I. Call to Order

A. Jeff Thompson Recognition - 19 Years 

Eric Gibson noted that Jeff Thompson has retired and that he had been with the County for 19  years. He noted that the County wishes him well in his retirement.

V. Animal Control Report 

1. October Monthly Report 

There were no questions on the reports that were submitted.  

Melissa gave an update on the current census at the facility. 

Melissa also talked about the part time warden position that is open and that the pay will go to &17 an  hour for the position as of December 1, 2022.

IX. Transit New Business 

A. IDOT Compliance Review 

Amanda Olvera stated that IDOT was here on October 25th for an on-site Compliance Review.  The review went well, we are awaiting a final report for corrections. Financial records, bus  maintenance, drug and alcohol and driver training records were inspected along with some of  the GTS buses, benches, and huts. The last time IDOT was here for a review was in 2014. 

B. Adopt a Rider Program - Annual Fundraiser 

Amanda Olvera announced that the GTS annual Adopt a Rider fundraiser has begun and runs  through the end of December.  

C. Grundy County Transit Center Update 

Amanda Olvera gave an update on the Grundy County Transit Center. We are still waiting for  the appraisal of the pole building on the north side of the Animal Control site. The first step of  the appraisal has been complete and has been sent for the review appraisal.

XII. Fuel Usage and Overtime 

1. Fuel Usage Report 

Per Eric Gibson, fuel usage is at 97% for the fiscal year. He noted that this is so high because every  County department except Transit and Sheriff come out of this line item and then is reimbursed by the  other departments. He spoke to Matt Melvin in regards to possibly setting up other line items but it  would have made things more difficult. Eric just wanted it noted that the fuel usage is not accurate for just the Highway Department.

2. Overtime Report 

Eric Gibson noted that overtime is at 71% and will be good to finish out the fiscal year.

XIII. Highway New Business 

A. Request for Speed Evaluation along with other Safety Improvements on Pine Bluff  Road - Discussion 

This line was moved to under Public Comment for discussion at beginning of the meeting. Joan  Leigh attended meeting to go through the issues that herself and residents who live on Pine  Bluff road have. This include the speed limit, school bus signs, passing zones, etc. and the  dangers to the residents and school age children. Eric Gibson noted that there will be a speed  study conducted by the Sheriff's office, new school bus signs will be posted and a review will be  conducted in regards to passing zones. More information will be noted at the next committee  meeting.  

B. Bulk Fuel Bid 2023 - Action 

1. 2023 Bulk Fuel Resolution

Eric Gibson noted that there were two bid packets pulled, Feece Oil and Arneson. Only Arneson  submitted a bid packet and came to the bid opening. Eric noted that Arneson's is being  recommended for 2023 Bulk Fuel and asked for Resolution to go to full board.

A. 5 Year Road and Bridge Plan - Action 

1. 5 Year Road and Bridge Resolution 

Eric Gibson stated there were some minor changes for the year 2027 on the Road and Bridge plan.  He asked that this be approved to go to full board.

2. 5 Year Road and Bridge 

RESULT: INFORMATIONAL ONLY

B. Commemorate Spring Road Bridge over Waupecan Creek - Discussion 

Eric Gibson noted that information was still incoming for this in regards to plaque pricing and  how the upkeep was going to be handled on this going forward if the Highway Department was  going to install a commemorative plaque. He stated that this issue would be revisited as more  information is received.  

C. Ridge Road Update 

Eric Gibson noted that there are still some small items being done on this project but will be  completed in the next few weeks.  

D. Brisbin Road Update 

Eric noted that the Highway Department is still working with ComEd to move the poles and that  this project is looking to start in the spring of 2023. The Brisbin Road Bridge letting will be held  on 11/18/22.  

E. Grundy County Multimodal Transportation Plan Update

Eric Gibson noted there were two RFQ packets turned in. These will be reviewed, scored and  then interviews will be held.  

XV. Budget Reporting

Mary Kucharz stated there were no unusual budget issues to note.
