A. Transit Center Site Selection Update

1. Transit Center Site Selection Update

Mary Kucharz and Eric Gibson gave an update on the Transit Center Site. There have been issues with placement at the Route 47 property. Amanda Olvera, Mary and Eric are now looking into the property on Lynn Road for possible Site placement. The committee agreed that this or buying more property seems to be the right course of action.

1. Fuel Usage Report

Eric Gibson noted that fuel usage for the fiscal year is currently at 83% and should be good to stay under budget.

Eric Gibson noted that overtime is currently at 70% and should be good to stay under budget for the fiscal year.

X. Highway New Business

A. Recommend Snow Removal Policy - Action to Full Board

1. Resolution - Highway Snow Removal Policy

Eric Gibson noted that the Highway Department met with the Sheriff's Department in regards to updating the Snow Removal Policy. There was some more added to the policy in regards to overnight coverage for emergency calls. Eric also noted that during a meeting with the Township Road Commissioners the snow removal policy was brought up and Sheriff Briley spoke to the commissioners about coverage.

B. Variance Granting Relief from Highway Access Regulations for Two Entrances - Chris Oliphant, Pine Bluff Road - Action to Full Board

1. Variance - Chris Oliphant

Eric Gibson requested approval to send to the County Board a variance allowing Chris Oliphant to install a second driveway on Pine Bluff Road.

1. Chamlin Engineering Agreement

Eric Gibson requested approval to send Engineering Services Agreement with Chamlin to the County Board for services regarding Carbon Hill and Braceville Bridge Bundle.

D. Discussion on Election Signs in the Right-of-Way

1. IDOT Memo Election Signs

Eric Gibson brought up that with Election time upon us that he has started to receive calls about signs posted in the ROW. He asked that all signs be posted on private property and to make sure that it is with land owners approval. He stated that if signs are posted in the right-of-way and he will be picking them up and bringing them to the shop and the owners will be able to retrieve them there.

E. Discussion on Emergency Diversion Plan for County Roads

F. Recommend Intergovernmental Agreement with Minooka for McEvilly Road Improvements

1. Memo Regarding McEvilly Jurisdictional Transfer

Eric Gibson went over the process prior to receiving the attached Memo. He noted that when he had went to a prior meeting that the cost for McEvilly Road Improvements was split between Grundy County and Minooka but when he received the letter all costs were to be under Grundy County. The committee decided to reject the agreement.

XI. Highway Old Business

A. Ridge Road Update

Eric Gibson noted that Ridge Road should be completed within the next couple weeks.

B. Brisbin Road Update

Eric noted that Brisbin Road construction was supposed to start this fall but has now been pushed to spring 2023. Brisbin Road and Brisbin Road Bridge will now have construction going at the same time.

C. DuPont Bridge Update

Eric noted that DuPont Bridge will have construction starting in spring 2023 now due to lead times on beams and guardrail inserts.
