Village of Diamond Village Board met Feb. 8.
Here are the minutes provided by the board:
The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Mayor Kernc and Village Clerk Lori Holmes were present at the Village Hall. Commissioners Adair, Kasher and Warner, Village Attorney John Gallo were in attendance remotely via teleconference. Upon roll call Commissioners present remotely were Mark Adair, Jeff Kasher, and Dave Warner. Absent: Dean Johnson. The Village Hall was open for citizens to enter and attend the meeting. Face masks along with social distancing was required.
Under the new amendment to the Open Meeting Act, Mayor Kernc read the following: “I, as Mayor have determined that pursuant to Public Act 101-640 that it is not practicable or prudent to require all members of the Village Board of Commissioners and Village staff members to attend this meeting physically because of public health concerns.”
Approval of 01-25-2022 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 01/25/2022 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of February 8, 2022, Bill List
MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to accept the bills, draw warrants in their amounts and place on file. All Ayes: Motion Carried.
Approval of the January 2022 Treasurer’s Report
MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to approve the January 2022 Treasurer’s Report. All Ayes: Motion Carried.

New Business
Approve Resolution #2022-04, Surface Transportation Program Funding for Will Road Mayor Kernc stated this is required and needs to be included in the grant application she will be submitting. There is a change in the body, in which the word “or” must be added in the 4th line, after the first comma. (Road, or IL 113….). MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Resolution #2022-04; Surface Transportation Program Funding for Will Road. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated Will County Sheriff reported 2 calls for service. Grundy County’s report was active, which is not unexpected, but nothing out of the ordinary.

Public Works Department Updates
Public Works Supervisor Jim Dunning stated there is a major issue at the plant. The computer crashed which runs the SCADA system. The alarms in the pit were triggered and a call from the alarm company was received. Those alarms were very beneficial. If it were not for them, the sewer plant could have been flooded. A new computer will be installed tomorrow. Commissioner Warner stated the current computer was the original one installed approximately 12 years ago. Warner stated he spoke with Simple Communications and once new software is installed; changes will be made by storing the data in a separate folder in the cloud.
Clerk Updates
Village Clerk Lori Holmes stated she has been working on updating the liquor ordinances and licensing. Once completed, she will send to Village Attorney John Gallo for revisions/approvals, then it will be presented to the board.

Mayor Kernc
Mayor Kernc stated the Grundy Transportation Plan Project did receive the contribution commitment from the communities involved in the plan therefore, Diamond will be processing a check for their contribution in the amount of $2,990.00. Kernc received unanimous consensus from the board for the next scheduled board meeting to be held in person. The February 22, 2022, meeting will be held in person at the village hall.
