The Finance Committee meeting was called to order at 4:39pm. Also attending were: George Gray, County Administrator; Matt Melvin, Finance; Mary Kucharz, Human Resources; Dian Brown, Health Department Director of Office Management. This meeting is being recorded.

II. Approve Minutes

1. Finance Committee - Regular Meeting - Nov 23, 2020 4:30 PM

The November 23, 2020 Finance Committee meeting minutes were approved as presented. J. Olson abstained from the vote. Motion carried.

V. FY 2020 Budget Reporting

M. Melvin reviewed the FY20 budget with amended numbers. For review were month totals and yearly totals FY2020 in both expenses and revenue. Year end revenue used was 100.33% of the budgeted amount and expenses were 99.81 % of the budgeted amount.

VI. Local CURE Grant Program

1. Local CURE Grant Program

M. Melvin shared with the committee that an application has been submitted and Grundy County is being considered for the requested $400,000. Local CURE Economic Support Grant to help provide relief to local business (restaurants and bars) due to COVID. He has been working with GEDC and the Chamber and pending final verification of funding levels, this grant could assist up to 80 business at $5,000. each. This is a federal flow through. Expenditures would be made and reimbursed to the county. The turn around time on the grant process is a very short window with the application being signed by December 31, 2020 and funds expended by January 31, 2021. The motion was made to forward this item onto the County Board with blank application to be able to share with local business due to the short turn around time required.

VII. 5 Year Capital Improvement Plan

1. 5 Year CIP

M. Melvin stated this is the same Capitol Improvement Plan that was discussed at the last Finance meeting. No sufficient changes have been made. It has been included in the packet this month for review. The 2021 Fiscal Year Capital Plan will be brought back at the next Finance meeting to be motioned on.
