There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS
Alderman Hill made a motion to Approve the Omnibus Consent Agenda consisting of the August 5, 2020 Council Meeting Minutes and the Warrant ($22,585.58).Alderman Racey seconded the motion. All in favor, Motion carried.
Brian Zeigler, Clarida and Zeigler was present to discuss and review the amphitheater/bathhouse grant bid. The latest bid ($404,019.00) with subcontractors would still leave the city responsible for an additional $29,000.00 with the city's initial $40,000.00 contribution. Council discussed options including dropping the restroom facility altogether. After a lengthy discussion Alderman
Racey made a motion to accept bid for amphitheater/restroom and water main & grinder pump at $404,019.00. Alderman Owen seconded the bid. The vote was as follows: Hill-yes, Penrod absent, Owen-yes, Racey-yes, Tuey.no, Evans-yes. Motion carried.
Zeigler also introduced an ITEP (Illinois Transporatation Enhancement Program) grant opportunity to council. The proposed project discussed was running a bike path from the park on 146 East to Old Metropolis Rd as looked at in the past by the city. Zeigler said the grant was 80/20 with possible assistance from the state on the 20%. Council mentioned possibly including a walkway from College Street to Green Street in the proposed grant. Treasurer suggested MFT Funds be used for cost of the phase one engineering fees mentioned by Zeigler. Overall council was in agreement to pursue the grant but Alderman Owen mentioned waiting to discuss further details with a full council when Alderman Penrod was present.
Emily Kerley, Milkmaid Creations Antiques was present to discuss the Vienna Square Market event with council. Kerley requested consent to move forward with planning the September 19th event (8 a.m.-3 p.m.) saying she would be taking the necessary precautions for social distancing. Alderman Hill made a motion to approve the event. Alderman Tuey seconded the motion. All in favor, motion carried.
Kerley thanked the city's public works dept. for painting the curbs around the square. Kerley requested per Brenda Kreuter that when the city puts out flags for Labor Day that they be left up until after the election in November. Council gave consent.
On behalf of Max Hook Clerk made request for commitment of funds to place a roof over the batting cage in Field #2. Wright said a definite cost was unknown as estimates would be needed. Wright added that JCYL,VHS, and VGS would also contribute to the cost. After discussion was had Alderman Owen made a motion to table the matter until the following year due to other upcoming expenses. Alderman Tuey seconded the motion. All in favor. Motion carried.
Alderman Evans made a motion to Authorize and Approve for an increase in the city's monthly contribution rate for Jim Miller to Teamster Welfare Trust of Illinois ($1,073.00). Alderman Racey seconded the motion. All in favor, Motion carried.
PUBLIC COMMENT -None
ELECTED/APPOINTED OFFICIALS
Simmons mentioned he was awaiting a date for Local 773 to hold a pandemic relief food distribution in the city park. Simmons also mentioned a ribbon cu Friday, August 21st at the Vienna Town Square Antique Mall as Jennifer Jacobsen would be taking new ownership.
Clerk Wright informed council that the city was approved for grant money through the city's insurance to assist with the purchase of a trench box for the public works dept. Wright said the city would be reimbursed $3,153.83.
Treasurer Meyers said Christmas lights had been delivered to the city the prior week. Meyers mentioned the need to discuss water/sewer rate increases. Meyers also said that city hall roof was in need of replacement and had been for some time. The item would be placed on the agenda at the next scheduled meeting.
Supt. Racey mentioned the repair of a fire hydrant at Hillview Healthcare.
Phil Morris, Depot said Modern Woodmen would be matching funds from the recent mower raffle to help the city with the purchase of Christmas lights. Morris said he would also request U.S. flags from Modern Woodmen as they have donated them to the city in the past.
Alderman Hill mentioned advertising for a part time officer concerning comp time hours and scheduling. Council had discussion of issues trying to hire part time help in the past. Overall council agreed to advertise.
As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Racey seconded the motion. Motion carried.
Mayor Simmons declared the meeting adjourned at 7:55 p.m.
