Village of Minooka Village Board Met Feb. 23.

Here is the minutes provided by the board:

Village President, Patrick Brennan, called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Trustees present: Terry Houchens, Dennis Martin, Dick Parrish, Barry Thompson, Chad Hrechko and Ric Offerman. Also present: Dan Duffy-Village Administrator, Sean Kelly-Village Engineer, Police Chief-Justin Meyer, Village Treasurer-John Harrington, and Public Works Superintendent-Ryan Anderson.

Changes to Agenda – There were no changes.

Review of the Minutes from the Village Board Meeting of January 26, 2021

Clerk will amend minutes to read Trustee Houchens moved and Trustee Parrish seconded the motion to approve the Minutes from the Village Board Meeting on January 26, 2021.

Trustee Martin moved, Trustee Thompson seconded the motion to approve the Village Board Minutes as amended of January 26, 2021.

Ayes: Houchens, Thompson, Offerman, Martin, Parrish, Hrechko 

Nays: None

Absent: None

Bills and Transfers

Trustee Martin moved, Trustee Houchens seconded the motion to approve the Bills and Transfers.

Trustee Martin moved, Trustee Houchens seconded the motion to approve the Treasurer’s Report.

Public Forum

President Brennan opened the Public Forum at 6:37 p.m. There were no public comments submitted via email. No one from the public spoke. Chief Justin Meyer wanted to mention a few things in regards to the HB 3653 Reform Bill that was signed into law. Governor Pritzker signed it knowing many law enforcement did not approve of this. Chief Meyer mentioned the language in this bill is inaccurate and that hopefully the general assembly will fix this bill. Public Forum closed at 6:39 p.m.

Village Administrator Dan Duffy read the following:

• Resolution 2021R-3157 Approving Pay Request #1 (final) for the 2020 Tree Trimming Contract-$105,170

• Resolution 2021R-3158 Approving Change Order #15 to Aux Sable Springs Contract (transfer Maintenance)-$46,704.64

• Resolution 2021R-3159 Approving an Agreement with E.P. Doyle & Son, LLC (Natural Area Maintenance-Aux Sable Springs Project)

• Resolution 2021R-3160 Approving Pay Request #8 (final) for Aux Sable Springs Park Project -$120,868.76

• Resolution 2021R-3161 Authorizing 5th Amendment to Agreement of Purchase and Sale (Oliver/1.5 Acres at SW Corner of Ridge Road and Prairie View Drive)

Trustee Houchens moved, Trustee Offerman seconded the motion approving Resolution 2021R- 3164 for the Release of LOC and Bonds associated with various projects.

Resolution Approving Village of Minooka/Grundy County Chamber Banner Program

Trustee Parrish moved, Trustee Hrechko seconded the motion to approve Resolution 2021R-3165 approving Village of Minooka/Grundy Co. Chamber Banner Program

Ayes: Houchens, Thompson, Offerman, Martin, Parrish, Hrechko

Resolution of Village of Minooka regarding HB 3653 disapproving of the legislative process and recommending Governor Pritzker Veto.

Trustee Thompson moved, Trustee Offerman seconded the motion approving Resolution 2021R- 3168 regarding HB 3653 disapproving of the legislative process and recommending Governor Pritzker Veto.

Resolution Authorizing Extension of Final Completion Date for the WWTP Dewatering Improvements to June 23, 2021

Trustee Thompson moved, Trustee Martin seconded the motion to approve Resolution 2021R- 3166 Authorizing Extension of Final Completion Date for the WWTP Dewatering Improvements to June 23, 2021.

Resolution Approving Contract with M.E. Simpson for Village of Minooka Valve Exercising Program $15,533

Appointment of Planning and Zoning Commissioner-Mark Skwarczynski

Trustee Houchens moved, Trustee Martin seconded the motion to approve the Appointment of Planning and Zoning Commissioner Mark Skwarczynski

Action from Executive Session-None

As Appropriate- President Brennan requested to move the April Committee Meetings up one week.

He would like to move Economic Development, Ordinance and Building and Public Safety to April 7, 2021; move Parks and Recreation, Public Works and Finance to April 13, 2021; move the Committee of the Whole to April 14, 2021 and move the Village Board Meeting to April 20, 2021.

Trustee Martin moved, Trustee Offerman seconded the motion to approve the Amended April Meeting Dates.

President Brennan mentioned the State of the Village will be May 6, 2021 for the Minooka Board Members and Staff. The Public will be able to attend using Zoom. He would also like the second Tuesday in May to be the turnover week for the new Mayor.

Trustee Thompson moved; Trustee Hrechko seconded the motion to adjourn. All voted aye for meeting to adjourn.
