Village of Minooka Village Board Met Dec. 22.

Here is the minutes provided by the board:

Village President, Patrick Brennan, called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Trustees present: Terry Houchens, Dennis Martin, Dick Parrish, Barry Thompson, and Ric Offerman. Also present: Dan Duffy-Village Administrator, Sean Kelly Village Engineer, Police Chief-Justin Meyer, Village Treasurer-John Harrington, Village Attorney-Chris Spesia and Public Works Superintendent-Ryan Anderson.

Changes to Agenda – There were no changes.

Review of the Minutes from the Village Board Meeting of November 24, 2020 Trustee Houchens moved, Trustee Parrish seconded the motion to approve the Village Board Minutes as presented of November 24, 2020.

Ayes: Houchens, Thompson, Offerman, Martin, Parrish

Nays: None

Absent: Hrechko

Motion carried.

Bills and Transfers

Trustee Martin moved, Trustee Houchens seconded the motion to approve the Bills and Transfers.

Trustee Martin moved, Trustee Houchens seconded the motion to approve the Treasurer’s Report.

Resolution 2020R-3142 Approving Multi-year Audit Proposal from Zabel and Associates

Resolution 2020R-3143 Approving Pay Request #6/partial for Aux Sable Springs Park ($200,843.14)

Trustee Houchens moved, Trustee Thompson seconded the motion to Approve Consent Agenda items as presented.

Resolution Approving Intergovernmental Agreement for the Grundy County Law Enforcement Pro-Active Unit

Trustee Parrish moved, Trustee Offerman seconded the motion to approve Resolution 2020R-3144 approving Intergovernmental Agreement for the Grundy County Law Enforcement Pro-Active Unit.

Ordinance Authorizing Property Tax Levy

Trustee Martin moved, Trustee Houchens seconded the motion to approve Ordinance 2020-39 Authorizing Property Tax Levy.

Resolution Authorizing a 4th Amendment of Purchase and Sale (1.5 Acres of SW Corner of Ridge Road and Prairie View Drive, Minooka)

Trustee Martin moved, Trustee Parrish seconded the motion to approve Resolution 2020R 3145 authorizing a 4th Amendment of Purchase and Sale (1.5 Acres of SW Corner of Ridge Road and Prairie View Drive, Minooka).

Ordinance Authorizing the Purchase of Certain Real Estate Located on Wapella Street in the Village of Minooka

Trustee Parrish moved to approve subject to approving on todays date of December 22, 2020, Trustee Offerman seconded the motion to approve Ordinance 2020-40 Authorizing the Purchase of Certain Real Estate Located on Wapella Street in the Village of Minooka subject to todays date of December 22, 2020.

Ayes: Houchens, Thompson, Offerman, Martin, Parrish

Nays: None

Chris Spesia mentioned that Phase II would involve 10-12 soil samples that would cost $5,900. It’s called a limited Phase II investigation. Dan Duffy advised the trustees advised to purchase it, not including any extra cost or testing. Trustee Martin called the question to vote on the pending motion.

Trustee Houchens moved, Trustee Thompson seconded the motion to approve Ordinance 2020-41 approving Execution of Land Purchase Contract for 2760 Holt Road and Consent Order for Case No. 2020CH35.

Resolution Approving Final Plat of Subdivision (Prime, Inc. Subdivision) Trustee Thompson moved, Trustee Offerman seconded the motion to approve Resolution 2020R-3146 approving Final Plat of Subdivision dated December 8, 2020 for Prime Inc., Subdivision.

Public Hearing On Second Amendment to Annexation Agreement (Memory Loss Facility)

President Brennan opened the Public Hearing at 6:58 p.m. No one spoke. Dan Duffy gave a summary. This was published in the papers and was also brought in front of the Planning and Zoning Board. These amendments include expanding the 40 units up to 60 units, parking variance for the overall project and combining lots 3 and 4 to lot 6 for detention purposes. George Barr was present to answer any questions. No further questions. Public Hearing closed at 7:02 p.m.

Trustee Houchens moved, Trustee Thompson seconded the motion approving Ordinance 2020-42 Authorizing Execution of Second Amendment to Annexation Agreement-Memory Loss Facility

Second Amendment to Ordinance Rezoning and Granting a Conditional Permitted Use for a Planned Unit Development (Memory Loss Facility)

Trustee Parrish moved, Trustee Houchens seconded the motion to approve Second Amendment to Ordinance 2020-43 Rezoning and Granting a CPU for a PUD-Memory Loss Facility

Resolution Authorizing Extension of Final Extension of Final Complete Date for the Wastewater Treatment Plant Dewatering Improvements to March 2, 2021. Trustee Thompson moved, Trustee Houchens seconded the motion to approve Resolution 2020R-3149 authorizing Final Extension of Final Complete Date for the Wastewater Treatment Dewatering Improvements to March 2, 2021.
