University of Illinois System Senate Committee on Campus Operations Met October 15

University of Illinois System Senate Committee on Campus Operations met Oct. 15.

Here is the minutes provided by the committee:

Present: Chair John Dallesasse, James Brennan, Reid Christianson, Peter Dragic, Luis Casta Hernandez, Sara Holder, Kelvin Jiang, Joanne Kaczmarek, Glennys Mensing,

Ex officio: Mohamed Attalla, Gloria Keeley, Morgan White

Absent: Ex officio: Joseph Edwards

I. CALL TO ORDER

A regular meeting of the Senate Committee on Campus Operations (CO) was called to order at 9:00 am with Chair Dallesasse presiding.

II. APPROVAL OF MINUTES

The minutes of the September 24, 2020 meeting was approved as distributed roll call vote.

Yes: Brennan, Christianson, Dallesasse, Dragic, Casta Hernandez, Holder, Jiang, Kaczmarek, Mensing

No: None

Abstain: None

III. PUBLIC COMMENT

No requests received.

IV. CHAIR’S REMARKS

Chair Dallesasse shared that there are two open faculty seats on the committee and asked committee members to send him names of faculty that may want to serve on the committee.

V. UPDATE ON FACILITIES AND SERVICES (Attalla)

Attalla provided the following updates:

• The Illinois Climate Action Plan (iCAP) 2020 Celebration will be on October 20, 2020 from 3-4:30. The celebration will be open to the public.

• The Energy Conservation Incentive Program winners will be announced at the iCAP celebration.

• The University won the Freezer Challenge for a third straight year. Information about the challenge can be found at: https://fs.illinois.edu/resources/newsroom/2020/10/01/u-of-i-wins-freezer-challengefor-a-third-straight-year

• The latest edition of the Insider magazine can be found at:

• Facilities & Services (F&S) has a Spill Response event planned for October 20, 2020. F&S will work with the Division of Public Safety and Champaign Fire Department to simulate an oil spill.

• Abbott Power Plant turned 80 years old this past week.

• The new Feed Mill is close to completion. It will replace the 93 year old Feed Mill located South of State Farm Center.

VI. UPDATE ON THE INSTITUTE FOR SUSTAINABILITY, ENERGY, AND ENVIRONMENT (White)

White shared the following:

• Low-Temperature Geothermal Research Seminar is scheduled for November 5, 2020

• iSEE has seed funding for the sustainability research that is interdisciplinary. The deadline for proposals is November 20, 2020.

• Steve Marshak will be doing a Fall lecture series on October 27, 2020 at 12:00n.

Another series will be on November 17, 2020.

VII. UPDATE ON THE STUDENT SUSTAINABILITY COMMITTEE (Edwards)

No updates were given.

VIII. UPDATE ON TRAVEL AND EXPENSE MANAGEMENT & PROCUREMENT (Keeley)

Since the committee discusses more than just Travel and Expense Management (TEM) and Procurement this title will be changed to Update on Business Practices.

Keeley did not have a TEM or Procurement update for today. Keeley suggested we may want to have principals from those units to attend give a presentation January/February for IBUY (procurement) and February/March for TEM. New products should be selected by then.

Keeley shared that there has been a lot of work on the health, life and dental rates and those were just negotiated down.

IX. OLD BUSINESS

CO.18.03, New Budget Model Discussion

No discussion was had. Chair Dallesasse did share that COVID has brought challenges for many units on campus.

CO.20.04, Environmental Procurement

No new discussion.

CO.20.05, Objectives for Discussion with University of Illinois Police Department (UIPD)

Chair Dallesasse shared at the University Senates Conference Retreat the Police Chiefs from UIC/UIUC and one of the Captains from UIS spoke about issues around policing at their universities.

CO.20.08, Campus Operations Survey Results

Discussion was had on what action the committee should take with the responses to the survey:

1. Forward with no comment

2. Forward with comment

3. Don’t forward at all

The responses will be reviewed by the committee and discussed at the next meeting.

CO.20.09, Topics for Future Meetings and Invited Guest Suggestions

Some of the suggested topics for discussion at future meetings were:

• IBUY and TEM

• Overhead Rate Calculation

• University of Illinois Police Department

Chair Dallesasse asked the committee members to send him ideas for topics.

X. NEW BUSINESS

CO.20.10,COVID Issues and Concerns

A question was asked regarding hazard pay for some Facilities and Services workers. Attalla shared that he doesn’t have any information on this and believes that Human Resources is handing this. Attalla will provide an updated once he has more information.

CO.20.11, Discussion of Actions Related to 2019-2020 CO Visitors (VCRI, Safety, etc.)

Would like to have more discussions regarding safety. There are different safety groups in a lab vs. outside of a lab. Would like to have a better understanding of safety on the campus.

Attalla will provide more information on this topic at the next meeting.
