In observance of Developmental Disabilities Awareness Month, efforts are being made to shed light on the challenges faced by individuals with disabilities in Illinois. According to a recent report, the state has been grappling with significant funding inadequacies in supporting the developmental disabilities (DD) community.
"Iintellectual disabilities (ID) or developmental disabilities (DD) affect a family member in one out of 10 families," highlighting the widespread impact of such conditions within the population. Access to essential disability services is contingent upon assessments conducted by local agencies and the Division of Developmental Disabilities (DDD), as stated by sources familiar with the matter.
"The largest area of support for these residents comes from the DDD and the Illinois Department of Human Services (IDHS)," emphasizing the crucial role these organizations play in providing assistance to individuals with developmental disabilities. Currently, approximately 32,000 residents receive support from IDHS and DDD. However, due to funding inadequacies, nearly 16,000 individuals are on a waiting list for the vital services these entities offer.
The gravity of the situation was further underscored by a recent Guidehouse report, which revealed that the state has underfunded the DD community by half a billion dollars over the last five years. This financial shortfall has exacerbated the challenges faced by individuals with developmental disabilities and their families.
Amidst these funding disparities, concerns have been raised regarding the state's budget priorities. "Meanwhile, the Governor’s recent budget proposal once again fails to meet recommended funding levels, but prioritizes a billion dollars for non-citizen programs," drawing attention to the allocation of resources in light of the pressing needs of the DD community.
As Developmental Disabilities Awareness Month unfolds, stakeholders and advocates are calling for increased support and equitable funding to address the needs of individuals with developmental disabilities in Illinois.
