Village of Diamond Village Board met Sept. 8.

Here is the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners Adair, Brown, Kasher and Warner, Village Attorney, Village Engineer, Public Works Director were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Denise Brown, Jeff Kasher and Dave Warner. The Village Hall was open for citizens to enter and attend meeting. Face masks along with social distancing was required.

Under the new amendment to the Open Meeting Act, Mayor Kernc read the following: “I, as Mayor have determined that pursuant to Public Act 101-640 that it is not practicable or prudent to require all members of the Village Board of Commissioners and Village staff members to attend this meeting physically because of public health concerns.”

Approval of 8-25-2020 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 08/25/2020 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of September 8, 2020 Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve the September 8, 2020 bill list and place on file. All Ayes; Motion Carried.

Approval of August 2020 Treasurer’s Report

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the August Treasurer’s report and place on file. All Ayes; Motion Carried.

Azavar Quarterly Client Update August 2020 

Mayor Kernc presented the report.

Trees in Alley on Stellon Street

Mayor Kernc stated there are 3 big trees in the alley of the 1700 block of Stellon Street. One of the trees is dead and the other two have issues with branches falling. A resident called stating branches fell from the trees during the last storm. Kernc is concerned that the trees could come down on top of a car or home. She did contact Precision however; they had a recording stating to leave a message, but they are booked at this time due to the recent storms. Kernc stated Bob McGuinn will be starting the work tomorrow. The cost is approximately $5,700.00. Kernc stated there was a willow tree removed by Clark St. homeowner and she offered to grind the stump. The cost would be $100.00.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve Bob McGuinn to remove the 3 trees in Stellon St. alley for $5,700.00 and stump grinding on Clark St. for $100.00. All Ayes; Motion Carried.

Public Works Director Austin Vining stated MP Controls have been installing the new controls at the WWTP and it should be completed by the end of the week. Vining stated the generator for the WWTP will be installed on Thursday.

Commissioner Kasher

Commissioner Kasher stated a punch list of 5 items were given to the public works department which 3 items have been completed at this time and they continue making progress on the additional items.

Mayor Kernc

Mayor Kernc stated she received the Proclamation from the Knights of Columbus for the Tootsie Roll drive which will take place on Sept. 18,19,20. This was received after the agenda deadline; therefore, a consensus will be needed for this. This item will be placed on the September 22, 2020 agenda for formal approval. Unanimous consensus was given to approve the Knights of Columbus Annual Tootsie Roll Fundraiser on September 18, 19 and 20. Kernc stated she would like the board to consider not implementing the annual 5% water/sewer increase which would be reflected on the November 1, 2020 utility bill. She would like to discuss this at the October 13, 2020 meeting.

MOTION was made to adjourn at 6:21 p.m. by Commissioner Brown, SECOND by Commissioner Warner. All Ayes; Motion Carried.
