City of Vienna City Council met June 15.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Angela Moore, Alderman

Richard Owen, Alderman

Austin Tuey, Alderman

Alan Racey, Alderman

Ron Pitts, Alderman

Shane Racey, City Supt

Aleatha Wright, Clerk

Melissa Hill, Alderman

Jim Miller, Police Chief

Michelle Meyers, Treasurer

None present.

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Moore made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the June 15, 2022 council meeting minutes, Treasurer's Report (May) and the Warrant ($22,700.46). Alderman Racey seconded the motion. All in favor, motion carried.

Kathy Poole was present to update the council on the Brayden King Memorial Baseball Tournament that took place June 11-12th. Poole said the tournament was successful with twelve teams participating. Poole said playground equipment including a swing set, spring riders and a bench would be ordered the following week and anticipates installation to be completed by fall at the ballpark.

Council reviewed a TIF proposal prepared by Moran Economic Development for Anita Edmonds, Kuts Salon, at the location of 408 Court Street. Edmonds was present to answer questions and provide information about the project. Council discussed and came to a consensus to support the project in the amount of $9,820.00. An official agreement will be placed on the next meeting agenda for approval.

Alderman Tuey made a motion to Authorize and Approve a Class A liquor license application submitted by Miles Brothers, 97 Redbud Lane. Alderman Pitts seconded the motion. All in favor, motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Clerk Wright informed council that the city was not awarded the AARP or Safe Routes to School grant. The city could reapply during future grant cycles.

Wright reported that a letter was received from Local 773 concerning the public works contract expiring October 31, 2022. Alderman Pitts and Owen would schedule a meeting for negotiations.

Wright said Shawnee Worship Center rescheduled their concert fundraiser in the city park to October 21, 2022.

Supt. Racey said a 22-inch pipe was discovered leaking at the water plant and would need repairs.

Fire Chief Williams mentioned contacting the city attorney concerning calls for lift assists and liability to the department. Williams mentioned a possible waiver form. Williams also said the department had a lack of volunteers responding and/or attending monthly meetings. Williams reported that radios would need to be replaced on trucks to digital. Williams would provide a quote.

Alderman Owen and Pitts updated council on recent meeting concerning local union 50 negotiations.

Alderman Racey reported that through Southern Five a bulletproof vest grant is available, questioning the expiration of current vests.

Alderman Moore mentioned food vendors attending the July 2nd fireworks event at the ballpark. Moore also said planning was in the works for the October Fall Fest.

Mayor Penrod updated council on the status of nuisance ordinance violations. Penrod said the council would review a draft appropriation and tax levy ordinance at the next scheduled meeting. Penrod noted he and Gas Supt Kerley attended the annual gas meeting.

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 7:13 p.m.
