Village of Coal City Village Board Met August 26

Village of Coal City Village Board August 26 met Aug. 26.

Here is the minutes provided by the board:

At 7 p.m. Mayor Terry Halliday called to order the regular meeting of the Coal City Village Board in the boardroom of the Village Hall. Roll call; Trustees in attendance virtually were Dave Togliatti, Ross Bradley, Dave Spesia, Tim Bradley and Sarah Beach. Absent was Trustee Dan Greggain. Also in attendance remotely were attorney Mark Heinle, Police Chief Tom Best, Matt Fritz, village administrator and Ryan Hansen from Chamlin Engineering,

All recited the Pledge of Allegiance.

The minutes of the July 22, 2020 meeting were presented. Spesia moved to approve the minutes as written, second by Beach. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

The warrant list was presented. Following review, T. Bradley moved to approve the warrant list as written, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

There was no public comment at this meeting.

A letter of request was submitted by Corri Trotter to "Turn the Town Teal" during the month of September, the national ovarian cancer awareness month. Bows will be hung/tied to various street light poles and other areas, and removed at the end of the month. Spesia moved to approve "Turn the Town Teal" campaign, second by T. Bradley. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

Ordinance 20-15 vacating public right-of-way was presented to the Board. The property that adjoins the right-of-way is presently owned by Randy Alderson, who purchased the property from the Village of Coal City. An updated plat with the ROW modifications was reviewed by the Board and the new legal descriptions reflect the changes. Any additional costs incurred for this vacation will be paid by Mr. Alderson. T. Bradley moved to adopt Ordinance 20-15 vacating and conveying public right-of-way to adjacent property owner Randy A. Alderson, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach, Nays; none. Absent; Greggain. Motion carried,

A request for payment #2 to Chamlin & Associates for the Lions Park/Hope Helps bathroom project in the amount of $25,515.34. Ryan Hansen stated that the punch list items are to be completed before final request is submitted. T. Bradley moved to approve payment #2 for the ADA Washroom Improvements at the Lions Park/Hope Helps bathroom project for $25,515.34 to Chamlin & Associates, second by Spesia. Roll call Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

A payment request for the Coaler Lift Station replacement project to Stott Contracting in the amount of $5,022.74. Mr. Hansen stated that the project was complete and this is the final payment for the project. T. Bradley moved to approve the final payment to Stott Contracting for the Coaler Lift Station replacement project totaling $5,022.74, second by Togliatti. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

A second and final payment request for the Valerio Road culvert repair in the amount of $18,283.73 to D Construction was requested by this Board. Ryan Hansen stated that the project is completed and approved. He is recommending the payment request. T. Bradley moved to approve the second and final payment for the Valerio Road culvert replacement project to D Construction for $18,283.73, second by Spesia. Roll call Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

Mr. Fritz presented the CURES (Local Coronavirus Urgent Remediation Emergency Support) program wherein federal funds are allotted for municipalities to receive reimbursement for certain COVID related expenses. Coal City allocation for these expenses is $230,398. Discussion included:

• Allocates funding outside direct federal grants

• Coal City will register for the full allocated amount of $230,398

• Coal City maintenance and police department will supply a list of expenses to be submitted for the program

• Restrictive COVID related expenses for reimbursement

• Process of the distribution of the funds

T. Bradley moved to authorize Mayor Halliday to enter into the Local CURES Certification reserving the full allocation of $230,398 to allow the Village of Coal City to be reimbursed for certain expenses prior to the end of 2020, second by R. Bradley. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

Mr. Fritz announced that the Village had received LED lighting replacement and now are being offered LED lighting on other owned Village properties. The replacement work is being performed by Project Green Environmental Solutions through ComEd's LED replacement program. The properties being considered are North Park, Lions Park (not including the ball field lighting) and the parking lot on South Broadway. These upgrades will be at no expense to the Village. T. Bradley moved to authorize Mayor Halliday to enter into a contract with Project Green Environmental Solutions to upgrade to LED lighting at certain municipal locations, second by Togliatti. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

With the reconstruction of South Broadway, included was a bike lane and the Village desires to connect the present bike path to the S. Broadway bike lanes. Mr. Fritz explained that a path to guide bikers from S. Broadway to the existing ComEd easement bike path has been identified and signage and extra bike racks would direct bikers between the S. Broadway bike lanes and the bike path. The bike racks will be utilized at North Park, Campbell Park and Lions Park. Signage will include signs and stencils in the amount of $1,570 and the purchase of the ten additional bike racks will cost $3,000. Beach moved to approve the purchase of certain equipment and improvements to increase bike access throughout Coal City, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach. Nays; none. Absent; Greggain. Motion carried.

Mayor Halliday announced:

• School has started-Good Luck to the students, teachers and Dr. Bugg

• Encouraged the use of the bike paths and bike lanes instead of the sidewalks

• Grundy County is in a warning level regarding the COVID-19 pandemic

• Village Board meetings will be held remotely indefinitely

Trustee Beach presented the details for the upcoming Concert in the Park slated for September 19th in Campbell Memorial Park and the next Farmers Market will be held on Saturday, August 29th.

Trustee T. Bradley encouraged a professional landscaper for the South Broadway Reconstruction landscaping and planters.

Trustee Spesia reported on the South Broadway Reconstruction update:

• CBBEL has submitted a maintenance budget for landscaping on South Broadway

• Fall planting is scheduled for September. 

• D Construction is completing the final details of the construction and punchlist

Clerk Noffsinger announced that in consideration of the Village's 4th Amendment to the TIF District, a Public Meeting is tentatively scheduled for Wednesday, September 23rd at 6 p.m, in the Lions Hall, 480 Illinois Street in Coal City. Official Notice to follow.

Attorney Heinle stated that an Executive Order is in place regarding dining and drinking regulations concerning the COVID-19 pandemic.

Ryan Hansen Presented updates regarding:

• 2020 Street Maintenance-grinding & paving began August 17th and alley work to begin within the next 2 weeks

• Lions Park Bathrooms-Some carpentry remains and a final concrete punchlist and site restoration remains. Completion date is Oct. 1st 

• 2nd Ave storm water projects-surveys are complete and design to begin

• Prairie Oaks pavement restoration-awaiting core reports to determine roadway cross section

• North Broadway Bridge-design not completed

Chief Best stated that the police department is trying to protect the officers by following the recommended guidelines (masks, distancing) and keeping them well in lite of the COVID pandemic.

Mr. Fritz reported: 

1. RFP (Request For Proposal) for waste hauler is prepared.

• E-waste is expensive to dispose of

• Contractors required to attend a virtual meeting

• Comparisons of options

• May join with Channahon on the next bid process in 2025 for better pricing 

2. Housing Rehab Update

• NCICG sending letters to those included in the area for an informational public meeting; Notice to be posted 

3. Financial Update

• Expenditures are under budget

• Property tax collections to be received yet

• Review of MFT revenues and Utility Funds 

4. Thursday, August 27th is a Water & Sewer Committee virtual meeting at 6:30 p.m. regarding the Kankakee River Supply Municipal Consortium

T. Bradley moved to adjourn the meeting, second by Spesia. Roll call-Ayes; Togliatti, Bradley, Spesia, Bradley and Beach, Nays; none. Absent; Greggain. Motion carried and the meeting was adjourned at 8:00 p.m.
