City of Vienna City Council met Sept. 21.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Melissa Hill, Alderman Richard Owen, Alderman Ron Pitts, Alderman Angela Moore, Alderman Austin Tuey, Alderman Alan Racey, Alderman Aleatha Wright, Clerk Shane Racey, City Supt

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 7, 2022 council meeting minutes, the Warrant ($33,170.42), and the August Treasurer's Report. Alderman Hill seconded the motion. All in favor, motion carried.

Jeffrey Isbell, with Shawnee Worship Center, was present to request use of the city park for the annual Trunk or Treat event on Halloween evening from 5-7 p.m. Council gave consent.

Mayor Penrod reviewed information for an Illinois Transportation Enhancement Program grant through IDOT with council.

Alderman Tuey made a motion to Authorization and Approval of Resolution 22-08, A Resolution to commit local funds and apply for an IDOT, Illinois Transportation Enhancement Program grant for the City of Vienna, IL. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve Resolution 22-09, A Resolution Authorizing an Agreement with KK & SS Properties, LLC for redevelopment of property utilizing tax increment financing located at 119 Harnerville Loop in the City of Vienna, IL. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve a TIF Redevelopment agreement Between KK & SS Properties, LLC and the City of Vienna, IL. Alderman Owen seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve General Funds for hood replacement for a 1999 GM dump truck. Larry Schmidt Truck Parts- $2,750.00. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve General Funds for front fender replacement for a 1994 F800. Larry Schmidt Truck Parts- $950.00. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve $200.00 (Community Funds) for the Johnson County Blessings in a Backpack program. Alderman Moore seconded the motion. All in favor, motion carried.

PUBLIC COMMENT 

None

ELECTED/APPOINTED OFFICIALS 

Clerk Wright said the city fall trash cleanup was scheduled for Monday, October 10th. Wright said the city's general insurance renewal process started for the 2022-2023 year.

Supt Racey reported tire replacement on a backhoe. Racey also mentioned that three to four meters would be installed to extend gas services to Dry Systems as the city had received payment for the service connection.

Alderman Tuey requested temporary street closures for Halloween Trick or Treat hours, 5-8 p.m., South 10th St./West Main and South 10th St./Locust St.

The Fall Fest committee discussed updates of the event mentioning several local sponsorships.

Alderman Owen said two marble benches were purchased with funds from Johnson County Revitalization and would be placed at the courthouse and city park.

Mayor Penrod announced the grand opening ribbon cutting ceremony for Birth to Five, IL scheduled for Friday, September 30th, 12:30-1:30 p.m. at 418 Court Street.

Penrod also announced a food box give-away through Tri-State Foods scheduled at the city park for Wednesday, October 12th at 9:00 a.m.

Penrod said the city had received the second installment of American Rescue Plan Act Funds in the amount of $97,980.95.

Penrod discussed the recycling service through IDOC that had been discontinued during covid. Penrod said he reached out to state officials to discuss if the program could be reinstated.

Penrod said the Johnson County Youth League had requested dirt and leveling for development plans of the soccer fields.

Alderman Pitts made a motion to go out of Regular Session into Executive Session at 7:25 p.m. for Collective Negotiating matters between the public body and its employees or their representatives, Local 773 as per 5ILCS 120/2(C)(2). Alderman Moore seconded the motion. All in favor, motion carried.

At 9:26 p.m. Alderman Hill made a motion to resume the Regular Session. Alderman Moore seconded the motion. Motion carried.

As there was no further business to discuss, Alderman Moore made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 9:26 p.m.
