VII. Old Business - Action Items
1. OT-371. Proposed revisions to the University of Illinois Residency Status Policy.
A letter with questions, concerns, and suggestions was sent to Executive Vice President Wilson. USC will discuss the response, if available, and determine next steps.
2. OT-372. Proposal to establish a consultation process for system policies.
A draft document will be discussed, if available.
3. OT-374. System-wide Digital Accessibility Policy.
After reviewing the policy guide overview document, USC requested additional information. A response from Mr. Kelly Block, Associate Vice President, Administrative Information Technology Services (AITS), is enclosed. Also responding to USC’s request, Mr. Block welcomes a USC representative on the committee that is working on the policy.
VIII. New Business
4. OT-375. Discovery Partners Institute Bylaws.
The DPI Bylaws have been sent to USC for review and approval. The Bylaws were written by a working group composed of faculty across the system and included representation from USC, DPI’s Academic Executive Committee, and DPI’s Academic Governance Advisory Group.
5. OT-376. Consideration of a New System Officer Position.
USC has been asked to provide feedback on a proposed new position and to be ready to designate a USC member to be a part of a search committee.
The General Rules, Article I, Section 2, lists the system officers and indicate that, “such additional administrative officers as shall be designated by the president after consultation with the University Senates Conference.”
The Statutes, Article I, Section 3 indicate that, “The university officers are identified in The General Rules Concerning University Organization and Procedure. Prior to recommending to the Board of Trustees the initial appointment of any university officer, except the president and the chancellor/vice president, the president shall seek the advice of the University Senates Conference.

6. OT-326. USC Presentations to the Board of Trustees.
The next report to the Board will be November 12. Professors Brennan, Campbell, and Kar are working on the report, which will focus on USC’s retreat topic of systemic racism and racial justice.
7. ST-83. Revisions to the Statutes – new proposed revisions and proposed revisions from ST-77 that need further discussion (B File). Sent to Executive Vice President Wilson 5/1/20.
The most recent version of the new proposed revisions to the Statutes has been sent to Executive Vice President Wilson for discussion with University Counsel, System HR, and the USC Statutes and Governance Committee. A meeting will be convened soon.

USC approved sending the reconciled language of the Statutes and Governance Committee to the senates for information and any last comments. UIC and UIUC Senate committees have provided advice.
9. ST-85. Proposed Revisions to the Statute, Article X, Section 1 (Tenure of Academic Staff) (a) 6 and 7 – to permit the use of five-year appointments for non-tenure track faculty. Passed UIC Senate 4/22/20. Transmitted to UIS and UIUC Senates 5/1/20.
The proposed statutory revisions approved by the UIC Senate were transmitted to the UIS and UIUC Senates.
10. ST-86. Proposed Revisions to the Statutes, Article III, Sections 3 and 5, and Article VI – Dean, Director, or Campus Librarian. Passed UIUC Senate 4/27/20. Transmitted to UIC and UIS Senates 5/1/20.
The proposed statutory revisions approved by the UIUC Senate were transmitted to the UIC and UIS Senates.
11. OT-363. Recognizing and Rewarding Faculty Participation in Shared Governance. No new information.
12. OT-366. Revisions to the Policy on Integrity in Research and Publication. Sent to USC by the Executive Vice President 3/16/20. Transmitted to Senates 4/2/20.
The draft policy has been sent to the senates for review and feedback.
13. OT-367. Clarification of the General Rules sections on intellectual property in relation to course materials. Approved by USC 5/29/20. Transmitted to Senates 6/2/20. UIC SEC response 6/10/20.
