CALL TO ORDER
President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, Chuck Lander, Steve Rogers, and Ken Miller. Also in attendance were Superintendent Dr. Kent A. Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, Director of Special Populations Luke Krippel, High School Principal Christopher Spencer, and Board Secretary LaWanda Gagliardo.

President Miller led the Board of Education and others present in reciting the Pledge of Allegiance.

1. Introduction/acknowledgement of guests.
Mr. Jim Micetich was in attendance to be recognized for his 22 years of service to the Unit #1 Educational Foundation. Mr. Micetich is the last remaining original member of the Unit #1 Educational Foundation. Mr. Micetich was presented with a Certificate of Appreciation.
Christopher Spencer introduced Tyler Schoonover as the new 1st Grade Teacher at the Early Childhood Center and the new Varsity Boys Head Basketball Coach at the High School. Mr. Schoonover thanked the Board for the opportunity, and is excited to get started.
Theater Director Jack Micetich was in attendance with four Drama Club Officers and shared their experiences during their trip to New York. The students thoroughly enjoyed the tours, workshops and the shows they were able to attend.

Resignations
• Megan Henze – Special Ed Teacher of the Transitions Program at the High School – Mrs. Henze is resigning at the conclusion of the 2021 – 2022 school year.
• Amanda Herrera-Ford – Human Resource Representative for the district – Mrs. Herrera-Ford is resigning at the conclusion of the 2021 – 2022 school year.

• It is hard to believe we are at the end of April. Congratulations to our Kindergarten and 1st grade students on their successful Music Concerts and Art Shows! Kindergarten performed “We Love our Pets” on Thursday, March 24th. 1st Grade students performed “Kick it up a Notch” on Thursday, April 7th. Kudos to Mrs. Kodat and Mrs. Brncich for all of their hard work in putting together two successful shows!
• On April 6th, we welcomed our new Kindergarten class to school! Parents were able to attend and complete registration while our new Kindergarten class met a teacher and completed a screening assessment. We were excited to have close to 100 students attend our screening!
• The very exciting ABC Countdown started on April 26th!! The ECC and ES combined to create a fun day to correspond with each letter of the alphabet. It is an exciting time as that means only 26 more days left of the 2021-2022 school year!
Recognition:
• A huge continuous thank you to the amazing Tracy Warner and Kristina Davy for everything they do each day to keep the ECC office running smoothly!! We celebrated our secretaries on Wednesday, April 27th for National Administrative Assistant Day! We definitely would not function without either of them!
• We also celebrated our Paraprofessional Day on Friday, April 8th. They are the true unsung heroes of the building and we are so appreciative of everything each of them do each day to help in the classroom and with students. Thank you to Sue Boresi, Nikki Planeta, Jen Endrst, Christina McClenning, Jennifer Hall, Julie Anderson, Sam Hill, Michele Hill, Cheri Eikey, Carol Bielfeldt, Lauren Basham, Kristen Togliatti, and Paula Crawford.

• Our ABC Countdown to the end of the year began on Tuesday, April 26th. This is always an exciting time. The ECC and ES are following the same 26 days of excitement.
• I want to congratulate Mallory Betken, Sarah Southall and Katie Sobin as they complete their graduate programs. I know they have put a great deal of hard work into their studies.
• The ES staff has been amazing with making sure I stay on track and don’t forget any of the fun activities that happen at the ES.

• On April 7th we practiced a Lockdown Drill. The drill took place during 5th grade lunch/recess.
• On April 11-14th we had a fun week of spirit/dress up days during our IAR (Illinois Assessment of Readiness) reading and math state tests to help get the students excited about the tests.

• On April 19th we had an Egg Hunt throughout the school to reward the students for working hard during IAR testing. We had 606 eggs for the students to find throughout the school.
• Our 5th graders took the ISA (Illinois Science Assessment) tests April 25-27.
• Our 4th grade music concert was held at CCHS on April 26. It was wonderful to have the students back on the stage performing together.
• During ASAP (After School Assistance Program) students receive homework help from 3:00 - 4:00 three days a week from Mrs. Cowherd or Mrs. Rink. We currently have 18 students in ASAP; eleven in 4th grade and seven in 5th grade.
• We held the following additional Spirit Days this past month for Fun Fridays: Sports Day and Dodgeball Day.

CCMS had two new hires in the month of April:
• Angela Roudis will be joining the CCMS team in the fall as our Cross-Categorical Special Education teacher. Angela is currently a Special Ed. Teacher at the Intermediate School. Angela is replacing Zach Edgar who took a new position at the HS.
• Michael Kren will be joining CCMS and CCHS in the fall as Music/Choir Instructor. Mr. Kren will be replacing Mrs. McDowell upon her retirement.

Month in Review:
• CCMS students were on Spring Break from March 26-April 3
• CCMS students participated in the IL Assessment of Readiness (IAR) Testing beginning on March 22 with CCMS students taking tests in the areas of English Language Arts and Mathematics. CCMS 8th grade students also participated in the IL Science Assessment on April 21. 8th grade students took three assessments in the different areas of science. Thanks to CCMS Staff for their help in preparing students for the state testing process and helping proctor the tests to the students. The students did a great job on the tests and we are excited to see how we performed on the ELA, Math and Science tests.
• Coal City Schools held a Staff Development Day on April 6. CCMS teachers continued their curriculum audit of the Social Emotional Learning Standards as well as continued work on their subject matter curriculum and assessments.

The boys track teams traveled to Seneca for the IVC Conference Track and Field Meet on April 23. Both 7th and 8th Grade Boys teams came away as Conference Champs.

CCMS Wins IESA Scholastic Bowl Regionals
The Scholastic Bowl Warriors won the IESA Regional tournament on April 27 by outscoring Peotone 170 to 135, defeating Wilmington 185 to 65, and winning the championship match over Braidwood 205 to 135.
Eighth graders Austin Harding and Jacob Cimino were both on fire during the night scoring 80 toss up points while Jaiden Leman wasn't far behind with 70 toss-up points. Xavier Baer and Scott Manering each added 20 toss-up points while Gio Bruno scored 10 points. Coach Munsterman and Coach Hitchcock are very proud of everyone, especially after starting the regular season with a 1-4 record but finishing the regular season with 6 straight wins. The Warriors look to continue their winning ways and travel to Homewood for the IESA Sectional Tournament on May 2.

Month in Review:
April was a very busy month at CCHS!
• Students and staff have been planning for the 2022 Prom and Promfest. We have over 300 students prom tickets purchased for the April 30th prom celebration! Thank you to Allison Peterson and Mary Kay Sthay for all that they have done to make the process run smoothly. We look forward to a great night of dancing.
• Spring Week was an exciting week for the students and staff at CCHS. This week of dress-up and fun included the new Everything but a Backpack Day, Spirit Night Competitions, and CCT Family Fued. Thank you to Sarah Anderson and Allison Peterson for their work with Student Council to make this week a success!
• Cabaret Night at CCHS was a huge success. It was a sell-out crowd with 3 hours of entertainment. Thank you to Mrs. McDowell and the Footnotes for a fun community event! • AP practice testing wrapped up this week, with the actual AP exams starting on Monday, May 2nd.
• The Illinois Science Assessment was completed in April. All 5th, 8th, and 11th grade students complete this state assessment.
• PSAT/SAT Day was April 13th. All 9 - 11th grade students took the exam. Thank you to Erin Dransfeldt and Katie Thetard for successfully organizing the exam.
• On April 19th, CCHS held its first National Music Society Induction.
• On April 21st, CCHS held its first Acclaimed Coaler Ceremony.

F. SPECIAL POPULATIONS REPORT
Director Krippel reported:
Consolidated District Plan:
Prior to each school year, each district is required to submit a “Consolidated District Plan” to the Illinois State Board of Education. Our plan for the 2022-2023 school year has been submitted to ISBE and is awaiting approval. The plan is available via the link below.

Timely Meaningful Consultation:
As mandated by the Illinois State Board of Education, the district will be conducting a meeting on Wednesday, May 18 at 8 AM to fulfill its requirement for Timely and Meaningful Consultation. This meeting is open to all parents/guardians of homeschooled students with special needs. This meeting will include discussion of state funding, referred to as proportionate share, that could be available for special education students who are homeschooled and living within the district.
Talented and Gifted Plan (TAG):
The district’s TAG plan has not been updated since 2017 and therefore the TAG team is currently in the process of evaluating the effectiveness of the plan as well as the identification procedures. The TAG committee consists of the Director or Special Populations, principals from the Elementary School, Intermediate School and Middle School and the TAG teachers. G. CURRICULUM REPORT
Director Elledge reported:
Professional Development
Our final early dismissal concentrated on finalizing curriculum and assessment work at the various grade levels and within the departments. It was a very productive semester as teachers had an opportunity to collaborate together.
Spring Testing
Standardized testing has concluded for the year. We should have preliminary results in June and then comprehensive and comparison results in late October.
Department News
The science materials for adoption are now available for review. Jennifer Rink and Kaitlyn Czernicki are the department leaders for science. They have worked very hard this year coordinating various pilot programs and review sessions to determine the best materials for adoption. Kindergarten is looking to adopt Mystery Science. Grades K-5 are looking to adopt Amplify and the upper grades are focusing on SAVVAS
Traci Fritz and Cindy Gerber are continuing their work with Joliet Junior College and implementing our Transitional English course. Jennifer Kenney and I have participated in the monthly sessions to help support their work. We appreciate all the hours that Traci and Cindy continue to invest to make this class for our students.
We will begin summer curriculum work on June 3rd at the high school. We hope to conclude work no later than June 23rd. All work is coordinated and supervised by our department leaders.
H. SUPERINTENDENT’S REPORT
Mr. Spencer reported:
1. Austin Markee a student at Olivet Nazarene University, will be completing his pre-student teaching experience with PE Teachers Brad Schmitt at the High School, and Mark Masters at the Middle School. During the 2022 – 2023 school year, Mr. Markee will conduct his observational hours 1st semester, and his student teaching in the 2nd semester.
2. At the April 6, 2022 Board meeting, the Board authorized the Superintendent to employ personnel as needed due to current candidate shortage. The following will be employed for the 2022 – 2023 school year, pending satisfactory completion of all state requirements:

• Sarah Cyrkiel Math Teacher at the High School – Ms. Cyrkiel will replace Ms. Lyons who is retiring at the conclusion of the 21 – 22 school year.
• Tyler Schoonover – 1st Grade Teacher the Early Childhood Center – Mr. Schoonover will replace Ms. Naiden who resigned at the conclusion of the 21 - 22 school year.
• Kristen Strunga – Reading Specialist for the Early Childhood Center – Ms. Strunga will replace Ms. A. Aichele who is resigning at the conclusion of the 21 – 22 school year.
• Sarah Bell – Special Ed Teacher of the Transitions Program at the High School – Ms. Bell will replace Megan Henze who is resigning at the conclusion of the 21 – 22 school year.
Support Staff
• Michael Finn – Custodian full-time at the High School.
• Timothy Hensley – Maintenance full-time for the district. Mr. Hensley is replacing Matt Wisniewski, who resigned in April.
• Kristen Monbrum – Administrative Assistant for Human Resources – Mrs. Monbrum is replacing Amanda Herrera-Ford, who is resigning at the end of the 21 – 22 school year. Mrs. Monbrum will start Thursday, May 5, 2022.

• Cristin Bormet – 5th Grade Teacher at the Intermediate School – Ms. Bormet is replacing Mallory Betken who is resigning at the end of the school year.

I. GRUNDY AREA VOCATIONAL CENTER REPORT
Mr. Lander reported:
1. Director Copes reviewed the new GAVC Strategic Plan goals for implementation in FY23.
2. Senator Rezin included $100,000 for GAVC in the recently passed capital bill. These funds are to be used for capital projects. Mr. Copes is currently seeking more information on the funds and the timelines for expenditure.
3. Approved a motion to reject all paper bids. Director Copes reported that the annual paper bid only received one bidder, and the price nearly doubled from the previous year's bid. Participants in the paper bid have been communicated with and will be securing their own paper for FY23.
4. Approved Alyssa Dearth as Health Occupations Instructor as presented.
5. Approved Katherine Daggett as Building Technology Assistant as presented.
6. Approved the five-year collective bargaining agreement with the Grundy Area Vocational Center Education Association as presented.

OLD BUSINESS
A. DISCUSSION/ACTION ON THE FOURTH AMENDED DRESDEN POWER STATION REAL PROPERTY TAX ASSESSMENT SETTLEMENT AGREEMENT
Dr. Bugg discussed the details of the Fourth Amended Dresden Power Station Real Property Tax Assessment Settlement Agreement. The taxing districts were able to come to a 5-year agreement with Dresden Nuclear Power Station and the school district will receive a $1.3 million dollar increase from the previous agreement. Dr. Bugg thanked the taxing districts, and Scott Humbard for their collaboration with getting this agreement in place. The Board of Education thanked Dr. Bugg for his tireless effort and dedication to getting this agreement in place.
Mr. Bianchetta moved and Mr. Harmon seconded to approve the Fourth Amended Dresden Power Station Real Property Tax Assessment Settlement Agreement, as presented, and direct counsel to present it to the Circuit Court of Grundy County for consideration and approval.

B. DISCUSSION ON THE FY23 STRATEGIC PLAN MEETING
At the April 27 Board Study Session, the Board discussed the planning of the FY23 Strategic Plan Meeting. Mr. Spencer and the Board discussed who to invite and the structure of the meeting that is scheduled for Wednesday, July 13, 2022. Lori Grant from the Illinois Association of School Boards will facilitate the meeting. The Board will continue their discussions at future Board meetings until a Strategic Plan for FY23 has been prepared for Board action.
C. DISCUSSION/ACTION ON APPROVAL OF THE MEMORANDUMS OF UNDERSTANDING WITH SEIU LOCAL 73 AND THE CCCUEA/IEA/NEA TEACHER’S UNION
Christopher Spencer discussed the Memorandums of Understanding with the SEIU Local 73 and the CCCUEA/IEA/NEA Teacher’s Union. At the April 27 Board Study Session meeting the Board discussed the new COVID Administrative Leave Legislation and its impact on the district.

A. DISCUSSION/ACTION ON AMENDED 6 – 12 STUDENT HANDBOOKS
The Board of Education Student Discipline Committee met with Board member Quint Harmon present to update the 6 -12 student handbook. Assistant Principals Rodney Monbrum and Corey Mikula were in attendance and presented the Board with the amendments to the 6 -12 student handbooks. Both gentlemen provided the Board with a summary of the meeting process that involved students, teacher, and parents. The Middle School hope to move to an electronic version in the future. The Board thanked Mr. Mikula, Mr. Monbrum, and Board member Quint Harmon for all their work into getting the student handbooks amended.

A School Site Donation in the amount of $1,114.82 was received from Grundy County, and from the Village of Diamond in the amount of $3,452.40. Resolutions were prepared for acceptance of the school site donations.
Mrs. Gill moved and Mr. Bianchetta seconded to approve the resolutions accepting the School Site Donation in the amount of $1,114.82 from Grundy County, and $3,452.40 from the Village of Diamond, and to waive the reading of the resolutions.

E. DISCUSSION/ACTION ON APPROVAL OF THE ILLINOIS ePLAN: 2023 CONSOLIDATED DISTRICT PLAN
The Illinois State Board of Education has launched the Illinois ePlan, which will consolidate and streamline the federal grant application and management process. The first phase of the Illinois ePlan, the Consolidated District Plan, allowed the district to answer a set of planning questions to meet the requirements for Title I, Title II, Title III, Title IV, Title V and IDEA. CSBO Jason Smith and District Administrators Luke Krippel, and Tammy Elledge, along with staff and parents worked together to complete the plan.
The second phase of the IL ePlan, slated for fiscal year 2023, will launch an interactive dashboard to access information about grants easily on a single platform. The dashboard will interface with other ISBE data systems. The third phase of the Illinois ePlan, also slated for launch in fiscal year 2023, will combine the 12 individual grants into a single consolidated grant application package. The consolidated grant application will further reduce any data collection redundancies among the applications and allow for more efficient review and submission at the district level.

CSBO Jason Smith discussed the bidding process and potential projects for summer 2022. The recommendation from administration was to reject the bid for the maintenance building renovation project and to rebid all projects based on architect recommendations of timeframes. There was only one bid received and based on the recommendation from the architects this bid will be rejected at this time.
Mr. Harmon moved and Mrs. Gill seconded to reject the bid received from Narvick Brothers for the maintenance building renovation project.
