CALL TO ORDER
Board President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Robert Bianchetta, Jeff Emerson, Mary Gill, Shawn Hamilton, Chuck Lander, and Ken Miller. Also, in attendance was Superintendent Kent Bugg, CSBO Jason Smith, Director of Special Populations Sandy Rakes, Director of Curriculum and Instruction Tammy Elledge, Assistant Principal Lucas Krippel, and Board Secretary LaWanda Gagliardo. Board Member Quint Harmon arrived at 6:02 p.m.

• Jean Krippel – 8th Grade Math Teacher at the Middle School – Ms. Krippel will be using her 10 COVID days from September 14, 2020 through September 25, 2020 due to her Dr.’s orders. Ms. Krippel is requesting a twenty-six and three quarters (26 3/4) paid maternity leave, with use of accumulated sick leave in accordance the Teacher’s Negotiated Agreement, from September 28, 2020 through November 5, 2020. She is also requesting a twenty-nine and one quarter (29 ¼) day unpaid Family Medical Leave of Absence from November 5, 2020 through December 22, 2020. Jean is planning to return Tuesday, January 5, 2021.
• Angie Phillips – 1st Grade Special Ed Teacher at the Early Childhood Center – Ms. Phillips is requesting a five (5) day paid medical leave, with use of accumulated sick leave in accordance with the Teacher’s Negotiated Agreement, from September 14, 2020 through September 18, 2020. Ms. Phillips may need more time depending on the complexity of the surgery/doctor’s recommendation. At that time, she will submit another letter of request. Ms. Phillips anticipated return date is Monday, September 21, 2020.

A. EARLY CHILDHOOD CENTER REPORT

Month-in-Review:
• August has been a very exciting month at the ECC! There is nothing better than to hear the little voices and laughter filling the hallways that have been empty for so long!
• Students returned on August 19th and it has been such a joy to welcome the students back.
• The staff of the ECC has done a tremendous job coming together to make returning to school a most successful transition.
• August 17th and August 18th were days filled with trainings and more collaboration in the building than I have witnessed in years. Teachers were offering support to each other
• and working to problem solve ways to best teach the students both in-person and remotely.
• The ECC offers after-school child care daily from 11:45am-3:00pm. The child care has roughly had 30-40 students stay each day. Students are able to eat lunch at school during this time. After lunch, the students have typically taken a short quiet time followed by time to play outside and have a break from wearing the mask. After time outside, the students are working on their one hour of remote learning for the afternoon and then ending in the gym to play until pickup time. The after school child care program has been run by the available afternoon support staff. The program is off to a great start and parents have been respectful of the time and picked students up by 3:00pm each day so far!

Recognition:
• A special thank you to Todd Painter for his tremendous work at making the arrival and dismissal procedures at the ECC a success. Mr. Painter has been planning and tweaking the procedures since before school started and has completely taken charge of the process and each day has been much better than the day before!
• Thank you to the entire staff of the ECC for helping with arrival and dismissal for the start of this school year. Each morning, every available staff member has been outside helping with students arriving and making sure students know where to go. At the afternoon dismissal, every available staff member is assigned to assist in a classroom to make sure students get to the correct bus or car to go home. It has definitely been a team effort at the ECC and every person has been willing to jump in and help out!
• Thank you to the following people for helping make sure the after school childcare program is a success: Christina McClenning, Jessica David, Tara Charles, Shannon Caher, Sue Hancock, Donna Harmon, Paula Crawford and Dawn Rogers.

CCES Happenings and Recognitions:
• We have had many changes in the building that our staff have taken on. They have done a wonderful job of adjusting to their new classrooms, new duties, and new ways of operating. I am so proud of all of the hard work that they have put forth to make sure that their students are still receiving a top-notch education. Thank you to the entire staff of CCES!
• Thank you to Mr. Smith for helping with drop off and dismissal. With the change in the direction of Second Street and the new procedures, we greatly appreciated his help with directing parents and students.
• We will be having Fun Fridays this year, with various days to participate in dress up days and school wide challenges. We will start with 8/28 as Go Coalers Day and 9/4 with a Crazy Hair Day. CCES is excited to provide students with a fun end to a very different type of school week.
• Our first day of school was a success! It was beyond exciting to welcome our students and staff back into the building. Students were all smiles as they entered the building. We couldn’t have asked for a better transition back to school. This would not have happened without the hard work and dedication of the Transition Teams. Thank you to everyone that participated on the teams.

Previous Month in Review:
• We are off to a great start this school. The students are doing a wonderful job with their face masks and are so happy to be back in school. The parents are being patient and supportive. The staff are working tirelessly to pull off a 4-hour in-person school day mixed with remote learners and engaging all students during the afternoon hour of remote learning.
• CCIS created a Welcome Back Video for students that each homeroom showed on the first day of school. Big thanks goes out to Nikki Boresi and Brad Boresi, who produced this year’s video. http://bit.ly/WelcomeBackCCIS20
• Teachers spent about 90 minutes on the first day of school bonding with their students and talking about each other’s experiences during the 5 months off of school. We are really trying to focus on the Social/Emotional needs of our students with the support of CJ Dziuban and Sarah Veronda.
• We currently have 41 students in our after-school Daycare Program. Fifty students had initially enrolled; however, nine of these students have since made other arrangements.
• I’d like to thank Tammy Elledge, Jason Smith, and Sandy Rakes for assisting our staff with morning arrival.
• Our custodians are doing an amazing job keeping up with all the new cleaning protocols. • Our new Health Aide, Jen Rakes, is doing a fantastic job navigating through all the new COVID-related student exclusion procedures, paperwork, data entry, and parent communication. Ali Scrogham and Carol Budde are a huge support in this process.
• I want to recognize the following staff members who received the weekly CCIS Kudos: - Mrs. Budde (Talty) for decorating our hallways

• CCMS held 6th Grade Orientation on August 10. Mrs. Jackie Larson led over 30 eighth grade students through WEB (Where Everyone Belongs) Leader training on August 7. Students participated in cooperative learning activities in preparation for 6th grade Orientation. Our WEB Leaders for this year did an outstanding job preparing and did fabulous with our 6th graders at 6th Grade Orientation. Student groups were limited to 50 6th grade students per session.
• CCMS teachers participated in a Remote Planning Day on August 17. Staff members attended various staff development session to prepare for the opening of school on August 19.
• CCMS teachers attended Teacher Institute on August 18. Dr. Bugg began the morning with a virtual meeting with the entire district. In addition, CCMS held a full faculty meeting with staff in the morning and held grade level meetings in the afternoon to prepare for the opening of school.
• CCMS students returned to school for the 2020-21 school year on August 19. The students did a great job with all of the new Covid guidelines and safety procedures and have done an outstanding job of getting back to school. We had a great first day of the school year and are looking forward to great year of teaching and learning for all of our students and teachers even if it is in a limited capacity to start the year. Staff members reviewed the rules for our Positive Behavior System (PBS) with the students on the first day of school.

• On August 10th, Link Leaders had freshman students attend orientation activities. Mrs. Thetard and Ms. Wagner are the sponsors for Link Leaders and did a nice job of organizing all the activities the Link Leaders provide to assist with freshman transition from CCMS to CCHS
• CCHS had picture day on August 27th and August 28th.
• Coal City High School is off to a great start and the teachers, support staff and front office staff should be commended for their efforts. With the unique start to the school year and it looking very different, I have been very proud of how everyone has handled it.
• Tennis and Golf have started and the participants are doing a great job representing CCHS.
• Coal City High School welcomes fifteen new students this year. We currently have thirteen students that have transferred out. Our enrollment currently stands at 658

F. SPECIAL POPULATIONS REPORT
Director Rakes reported:
Special Education;
There are 10 new special education students that have registered. This time last year we were at 10.
Preschool:
There are currently 44 at risk and 19 special education spots available. Last year we started out with 14 at risk and 17 special education spots available. There were several parents who chose to withdraw from preschool due to Covid-19. We have 21 pending referrals from Early Intervention.
Coaler Academy:
There are currently 4 students enrolled and attending. There are 2 pending referrals. This is the same number of students that started at the beginning of last school year. Student Success Plans have been developed.
G. CURRICULUM REPORT
Director Elledge reported:
Department Information:
The English Language Arts department is starting the process of resource review for the upcoming year. The ELA adoption is the most expensive resource adoption cycle in our 7- year cycle. The department chairs have been coordinating several meetings and trainings to give teachers access to potential materials.
Professional Development:
The new teacher orientation went very well. We were excited to work with the new teachers and they were excited to be joining our district.
Early dismissals will be planned in coordination with department leaders, building administration and district administration. We will strive to create opportunities to support the classroom teachers with their skills to teach in the hybrid model.
State Information:
We will be testing our seniors with the SAT on October 14. The state is providing the SAT with Essay at that time. This is a graduation requirement. Students have the choice to participate, if they choose not to participate, they must participate in the state’s final accountability assessment in the spring of 2021. High school testing in the spring will be held on April 13th. Dates for the IAR have not yet been released.
H. SUPERINTENDENT’S REPORT
Dr. Bugg reported:
1. Victoria Sztapka, a student at University of St. Francis, will be completing her student teaching requirements with Brad Boresi 4th Grade Teacher at the Intermediate School. Forfall 2020 part-time, and full-time in the spring of 2021.
2. At the July Board meeting, the Board authorized the Superintendent to employ personnel as needed to start the school year. The following were employed for the 2020 – 2021 school year, pending satisfactory completion of all state requirements.

1. The FY21 Budget Hearing was held at 5:15 p.m.
2. Director Copes provided an update on the start of the year for GAVC. 3. Current GAVC enrollment is 751 students, which is an all-time high. 4. Approved the FY21 budget as presented.

A. DISCUSSION/ACTION ON APPROVAL OF SUPPORT STAFF SALARY INCREASE FOR FY21
At the June 24 Board Study Session, CSBO Jason Smith, and Dr. Bugg reviewed the proposed salary increase for the Support Staff in FY21. Dr. Bugg recommended to the Board to approve the proposed 2.5% increase.
Mr. Hamilton moved and Mr. Lander seconded to approve the FY21 Support Staff salary increase of 2.5%.

C. DISCUSSION ON THE 2020 FINANCIAL AUDIT
Erica Blumberg, CPA, from Mack and Associates, presented the 2020 financial audit via ZOOM. There were no significant findings with the audit, and Erica thanked CSBO Jason Smith, and the office staff for their assistance when seeking additional information.
D. DISCUSSION/ACTION ON RISK MANAGEMENT PLAN
At the August 26 Board Study Session, Dr. Bugg and CSBO Jason Smith discussed the Risk Management Plan. It was their recommendation to approve the amended Risk Management Plan which now includes pandemic language. The new amendment allows a percentage of a group of identified staff members’ salaries could be paid from the Tort Fund due to the COVID19 pandemic. This does not affect the budget, because these funds were allocated in the Education Fund.
Mr. Hamilton moved and Mr. Bianchetta seconded to approve the amended FY21 Risk Management Plan.

E. DISCUSSION/ACTION ON ATHLETIC TRAINING RFP
At the July 1 Board meeting, the Board of Education exercised the out clause with ATI Physical Therapy to terminate the contract. Athletic Director Dan Hutchings requested RFP’s for athletic training services for the 2020 – 2021 school year. ATI Physical Therapy, and Rezin Orthopedics and Sports Medicine submitted RFP’s for consideration. Dan Hutchings’ recommendation to the Board was Rezin Orthopedics and Sports Medicine as the Athletic Training Service for the 2020 – 2021 school year. There was a significant cost difference between the two proposals by $11,000; the Board supported the Mr. Hutchings’ recommendation.
Mr. Emerson moved and Mr. Bianchetta seconded to approve the agreement with Rezin Orthopedics and Sports Medicine for the 20 – 21 school year, at a cost of $7,000.

NEW BUSINESS
A. DISCUSSION ON PUPIL TRANSPORTATION CLAIM
The Annual Claim for Pupil Transportation Reimbursements report was completed and submitted to the Illinois State Board of Education at the end of each school year. The report shows that during FY20 the district spent $990,470 to transport regular education students, $64,151 to transport vocational pupils, and $690,416 to transport special education students. The non-reimbursable transportation costs $366,008 are primarily the cost to transport students to extra-curricular events. The district can expect to receive State reimbursements this year as follows:
• Regular transportation of students in the amount of approximately $236,544.20
• Vocational student transportation in the amount of approximately $41,569.84
• Special Education student transportation in the amount of $452,912.89
B. DISCUSSION ON ANNOUNCED CLOSURE OF DRESDEN GENERATING STATION
Dr. Bugg discussed various issues related to Exelon announcing the closure of the Dresden Generating Station. Since that announcement, Dr. Bugg has been involved with numerous phone calls and video conference meetings with local legislators, County leaders, FAIRCOM leaders, and Exelon officials. Dr. Bugg has been appointed to two of the Governor’s Energy Workgroups, which should be beneficial in making the school district’s case in Springfield.
Dr. Bugg reminded the Board that this issue is not just a Coal City School District issue, but rather a County-wide issue that will require everyone in the County to become advocates for the economic value the Dresden Station brings to our region. Dr. Bugg remains positive, and believe it will take grassroot efforts in order to save the jobs that will be lost as a result of Dresden closing. There has been a petition started, and so far, it has 7000 signatures.
There was also a Facebook page created to spread the word. Dr. Bugg acknowledged that this Board of Education is a Board that proactively plans for the future of this school district, and this time will be no different. The Board thanked Dr. Bugg for the updates, and all of his efforts in gathering the information that was presented. There will be additional updates at future meetings.
