Coal City Village Board Met Nov. 24.

Here is the minutes provided by the board:

At 7:04 p. m. on Tuesday November 24, 2020, Mayor Halliday called to order the regular meeting of the Coal City Village Board in the boardroom of the Village Hall. Roll call: Trustee Dave Spesia. Remotely attending were Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Tim Bradley and Sarah Beach. Also remotely attending was Attorney Mark Heinle and Ryan Hanson from Chamlin Engineering. Police Chief Best attended by phone. Present was Matthew Fritz, village administrator. 

All recited the Pledge of Allegiance. 

Mayor Halliday requested a moment of silence to honor the passing of the village's building inspector Bob Malone. Condolences were also given to Matt Fritz for the recent passing of his brother. 

The minutes of the November 10, 2020 meeting were reviewed. T. Bradley moved to approve the minutes as written, second by Spesia. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. 

The warrant list was presented for approval with the addition of $6225.00 to Donna Ragain, owner of Garden Creations for the winter themed plantings in the Broadway Street planters. T. Bradley moved to approve the warrant list including the addition, second by Togliatti. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none, Motion carried. 

There was no public comment at tonight's meeting, 

Ordinance 20-23 was presented to the board, This variance request from Tim Norton on lots 14 and 16 on Railroad Street is for a 100' X 50' metal building with a 5' setback from the south, west and north lot lines. Trustee Togliatti moved to adopt Ordinance 20-23 granting variances to the Zoning Code to allow the construction of a metal building for personal storage with limited setbacks at 150 N Railroad Street, second by Greggain. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. 

Ordinance 20-24 was presented to the board. This variance request from the property owner of 796 Quail Run, James Peddicord, wishes to construct a fence within the required corner side yard setback leaving a 12.5' setback. Trustee Beach moved to approve Ordinance 20-24 granting a variance to place a fence within the corner side yard at 796 Quail Run, second by Spesia. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. 

Ordinance 20-25 was presented to the board. There is a visibility issue following the installation of fence surrounding a lift station at South Kankakee and Chestnut Streets. The stop signs currently are placed at the north and south locations of the intersection. This ordinance allows for the stop signs to be moved to the east and west bound traffic. Chief Best stated they will flag the new signs and watch the intersection. Trustee Spesia moved to adopt Ordinance 20-25 amending the stop signs at the intersection of South Kankakee and East Chestnut Streets, second by R. Bradley. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. 

Presented next to the board was Resolution 20-32, the subject of the Public Hearing tonight before this meeting. T Bradley moved to adopt Resolution 20-32 establishing essential services and their supporting revenues source resulting in the alternative revenue bonds of 2015 - the tornado bonds, to be paid via property taxes collected in the upcoming annual levy, second by Greggain. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. 

Resolution 20-33, approving the 2021 annual meeting calendar was presented. Spesia moved to approve Resolution 20-33, second by R. Bradley. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. 

The next item on the agenda concerning the Pro-Act Unit was postponed until the December 9, 2020 meeting after the Pro Act meets earlier that same day. 

Mayor Halliday wished everyone a happy and safe Thanksgiving. 

Trustee Beach extended condolences to the Malone family and Matt Fritz. She also reminded everyone of "Small Business Saturday" on November 28th. 

Trustees Tim Bradley, Dave Spesia, Ross Bradley and Dave Togliatti all extended their condolences to the Malone family and Matt Fritz. 

Attorney Mark Heinle noted the State of Illinois is now in Tier 3 mitigation which includes no indoor dining. He reminded the board there will need to be a Public Hearing for the Tax Levy and SSA prior to the next board meeting. He also wished everyone a safe holiday and condolences to the Malone and Fritz families. 

Ryan Hanson reported that the projects have been wrapped up. 

Chief Tom Best also wished everyone a happy Thanksgiving along with condolences to Matt Fritz. Tom said "Bob will be missed". 

Matt Fritz thanked everyone for the wishes. He also relayed his favorite "Bob" story where Bob worked all night to provide the much needed GIS maps following the tornado of 2013. 

Trustee Spesia moved to adjourn the meeting, second by R. Bradley. Roll call: Ayes-Trustees Togliatti, R. Bradley, Greggain, Spesia, T. Bradley and Beach. Nays-none. Motion carried. Meeting adjourned at 7:40 p.m.
