Village of Minooka Board of Trustees Met May 5.

Here is the minutes provided by the board:

Village President, Patrick Brennan, called the meeting to order at 5:30 p.m. followed by the Pledge of Allegiance. Trustees present: Terry Houchens, Dennis Martin, Dick Parrish, Barry Thompson, Chad Hrechko and Ric Offerman. Also present: Dan Duffy-Village Administrator, Sean Kelly-Village Engineer, Police Chief-Justin Meyer, Village Treasurer-John Harrington, Village Attorney-Chris Spesia Santschi and Public Works Superintendent-Ryan Anderson.

Review of the Minutes from the Village Board Meeting of April 20, 2021 Trustee Houchens moved, Trustee Parrish seconded the motion to approve the Village Board Minutes from April 20, 2021

Ayes: Houchens, Thompson, Offerman, Martin, Parrish, Hrechko

Nays: None

Absent: None

Motion carried.

Swearing in Newly Elected Officials-Village Clerk, Orsola Evola swore in the following officials to four year terms.

Village President, Ric Offerman-Newly Elected

Village Trustee, Terry Houchens-Re-Elected

Village Trustee, Gabriela Martinez-Newly Elected

Village Trustee, Robin White-Newly Elected

Brief Reception-a brief reception was held to celebrate the re-elected and newly elected officials. Village President Ric Offerman adjourned meeting at 5:35 p.m. Trustee Hrechko moved; Trustee Thompson seconded the motion; all voted aye, meeting adjourned.

Reopen Meeting/New Roll-Village President Ric Offerman resumed the meeting at 5:53 p.m. followed by a new roll call. Members present: Terry Houchens, Gabriela Martinez, Dennis Martin, Robin White, Dick Parrish, Barry Thompson. Also present: Village Administrator-Dan Duffy, Ryan Anderson-Public Works Superintendent, Chris Spesia

Village Attorney, Sean Kelly-Village Engineer, John Harrington-Village Treasurer and Chief Justin Meyer of the Minooka Police Department.

Public Forum

President Offerman opened the public forum at 5:54 p.m. Missy Schumacher, Mayor of Channahon wanted to express her appreciation to former President Brennan for all that he has done. She mentioned Mr. Brennan was a true mentor. She wanted to Congratulate Mr. Offerman and the newly elected trustees and looks forward to partnering with everyone.

Al Yancy from Minooka Fire District wanted to thank former President Brennan for his partnership and that we will all miss him especially him and his family as they have been neighbors for 16 years.

Al Skwarczynski of Minooka Elementary Schools wanted to thank Mr. Brennan for all that he has done for all the students and schools. He also wanted to give a big welcome to Mr. Offerman.

Dr. Lee from Minooka High School mentioned that he has always appreciated the visibility and partnership that Mr. Brennan and the board has given the school. He wanted to congratulate the new board.

Village Administrator Dan Duffy presented Mr. Brennan with a few gifts from the community and board such as an Indiana State Flag and a Plaque to honor him and his years of service. The Fish Team donated a hat, Minooka Grain and Lumber gifted a hat and t-shirt and The Bluffs donated a 4 person outing and polo. Mr. Duffy wanted to also thank Chad Hrechko for his service and time.

No one else spoke. No emails were sent. President Offerman closed the public forum at 6:04 p.m.

Resolution Authorizing the Execution of an Employment Agreement (Village Administrator)

Trustee Houchens moved; Trustee Thompson seconded the motion approving Resolution 2021R-3190 authorizing the execution of an employment agreement-Village Administrator.

Ayes: Houchens, Parrish, Martin, Martinez, Thompson, White

Nays: None

Motion carried.

Ordinance Amending Section 1-6-4 (Committees) of the Village Code of the Village of Minooka, Will, Grundy, and Kendall Counties, Illinois

Trustee Martin moved with striking the clause in the 3rd sentence, Trustee Houchens seconded the motion approving Ordinance 2021-10 Amending Section 1-6-4 (Committees) of the Village Code.

Ayes: Houchens, Parrish, Martin, Martinez, Thompson, White

Nays: None

Ordinance Amending Title 1, Chapter 9, Village Depositories of the Municipal Code of the Village of Minooka

Village Treasurer John Harrington gave an overview. We do this every time we have a changeover in the Village President. It lists all the financial institutions that the Village has funds with. The authorized signers are the Village President, Village Treasurer, Village Clerk and Village Administrator with the requirement of having 2 signatures for every check. We have 5 police accounts that the authorized signers are the Police Chief, Police Clerk Supervisor, Treasurer and Administrator.

Trustee Martin moved; Trustee Parrish seconded the motion approving Ordinance 2021-11 Amending Title 1, Chapter 9, Village Depositories of the Municipal Code of the Village of Minooka.

Miscellaneous- Dan Duffy mentioned that tomorrow is the State of the Village at 11:30, staff and family are invited.

Trustee Thompson mentioned it has been a pleasure to work for Pat. Trustee Thompson moved; Trustee Parrish seconded the motion to adjourn.
