City of Vienna City Council met May 4.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor Angela Moore, Alderman Richard Owen, Alderman Austin Tuey, Alderman Alan Racey, Alderman Ron Pitts, Alderman Melissa Hill, Alderman Addam Holder, City Attorney Shane Racey, Superintendent Aleatha Wright, City Clerk

ELECTED/APPOINTED OFFICIALS ABSENT:

Jim Miller, Police Chief Michelle Meyers, Treasurer Brent Williams, Fire Chief

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the April 20, 2022 council meeting minutes and the Warrant, ($27,358.93). Alderman Owen seconded the motion. All in favor motion carried.

Macheala Hembree on behalf of Shawnee Worship Center was present to request use of the entire park for a benefit concert fundraiser event scheduled for Friday, August 5th. Council gave consent.

Alderman Pitts made a motion to Authorize and Approve the city to accept Clarida & Ziegler as consulting engineer for the 2022 calendar year to perform MFT. Alderman Owen seconded the motion. All in favor, motion carried.

Mayor and council reviewed the maintenance estimate for MFT in the amount of $127,051.00.

Alderman Hill made a motion to Authorize and Approve Resolution 22-04, A Resolution for Maintenance of Street and Highways by the Municipality under the Highway Code for $128,000.00 of MFT Funds. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to accept the Zoning Board's decision of approval from the 04-21 22 hearing, to issue a special use permit to place a modular home at the location of 101 Harnerville Loop. Alderman Racey seconded the motion. All in favor, motion carried.

ELECTED/APPOINTED OFFICIALS

Addam Holder was present to update council on small claims filed for fire calls.

Clerk Wright announced the upcoming Spring Fling carnival event, May 12-14th at the city park.

Supt. Racey informed council he had met with IDOT concerning the possibility of the city moving sewer lines for upcoming construction at the intersection of 146 East, Old Metropolis Road and Redbud Road.

Alderman Moore mentioned forming a committee to begin planning the October fall fest event. Alderman Hill and Alderman Tuey volunteered to be a part of the committee with Moore.

Mayor Penrod reported that following the spring cleanup, Chief Miller was working on serving notices to residents with yards in violation of the city nuisance ordinance. Penrod and council discussed a bank owned property on North 5th Street that was up for tax sale in August.

Penrod informed council of a 90/10 grant opportunity through Delta Regional Authority. Penrod discussed using the grant to upgrade Redbud Road to a heavy grade road for increased traffic to businesses in the industrial park. Penrod said he would meet with the city engineer to get a cost estimate of the project.

Penrod said he met with The P3 Group, an economic development group out of Memphis that designs, builds, and finances housing. Locations in the city were discussed for possible future housing development.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Owen. Mayor Penrod adjourned the meeting at 7:15 p.m.
