The Wednesday, October 18, 2023 Board of Health Meeting was called at order at 6:33PM with the pledge of the flag. Also attending was: Michelle Pruim; Public Health Administrator, Darcy Jasien; Director of Behavioral Health, Tania Schwer; Director of Senior Programs, Tamra Peppler; Director of Operations and Compliance, and Megan Black; Office Coordinator. Absent was: Kathryn Harrison; Director of Nursing and Laura Wells; Director of Environmental Health.

V. Health Department Programmatic and Operations Report 

1. Action: Health Department Programmatic and Operations Report

Michelle Pruim, Public Health Administrator, presented October Administrative programs and operations, to the present Board of Health Members. The Grundy County Health Department has the following vacancies: Public Health Nurses for the Behavioral Health and Nursing division, Finance Associate, Outreach and Education Coordinator, Child and Adolescent Therapist, Senior Programs Associate, and Senior Programs Information and Assistance Specialist. Interested candidates may apply on the Grundy County website. The Grundy County Facility Expansion efforts continue for phase one; building a facility and phase two; renovating county spaces. Country leadership continues to work with County Board Members, finance leadership, and architects to achieve the expansion project. Outreach, partnerships, and collaborations throughout the community continue. Michelle Pruim, Public Health Administrator, attended the Illinois Association of Public Health Administrators Conference in Peoria last month and brought back innovative ideas for public health in the community and workforce development. Staff members of the health department attended the September 2023 Cornfestival Craft Show and Flea Market, providing public health resources to attending residents. Our nursing division and the Will County Dental Van have been working together to provide dental services to Medicaid recipients in Grundy County. The Will County Dental Van will begin on-site, appointment only visits every third Thursday of each month. Staff members of the health department attended two resource fairs and one drive-thru flu clinic this week. A "Mini" Grundy Area Provider fair in Gardner was on Monday, October 16 and another Grundy Area Provider resource fair in Morris was help earlier today. There was a drive-thru flu clinic hosted at the Grundy County Highway Department earlier this week.

Michelle Pruim, Public Health Administrator, presented October Nursing programs and operations, on behalf of Kathryn Harrison, Director of Nursing, to the present Board of Health Members. The division is in full swing providing vaccines to insured and under-insured residents. We continue to receive RSV vaccines for interested residents. We recently received BEYFORTUS a respiratory syncytial virus (RSV) intramuscular injection indicated for the prevention of RSV lower respiratory tract disease in newborns and infants during or entering their first RSV season, and children up to 24 months of age who remain vulnerable to severe RSV disease through their second RSV season. This vaccine will be available through our Vaccine for Children (VFC) program and for privately insured residents. The division completed a Women, Infant and Children (WIC) audit in September that went very well. The health department completed the following mobile flu clinics: Saratoga Towers, Elliot Manor, Gardner Church of Hope, Gardner GAP event, Grundy County Highway Department (drive-thru), and the Grundy County Courthouse.

Darcy Jasien, Director of Behavioral Health, presented October Behavioral Health programs and operations, to the present Board of Health Members. The division has three vacancies: one Child and Adolescent Therapist, one Adult Therapist and one Psychiatric Nurse. The division has been preparing for their upcoming Commission on Accreditation of Rehabilitation Facilities (CARF) audit. The audit will take place on-site on Thursday, November 16 and Friday, November 17. Efforts continue to build up show rates for psychiatric services. Support staff have been contacting clients before each appointment to confirm they will be available for their appointment. Darcy is working with their electronic medical records system to determine whether the attendance percentage is accurate for all appointments. The Community Behavioral Health team continues to work with law enforcement, Morris hospital and other entities to fill gaps for community care for individuals that law enforcement and the emergency room encounter on a regular basis who may benefit from behavioral health services.

Michelle Pruim, Public Health Administrator, presented October Environmental Health programs and operations, on behalf of Laura Wells, Director of Environmental Health, to the present Board of Health Members. Laura has applied for a $26,000.00 U. S. Food and Drug Administration (FDA) grant that will allow development of policies and have training opportunities for staff. The grant relates to the retail food program standards and help standardize the FDA food code. The division will be attending the upcoming Illinois Environmental Health Associate Conference. The West Nile Virus season has ended, and they will begin tick drags this fall. Roots has opened in Minooka. Starbucks has opened in Channahon. There will be a Dollar General opening in Braceville and a Caseys General Store opening in Dwight.

Tania Schwer, Director of Senior Programs, presented October Senior division programs and operations, to the present Board of Health Members. The Grundy County Health Department Senior Division is currently hosting appointments for Open Enrollment for Medicare Insurance. AgeGuide is hosting a virtual Caregiver Seminar that focuses on caregiver's raising grandchildren and kinship. Catholic Charities, another local care coordination unit (CCU), has shown interest in expanding out and servicing more regions, which includes Grundy County. Catholic Charities and the Community Nutrition Network (CNN) will be hosting the upcoming AgeGuide listening session for Grundy County. The GCHD senior division continues to extend assistance as needed to AgeGuide. Catholic Charities hosted a Fall Prevention Awareness Event in collaboration with WeCare for senior citizens to learn about protecting themselves against falling, what to do if you fall, or if you have previously fallen. The division has two vacancies: one Senior Programs Associate and one Information and Assistance Specialist.

Tamra Peppler, Director of Operations and Compliance presented updates with programs and operations, to the present Board of Health Members. The health department continues to monitor clients who need to enroll or renew Medicaid Insurance to alleviate loss of coverage. Last month, nine behavioral health clients were assisted with renewing their Medicaid insurance. The nursing division and senior programs division also continue to assist clients and community members with enrolling or renewing their Medicaid Insurance to alleviate loss of coverage. Krista Stevenson, from the Northern Illinois Food Bank, continues to come on-site to assist community members with enrolling or renewing insurance, and assisting residents with applying for SNAP benefits. Behavioral Health claims for August 2023 had a 92% reimbursement rate for our Managed Care Organizations (MCO) recipients and an 89% reimbursement rate for our Medicaid recipients. Tami is currently reviewing application for the vacant Finance Associate position. With division associates assisting with clerical and support duties, there are efforts on exploring new expectations that the receptionist and each support staff position have. Preparation for the upcoming financial audit has been taking place.
