CALL TO ORDER

Meeting was called to order by Village President Ric Offerman at 6:30 PM

PUBLIC FORUM

President Offerman opened the public forum at 6:32 PM

Swearing in of Police Officer Mackenzie Melendez, Police Officer Tyler Gholson and Police Officer Guadalupe Lopez - Police Chief Meyer gave a brief presentation on their credentials, education and background experience. Deputy Clerk Harvey administered their oaths. Relatives of the newly appointed Police Officers performed the pinning ceremony.

Arbor Day Proclamation – Village President Offerman proclaimed April 29th as Arbor Day in the Village of Minooka.

Resident expressed concerns about tree located at 303 N. Wabasso St. with sidewalk built around it. Village Administrator Duffy said public works would be sent out to do a follow up.

No other public comment or questions were received.

President Offerman closed the public forum at 6:42 PM

Public Hearing of a proposed annexation agreement for property known as 224 Holt Road (Conor Commercial Project)

Motion was made by Trustee Thompson to open Public Hearing of a proposed annexation agreement for property known as 224 Holt Road (Conor Commercial).

Village Administrator Duffy stated the Village is not yet prepared to present the draft annexation agreement in its entirety and recommends to the Board of Trustees to consider continuing the public hearing until May 24, 2022.

Village President inquired if there were any questions from the Board or public comment.

Resident inquired what zoning would be for property and what is anticipated to be built on it. Administrator Duffy gave an overview of Conor Commercial stating it is a real estate company seeking to rezone farmland currently zoned Agriculture A1 to M2 and annex in. Subject to rezoning and annexation, applicant anticipates developing property into a 1,200,000 sq. ft. spec building with trailer parking. Property is under contract contingent upon annexation.

Resident then asked where truck traffic would be routed. Administrator Duffy responded the Village has been working with Conor Commercial representatives over the last several months to incorporate the Holt Road 3-lane designated truck route improvement with utility component to location at developer’s expense into their agreement to present to the Village Board but it wasn’t ready tonight.

No other public comment or questions were received.

Motion was made by Trustee Martin to continue public hearing of proposed annexation agreement for property known as 224 Holt Road (Conor Commercial) to the next Village Board Meeting.

Administrator Duffy provided an overview stating Molto is a development company looking to include three purchased parcels into their blueprint for future redevelopment. Attorney Spesia expounded on the terms proposed in the Sixth Amendment agreement. A trigger was added so the Village could require the start of utility installation. Provisions include bike path to be installed and the demolish of homes on addresses referenced. Language was also incorporated to allow for developer, at their cost, to develop Holt Road as a truck route. Exhibit includes s full profile for Holt Road improvements, to be approved with intersection improvements. Developer would also be responsible for any right-of-way acquisition that would be associated with it.

Treasurer Harrington provided an overview.

Resident inquired about the Water District Formation. Water Commission members responded stating there will be a 100-year contract with Chicago. Village line and storage improvements are needed in order to accept the water. The Village is still in the preliminary planning stages regarding this matter and expenses are not on this fiscal year budget. Residents were reassured that the public officials on this Commission representing the Village of Minooka have over 40 years’ experience between them. Votes have to be unanimous from all communities in the Commission for anything subject material to pass.

Village President inquired if there were any questions from the Board or public comment. No other comments or questions were received.

Village Administrator Dan Duffy addressed the Mayor and Board with the following upcoming details:

• Thank you to the residents who attended the Clean Up Minooka Day Event on Saturday, April 23rd and to Grainger for their generous sponsorship and volunteerism! Grainger has agreed to sponsor the next event in 2023!

• The Grundy County Chamber of Commerce is hosting their annual Family Fest event Saturday, April 30th from 9-1 in the Minooka Community High School.

Trustee Thompson address the Mayor and Board stating there is a memorial bench that needs to be dedicated (Davidsons) at Lion’s Park.
