The February 15, 2023 Board of Health Meeting was called to order with the pledge of the flag. V. Health Department Operations Report

1. Health Department Operations Report

Michelle Pruim, Public Health Administrator, updated the present Board of Health Members with Administrative operations. The Grundy County Health Department has the current vacancies: PT Care Coordinator, Information & Assistance Specialist, Public Health Nurse (Behavioral Health, PT and Nursing FT). We welcomed Tamra Peppler, Director of Operations and Compliance, to the Grundy County Health Department. The Grundy County Health Department participated in an annual county wide audit for fiscal year 2022. Mack & Associates, P.C., conducted the survey and the results indicated no findings. This is the second consecutive year that there have been no findings or recommendations provided for improvement. County administrative staff, along with Michelle and Board of Health members have been regularly meeting with Kluber Architects + Engineers and have completed the first initial phase of the programmatic needs assessment for the new county facility building. There is still consideration to utilize the 2.5-acre soccer field for the new county facility. Collaboration with various county and community entities continue; Michelle Pruim, Public Health Administrator, and Tania Schwer; Director of Senior Programs, spoke at the February County Board meeting to provide updates on services we offer for residence and to inform county partners and leadership of current goals of the Health Department. Health Department leadership and the Morris Hospital continue to collaborate on ways to partner on various programs and possible space collaboration in efforts to work together towards providing intervention for community enhancement. Health Department staff members have met with the Morris Community YMCA to learn more about their new space, their vision for the community and ways the Health Department can support their mission, in efforts to work together to provide a higher level of service for residents. Collaboration with law enforcement, probation officers, social workers, local school systems and school resource officers have continued for various projects when needed and the partnership with these players has provided support to students, families and residents of Grundy County. Earlier in February, our Emergency and Safety Coordinator and our Outreach and Education Coordinator went to Park Pointe Healthcare & Rehabilitation Center to engage the senior population on heart health by showing them chair exercises and ways to keep moving while acknowledging physical restraints.

Kathryn Harrison, Director of Nursing, updated the present Board of Health Members with Nursing operations. The division participated in their Family Case Management program audit earlier in February that resulted in no findings or recommendations for improvement. The division continues to outreach to the community by providing education and information for their women, infant, and children (WIC) program and their Case Management program. There are efforts to reach new residents with the education and information on the programs to continue to grow the programs for the community.

Laura Wells, Director of Environmental Health, updated the present Board of Health Members with Environmental Health operations. The division has welcomed Joseph Giordano, Sanitarian, to the team earlier in February. Joseph is a graduate from Illinois State University and has been learning the various job duties for the environmental health division. There are plans to continue the FDA retail standards program; a program that allows our environmental health staff to become mentors for local health departments. This will allow our staff to education themselves and neighboring health department peers on various levels to adhere to standards for FDA programs. The division continues to stay busy collecting payments for various permits from vendors throughout the county.

Darcy Jasien, Director of Behavioral Health, updated the present Board of Health Members with Behavioral Health operations. There was discussion on continued case coordination efforts to work with outside agencies to prevent and intervene on crisis emergency situations. Further developments have led to efforts creating a protocol for residents who may be currently experiencing a mental health crisis and how the Health Department can accommodate the resident. Governor’s State University has shared interested in partnering with our Health Department to offer Peer Recovery Support Specialist interns. These interns are students that have lived experience of mental illness or substance abuse throughout their life and are becoming educated on how to support individuals who are experiencing mental illness or substance abuse issues. A goal of the Peer Recovery Support Specialist isn’t to provide therapy or prescribe medication but moreso; to provide someone who has mental illness or a substance abuse disorder the opportunity to speak with someone who may have a related lived experience. The demands for traditional mental health and substance use services continue to grow.

Tania Schwer, Director of Senior Programs, updated the present Board of Health Members with Senior Program operations. A kick-off to introduce a new program called, “Dine Around Town”, has started with collaboration between the Community Nutrition Network (CNN), Age Guide and the Health Department. Dine Around Town is an initiative designed by staff employed at CNN that provides senior citizens and caregivers an opportunity to dine at the Chop Shop in Morris. The dinner consists of a $6.00 meal on Mondays, Tuesdays and Sundays between the hours of 4:00pm-6:00pm. This initiative is in efforts to create opportunities for our senior citizens to become active in our community, post-pandemic. Interested residents are encouraged to call the Community Nutrition Network for further information regarding the Dine Around Town dinners. The Illinois Department on Aging is seeking nominations for the 2023 Seniors Illinoisan Hall of Fame. The award will be presented to a senior citizen throughout the state that displays outstanding efforts for their community. Nomination forms can be found online on the Illinois Department on Aging website.

January is 17% through the fiscal year; ($42,831.00) subsidy is -8% of the total $521,530.00. Revenue is 26% of the budgeted 2023 total of $1,933,764.00. Expenses are 19% of the budgeted 2023 total of $2,455,294.00. The Board of Health approved the Health Department Financial Report as presented.
