City of Vienna City Council met Aug. 16.

The City Council of the City of Vienna met in regular session, Wednesday, August 16, 2023 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 2, 2023 meeting minutes, the Warrant ($23,716.29) and July Treasurer's Report. Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve Resolution 23-08, A Resolution requesting temporary closure of streets for the Annual Fall Festival Parade scheduled for Saturday, October 7, 2023. Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod said a meeting was held with Mike McKee, USDA Rural Development Area Specialist, on Tuesday, August 15th. Alderman Elliott, Alderman Pitts and Treasurer Meyers were also present to discuss the process and next steps for the $2.6 million grant/$3 million loan the city would be receiving. Penrod noted the city would receive a 1% interest rate, commending McKee's work and submittal of the city's application. The next step included the engineering design for the project to be put out for bid.

ELECTED/APPOINTED OFFICIALS

Wright noted per the city's trash contract with Bulldog, residential trash rates increased by $.36.

Wright also said the Southern Illinois Aggregation Partnership had updated the city that the current contract rate (.054 per kw) would end in December. Residents that opted in the program saved 30% in the summer on their electricity and will save an estimated 40% in the fall. Renewal rates were looking to increase though, as most rates they are seeing are close with Ameren. SIAP would contact the city with contract renewal information.

Alderman Moore gave an update on the fall fest parade and festival planning. Penrod handed out vendor list and schedule of events. Council had discussion.

Alderman Elliott commented on insurance renewal/rates for the city.

Mayor Penrod discussed Revive Vienna's Solar Eclipse weekend event scheduled for April 6-8, 2024. The event includes a bike-a-thon, bands, food vendors and a 5/10k run. The city discussed ordering solar eclipse t-shirts to sell at the city depot prior to the eclipse event.

Penrod said Tina Penrod had received donations to replace three storage buildings at the city ballpark. The new buildings would be delivered in the next few weeks.

Penrod said IDOT issued a permit for the painting of the bike crossing on 146 East.

Alderman Tuey was excused at 7:16 p.m. to respond to a fire call.

Penrod said the filter media replacement project was scheduled for the morning of Tuesday, August 29. An informative ad was placed in the Vienna Times. The project is anticipated to be around 18 hours. Penrod said Millstone Water was temporarily supplying McDonalds and Hotel 7 until the project was completed. Penrod said long term water supply for the city was still being discussed and considered.

Penrod said the Fire Department had an Insurance Service Office (ISO) evaluation performed on Tuesday, August 15th. The ISO evaluation rating will be provided to insurance companies and can affect home owners' insurance rates. After receiving rating score, the department would have a period of time for corrective actions, if needed.

As there was no further business to discuss, Alderman Moore made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod adjourned the meeting at 7:41 p.m.
