s Village Board meeting.
Executive Session- None.
Miscellaneous- Dan wanted to ask the board if we could move forward with letting staff come back July 1. We can follow up in a few weeks. Dan also said the police side is in need of maintenance on their flooring.
