V. Health Department Operations Report

1. Motion to approve the Health Department Operations Report

Michelle Pruim, Public Health Administrator, updated the present Board of Health Members with Administrative operations. The Grundy County Health Department has the following vacancies: one part-time Public Health Nurse in the behavioral health division, one full-time Public Health Nurse in the nursing division, one Outreach and Education Coordinator, one Senior Programs Associate, and one Child and Adolescent Therapist. Our Health Department continues to post vacancies in various locations to navigate through the national workforce shortage. All interested, qualified candidates are encouraged to apply on the Grundy County website. The Grundy County-Building a Future project continues to develop. The final adjustments in construction and funding are wrapping-up for Phase 1. Funding for phase 1 has not been fully approved. County leadership is continuing to work on Phase 2 with Kluber Architects + Engineers for renovation drafts for the Administration Building. Phase 3 consists of modifying the courthouse building to create a judicial center. Efforts in educating various stakeholders, representatives and legislators continue. This morning, the Administration Building hosted a Grundy County Chamber of Commerce event, Coffee & Company. The event was well attended. Chris Balkema, Grundy County Board Chairman and Michelle Pruim, educated those in attendance on project priorities and the future for the growing needs of Grundy County. The County Board workshop scheduled for Tuesday, August 22, 2023, has been cancelled. Outreach, partnerships, and collaborations continue. On Tuesday, August 1, 2023, the Morris Police Department, City of Morris, and the Grundy County Health Department hosted National Night Out. National Night Out promotes relationships between community members and law enforcement to build resilient, stronger communities. On Wednesday, August 2, 2023, staff members from the behavioral health division and senior program division attended the Senior Health Fair hosted by State Senator Rezin, promoting GCHD services and updating senior citizens on Older Americans Month. This coming Saturday, August 19, 2023, we will be hosting our Annual AnyBODY 5k. The 1st Annual 12- hour Night Run begins on Friday, August 18, 2023, at 9:00pm followed by the Annual AnyBODY 5k race starting on Saturday, August 19th, 2023. The funds raised from the 5k's are utilized by supporting community member needs.

Michelle Pruim, Public Health Administrator, updated the present Board of Health Members with Nursing operations on behalf of Kathryn Harrison, Director of Nursing. We've partnered with the Will County Dental Van to provide dental education and dental services in Grundy County. Upcoming dental van dates for Grundy County include Wednesday, September 27, 2023, and Tuesday, October 10, 2023. To schedule an appointment with the Will County Dental Van, call our main office phone number at (815) 941-3404. The van sees all ages if teeth are present. The division will be participating in a Woman, Infant, Children (WIC) program audit the last week of September 2023. The audit will consist of administrative, financial, and programmatic items. Annual prices have increased for manufactured vaccines. This includes increases in both children and adult vaccines. The health department can immunize children who are covered under the Vaccine for Children (VFC) state program as well as children who have health insurance coverage with a commercial insurance company. We've partnered with the Kankakee County Health Department and have obtained a $2,500.00 grant award to assess genetic providers and to screen for various genetic disorders. We've also been awarded a $9,000.00 oral health grant from the Illinois Department of Public Health (IDPH) to provide dental education, referrals, and oral health kits to the public.

Laura Wells, Director of Environmental Health, updated the present Board of Health Members with Environmental Health operations. On July 28th, 2023, the EH Intern completed internship hours, assisting with the West Nile Virus Program. The division has trained in local pool and beach inspections and has concluded the season by completing the last few inspections in Grundy County. Laura indicated that some items they look for during an inspection, is to see if the bottom of the pool is clear and the drain is secure, to see if beaches have proper ropes and rings in the water, and to see if the proper signage is posted. The season running May-August, will resume next spring. The division will conduct approximately 20 local beach and pool inspections. The first positive West Nile specimens were collected at the end of July, located in Morris. Four mosquito traps are placed throughout Grundy County: two in Morris, one in Minooka and one in Coal City.

Darcy Jasien, Director of Behavioral Health, updated the present Board of Health Members with Behavioral Health operations. Earlier this week, the division participated in a SUPR Peer Review. The review consists of SUPR selecting agencies to review, to adhere to auditing requirements set forth by the federal government. The review went well. At the beginning of September, an additional four hours of service will be provided to clients for psychiatric care. Morris Hospital Leadership and Grundy County Health Department Leadership collaborated to assess the psychiatric needs throughout the community. Engagement continues between the Grundy County Health Department and County agencies to assess gaps in community behavioral health.

Tania Schwer, Director of Senior Programs, updated the present Board of Health Members with Senior Program operations. The division has recently received notification from AgeGuide and the Illinois Department on Aging (IDOA), that IDOA has received funds for TRAID, a movement to create a support group community network for senior citizens. Collectively law enforcement, persons who service senior citizens, and senior citizens participate in promoting well-being, fraudulence, and immediately connect them to resources. Based on the recommendation from AgeGuide, on August 28th, 2023, local law enforcement and non-profit organizations who service senior citizens in Grundy County, will meet to discuss interest in the TRIAD initiative. The division has one vacancy for a Senior Programs Associate that is posted to our website for interested candidates to apply. The Centers for Medicaid and Medicare Services (CMS) had a data breach, effecting residents of Grundy County. Letters have been mailed to all residents that were affected by the breach. CMS has provided the option of a no-cost 24-month credit monitoring for those affected by the breach.

Tamra Peppler, Director of Operations and Compliance updated the present Board of Health Members on current operations. The vacant Receptionist position has been filled. On the first Tuesday of every month, a member from the Northern Illinois Food Bank comes on-site to assist clients and residents renew their Medicaid information. On Tuesday, August 2nd, it was reported that 47,000 Illinois residents lost Medicaid coverage. 13,000 Illinois residents lost coverage due to no longer being eligible and approximately 34,000 Illinois residents indicated they did not receive a renewal letter in the mail. Engagement continues to alert our clients to renew their Medicaid information to alleviate loss of coverage. It was reported that 94% of insurance claims for behavioral health services were paid back for the month of July. Inter-divisional and cross-divisional learning continues with the Behavioral Health, Environmental Health, Nursing, and Senior Programs division.
