The scheduled meeting of the Diamond Village Board was held on Tuesday, October 11, 2022, at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Mark Adair, Dean Johnson, and Jeff Kasher. Absent: Dave Warner
Approval of 9-27-2022 Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the 09/27/2022 regular meeting minutes and place on file. All Ayes: Motion Carried.
Approval of October 11, 2022, Bill List
MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the October 11, 2022, bill list and place it on file. All Ayes: Motion Carried.
Approval of the September 2022 Treasurer’s Report
MOTION was made by Commissioner Adair, SECOND by Commissioner Johnson to approve the September 2022 Treasurer’s Report and place it on file. All Ayes: Motion Carried.

Discuss Smith Property
This item was passed
Discuss/Approve Trick or Treat Hours: 4:00PM-6:00PM, Monday October 31, 2022 Mayor Kernc stated historically the village holds the trick or treat hours from 4:00PM-6:00PM and Kernc recommends keeping those hours especially since it does become dark at 6:00PM. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the Monday, October 31, 2022, trick or treat hours from 4:00PM-6:00PM. All Ayes: Motion Carried.
Approve Settlement Agreement with ComEd
Mayor Kernc stated this is through Azavar and the contract the village entered with them to complete the audit process. Village Attorney John Gallo stated this is releasing ComEd prior to December 31, 2021, but nothing from that date moving forward. It is in the amount of $419.00. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to Approve Settlement Agreement with ComEd. All Ayes: Motion Carried.
Approve Resolution #2022-09, Supporting Operation Green light for Veterans Mayor Kernc stated this resolution is to salute and honor those veterans from October through Veterans Day on November 11 by displaying a green light in a window of their business or residence.
MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve Resolution #2022-09, Supporting Operation Green Light for Veterans. All Ayes: Motion Carried.
Approve Chamlin Engineering for Additional Watermain Project Items Mayor Kernc stated the phase 1 design phase fee is not to exceed $16,000.00. Construction cost rate is not to exceed 8% of the construction costs. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to Approve Chamlin Engineering for Additional Watermain Project Items. All Ayes: Motion Carried.
Approve Professional Service Agreement-FSCI (Fire Safety Consultants, Inc.) Mayor Kernc stated this information was discussed at the last board meeting and now needs approval for the agreement. MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the Professional Service Agreement to Fire Safety Consultants, Inc. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc presented the Will County Sheriff’s which was an excellent report. Kernc stated there was nothing out of the ordinary for the Grundy County Sheriff’s report.

Public Works Department Updates
Public Works Supervisor Jim Dunning stated Synagro submitted the permit however the EPA has misplaced it, so they are awaiting the approved permit. Filters for the water plant arrived today and will be installed tomorrow. 10 new barricades have arrived. Dunning stated there is a repair kit which can be ordered to repair the broken barricades and is awaiting a quote for those kits. There was a leak at a fire hydrant in Farmstone subdivision. There was a bad gasket which needed to be replaced and the bolts were rotting. Kernc added, we have discovered the deterioration of the bolts on many hydrants, which will need to be replaced with stainless steel bolts next summer. Dunning stated he has ordered four road closure signs. Dunning added the State of IL has not signed the road salt contract therefore, he could not order salt for the upcoming season yet. Dunning ordered a couple truck loads elsewhere last year to hold the village over until the State contract is approved.
