Village of Diamond Village Board of Commission met April 25.

Here are the minutes provided by the Commission:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 25th day of April 2023.

The scheduled meeting of the Diamond Village Board was held on Tuesday, April 25, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Mark Adair, Jeff Kasher, Dean Johnson, and Dave Warner.

Motion to Open Public Hearing

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to open the Public Meeting for the Purpose to Consider Ordinance Appropriating all Corporate Purposes. All Ayes: Motion Carried.

Public Comment

None

Motion to Close Public Hearing

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to close the Public Hearing for the Purpose to Consider Ordinance Appropriating All Corporate Purposes. All Ayes: Motion Carried.

Approval of 04-11-2023 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the 03/11/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.

Approval of April 25, 2023, Bill List and Additional Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the April 25, 2023, bill list and additional bill list and place on file. All Ayes: Motion Carried.

New Business

Approve Ordinance #2023-03, Appropriating for All Corporate Purposes MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to Approve Ordinance #2023-03, Appropriating All Corporate Purposes. All Ayes: Motion Carried.

Approve Resolution #2023-03, Trailer Impact Fee Provision in All Annexation Agreements and Development Agreements

Mayor Kernc stated there have been numerous inquiries with regards to parties interested in purchasing vacant properties to park truck trailers on them. Kernc wanted something in place that would produce revenue if a business of that nature would come to the village. Kernc stated she was informed by Nancy Norton of GECD that Minooka had a resolution in place for this issue. Kernc obtained a copy of the resolution and presented it to Village Attorney John Gallo. Gallo made amendments to the resolution to adapt it to our village. Kernc would like this resolution in place in case a trailer facility comes to the village. Commissioner Warner verified the fee is a one-time impact fee which assists in the road paving maintenance associated with heavy truck traffic. Gallo explained yes, the fee is for the village’s roads. The businesses which store truck trailers possibly have a gate house and no other improvements are made to the property therefore, they are not generating much money in property tax for the village. This fee helps assist with the cost of road repairs required because of heavy truck traffic. Gallo continued to explain the resolution to the board. After discussion, MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Resolution #2023-03, Trailer Impact Fee Provision in All Annexation Agreements and Development Agreements. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated nothing out of the ordinary for Will County or Grundy County Sheriff’s Monthly Report.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated there is an issue with the Huber at the sewer plant. The technician came out and has recommended replacing it rather than repairing it. It would be more cost-effective. Dunning is awaiting the report from Huber Technology as to what issues were found. One area which was found was an incorrect size motor which was previously installed to run the system. Dunning has been in contact with Coal City regarding their new Huber which is bagless among other upgrades. Commissioner Warner would like to tour the plant there. Dunning will make an appointment for Thursday and he and Warner will tour the plant and see the operation. Dunning continued with his report stating 2 of the 3 sludge plumps are inoperable. The VFD, which are the originals, installed over 15 years ago need to be replaced. The Public Works Department installed a catch basin on Calkey St. and installed a new fire hydrant on Calkey St. at IL Route 113. Tyler from Coal City is assisting with the training of Josh and Clayton at the WTP regarding routine maintenance procedures, sampling documentation etc.

Clerk Updates

Village Clerk Lori Holmes stated she and Mayor Kernc met with Pastor Adams and others from the Christian Life Assembly Church today to discuss the Fall Fun Fest which will be held Saturday September 9, 2023. Entertainment and activities have been booked and additional details were discussed.

MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to enter closed session at 6:32 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to enter open session with no action taken at 6:47 p.m. All Ayes: Motion Carried.

Adjournment

MOTION was made to adjourn at 6:48 p.m. by Commissioner Adair, SECOND by Commissioner Johnson. All Ayes: Motion Carried.
