Coal City Community Unit School District #1 Board of Education met April 3.

Here are the minutes provided by the board:

CALL TO ORDER

President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Dan Engelhardt, Mary Gill, Shawn Hamilton, Cindy Klein, Steve Rogers, and Ken Miller. Also in attendance were Superintendent Christopher Spencer, CSBO Jason Smith, Director of Curriculum and Instruction Jennifer Kenney, Director of Special Populations Luke Krippel, Board Secretary LaWanda Gagliardo, and Community Relations Specialist Ann Gill. Board member Quint Harmon arrived at 6:34 p.m.

PLEDGE OF ALLEGIANCE

President Miller led the Board and others present in reciting the Pledge of Allegiance.

NOTICES AND COMMUNICATIONS

1. Introduction/acknowledgement of guests.

2. Wrestling Coach Mark Masters was in attendance and recognized individual and team State Qualifiers for wrestling. Coach Masters went through and provided a summary of each student’s performance throughout the season. Mr. Masters also provided the Board with individual and the team’s ranking in State history.

Wrestling Coach Joey Rivera was in attendance and recognized individual State Middle School Wrestling Qualifiers. Coach Rivera provided a summary of each student’s performance throughout the season.

Head Volleyball Coach Pam McMurtrey, and Assistant Volleyball Coach Michelle Painter were in attendance and acknowledged Coach Gina Horrie and the 7th grade State Volleyball Qualifiers. Coach McMurtrey thanked the parents, and the students for all their dedication and hard work throughout the season.

• Joe Micetich – Math Teacher at the High School – Mr. Micetich will transfer to the Industrial Arts Teacher at the High School. Mr. Micetich is replacing Mr. Macholz.

• Jennifer Munsterman – Middle School ELA Teacher – Ms. Munsterman will transfer to the 4th Grade Teacher at the Intermediate School. This is a one-year position for the 24 – 25 school year.

• Kristen Strunga – Reading Specialist at the Early Childhood Center. Ms. Strunga will transfer to a 1st Grade Teacher at the Early Childhood Center for the 2024 – 2025 school year. Ms. Strunga is replacing Ms. Togliatti.

• Tricia Togliatti – 1st Grade Teacher at the Early Childhood Center – Ms. Togliatti will transfer to the Reading Specialist at the Early Childhood Center. Ms. Togliatti is replacing Ms. Strunga.

• Andrew Brimm – Band Teacher at the Middle School. Mr. Brimm is requesting a twenty-one (21) day paid sick leave, with use of accumulated sick leave in accordance with the Teacher’s Negotiated Agreement, from approximately Thursday, August 15, 2024, through Friday, September 13, 2024.

Month-in-Review:

• Read Across America week was celebrated March 5th-8th. Students enjoyed themed days and Dr. Seuss stories and crafts.

• Family Reading Night was held at Coal City Early Childhood Center on Wednesday, March 20th. The night was a huge success! Students enjoyed listening to stories, making crafts, playing BINGO and enjoying snacks.

• The kindergarten class (Class of 2036) presented “Food Jam” on Thursday, March 21st. The music concert/art show was a huge success! Student self-portraits were on display in the event entry foyer to be purchased for a donation of any amount. Congratulations to Mrs. Kodat and Mrs. Brncich on a fabulous evening of the Arts.

• Thursday, March 21st was World Down Syndrome Day. Students “rocked their socks” and wore crazy socks.

• March is Developmental Disabilities Awareness month. On Friday, March 22nd, students enjoyed a hat day with a $1 donation for Beans-and-Bites. Beans-and-Bites provides the ECC staff with coffee and pastries once a month.

CCES Happenings and Recognitions:

● March was another busy month at the Elementary School. We started the month with Read Across America Week. The students participated in some great spirit days - Pajama Day, Wacky Dress Day (the students dressed like the teachers and staff dressed like the students), Dr. Seuss Day and Crazy Sock Day.

● Our Third Graders participated in their first Illinois Assessment of Readiness (IAR) Test the week of March 18th. I’m proud of the hard work our students put into preparing for the test and our Second Graders were a big help by being extra quiet and respectful in the hallways the week of March 18th.

● A huge shout out to Katie Ludes and her team for all their time and effort into organizing another widely successful Family Reading Night.

● Finally, thanks to the entire CCES Staff. They have really worked hard this year to collaborate and develop new ideas for helping our students find success. I truly have an amazing team!

• CCIS celebrated Pi (3.14) Day on 3/14 with a contest to see who had memorized the most digits of the infinite number. Students who participated were given a piece of candy. The top winners were given a small pie and a certificate. These students are noted below in the Student Recognition section.

• On March 14 we walked to CCHS for a preview of Mary Poppins.

• Youth Art Night was held on March 14 at the Coal City Public Library from 5:00-7:00.

• CCIS took the state IAR (IL Assessment of Readiness) tests 3/18-3/20. To keep the students motivated throughout the testing week, we gave them special test-taking messages along with small treats, and our student council provided gum and mints.

• Family Reading Night was held on March 20 at the ECC from 5:30-7:15.

• We “rocked our socks” in honor of World Down Syndrome Day on March 21. Globally, people wear bright, mismatched, or extra socks on 3/21 because Down Syndrome happens when the 21st chromosome is tripled.

• On March 22 we had a PBS Family Feud Game Show/Assembly for students who had positive behavior at least 80% of school days in January, February, and March. We also had a raffle, which students could enter using their Coaler Cash, for a chance to spin our huge wheel to win a pizza party, popsicles, special drink or more Coaler Cash.

• March was Extraordinary Effort and Perseverance month at CCIS. Our teachers and staff nominated 1 student each week throughout the month. Nominated students (noted in the Student Recognition section) were recognized and given a piece of candy. Their names were also entered into a raffle for a chance to win 1 of 4 grand prizes.

• We currently have 26 students in ASAP (After School Assistance Program); 10 in 4th grade and 16 in 5th grade. Recommended students receive homework help from 3:00-4:00 three days a week from Mrs. Cowherd, Mrs. Rink, or Mrs. Drinkwine.

• We held the following “Theme Thursday” spirit days this past month: Bandana Day, Basketball Shirt/Jersey Day, and Silly Socks Day.

• Every Friday was Coalers Spirit Day at CCIS!

Month in Review:

Coal City Schools observed Casmir Pulaski’s birthday on March 4.

CCMS 8th grade students were fitted for their 8th grade promotion gowns on March 6. Thanks to Ryan Bunton, Kerry Yedinak, and Mercedis Neal for their help with the students.

CCMS 7th GRADE VOLLEYBALL FINISH SECOND IN STATE

The 7th Grade Volleyball team, coached by Gina Horrie, took second place in the IESA 4A Volleyball State Championship on March 9. The Lady Coalers began play on Friday and defeated Chatham Glenwood in two sets-25-19 and 25-12. The win advanced them to the Final Four on Saturday, March 10. In the second round, the Coalers played great and defeated St. Jacob Triad in two sets-25-23 and 25-19. The Coalers were defeated by Frankfort Hickory Creek in the championship match and gave it their all in the final match. The Coalers lost in two sets-25-12 and 25-11 to the undefeated state champions. Congratulations to Ms. Horrie, Mrs. McMurtrey and Mrs. Painter and the girls for their fantastic season and second place finish.

CCMS WRESTLING at IESA STATE FINALS

Congratulations to Coach Joey Rivera and the CCMS Wrestling Coalers who competed in the IESA State Championship at Northern IL University. The Coalers qualified eight wrestlers to the State final with four of the wrestlers earning medals at the state meet.

Ryder Gill – 80 pounds – 5th Place

Jacob Piatak – 90 Pounds – 6th Place

Phoenix Senodenos – 100 Pounds – 5th Place

Other IESA State Wrestlers were:

IVC CONFERENCE SPELLING BEE

The IVC Conference Spelling Bee took place on March 11 at Morris Grade School. Coal City had three representatives: Landyn Pierard, Max Christensen and Xander Baer. Brady Pierson, and Delanie Winke. The students representing Coal City did a great job at the IVC Conference Spelling Bee. Max Christensen took first place for 7th grade representatives.

Thanks to sponsors Jen Munsterman and Tara Sweeney for their work and help on the Spelling Bee.

• The CCMS Coaler Character Trait for the month focused on Character. Character is defined as a set of qualities or values, that shape our thoughts, actions, reactions, and feelings. People with good character show compassion, are honest and fair and are good citizens.

Students recognized for displaying high character in their classes were:

Sixth grade—Riley Peters and Mitchell Jessen

Seventh grade—Olivia Ferrari and Troy Larson

Eighth grade—Sophia Holzinger and Alexander Nicola

Encore—Patrick Doerfler and Morgan Schnuckel

Each of the students received a certificate and McDonalds gift card for their excellent work at school. Confidence and self-worth are the next area of focus for next month.

• Coal City Schools held a Staff Development Day on March 13. CCMS teachers continued their spring professional development activities. CCMS teachers also meet with their content departments to discuss end of the year activities and the upcoming summer curriculum and assessment work.

• March 15 marked the end of the third quarter of the school year.

• CCMS Student Council sponsored their second dance of the school year on March 15. The dance had a St. Patrick’s Day theme. We had a good turnout of students at the dance at the dance. Thanks to Pam McMurtrey and Jen Munsterman and the CCMS Student Council for their planning and work on the dance.

• CCMS students participated in the IL Assessment of Readiness (IAR). Testing beginning on March 22 with 8th grade CCMS students taking tests in the areas of science. CCMS Students will be taking the IAR English Language Arts and Mathematics assessments on April 9, 12 and 21 when we return to school from spring break.

• CCMS 8th grade Parent Night was held on March 20. 8th grade students and families were able to visit Coal City High School and meet with their counselors and see the various clubs and activities available. Thanks to Art Stafford, Corey Mikula, Brad Boresi, Erin Dransfeldt, and Keith Kiper for their work in getting this event planned for the incoming freshmen.

• CCMS students were on Spring Break from March 23 – April 1.

E. HIGH SCHOOL REPORT

Month in Review:

➔ Eighth Grade Parent Night - On the 13th, CCHS hosted its 8th grade parent night. The night started with a presentation on course options, basic information for incoming freshmen and post secondary information. After the presentation, students and parents had the opportunity to tour the school and meet with people from each of the high school clubs and activities. Course selection was completed for all returning students for the 2024-25 school year. Counselors met with each student individually to select class and to ensure appropriate placement in accordance to the advanced placement act.

➔ Former Major League Baseball player Scott Spezio came to speak with students earlier this month. His message was one of courage, perseverance and finding inner strength to pull you through difficult times. He also spoke about his own personal struggles and how he asked for help and leaned on his faith, family, and true friends.

Recognition:

➔ At the induction ceremony on March 19th, 33 CCHS students were inducted into the Pete DiPaolo Chapter of the National Honors Society. Each student chose an influential teacher or coach to introduce them. The following students are this year’s inductees.

December 1st Child Count Data:

Each year, the Illinois State Board of Education requires districts to submit and verify their special education “child count” numbers on December 1st. This information is very important as these numbers are used as part of the district’s evidence-based funding calculation. In other words, this data determines the amount of special education funding we receive from the state. According to this report, the district’s number of students receiving special education services has increased by 44 from the 2021-2022 school year to the 2022-2023 school year. However, from 2022-2023 to 2023- 2024, the number of students receiving special education services increased by 5. A further breakdown of the district’s numbers can be viewed using the link below.

G. CURRICULUM REPORT

Director Kenney reported:

Department News:

The teachers, under the guidance of their department leaders, are narrowing down the resources for the Social Studies adoption cycle. In the coming month or two, the materials will be available for review by the board before they are purchased in the next fiscal year. World Language will be the next resource adoption cycle for the 2024-2025 school year.

Professional Development:

We began the process of planning professional development for the 2024-2025 school year with brainstorming sessions. The ECC brainstorming sessions were completed on Monday, March 18th from 7:10-7:55 am and 2:45-3:30 pm. Teachers were given the opportunity to meet with Mrs. Kenney and Mrs. Davidson to brainstorm ideas for the upcoming school year. It was great to see so many teachers expressing what they want to learn for the upcoming school year. Once all the buildings have completed their brainstorming sessions, Mrs. Kenney will lead a PD Committee to create a long-term plan for staff development.

Standardized Testing/Accountability:

Testing is underway on the IAR (Illinois Assessment of Readiness) and the ISA (Illinois Science Assessment) in our schools. The Elementary School and Intermediate School kicked off testing on March 18th. The High School completed their ISA testing the week of March 11th. We should expect to see tentative results in June for the IAR and SAT.

Testing will continue after spring break and will conclude by the end of April.

I. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Engelhardt reported:

1. Assistant Director Gierke provided the Board of Control an update on enrollment for Advanced Welding and Building Trades.

2. Assistant Director Gierke informed the Board of Control of the 17 GAVC SkillsUSA qualifiers.

3. Assistant Director Gierke informed the Board of Control about the upcoming parent meetings for Cosmetology and Health Occupations.

4. Assistant Director Gierke informed the Board of Control that the GAVC scholarship window is closed and the recipients will be announced on May 1, 2024.

5. Director Copes updated the Board of Control on the April calendar.

6. Director Copes provided the Board of Control an update on the Building Trades Project House 27.

7. Director Copes and Mrs. Gierke discussed the current enrollment and master schedule.

8. Director Copes provided the Board of Control an update on the Summer Internship program.

9. Director Copes updated the board regarding the new evidence-based funding formula for CTE.

10. Director Copes discussed the need to replace maintenance vehicles for GAVC.

11. Approved the closed session minutes from February 2023 through May 2023 to Open Session for Public Inspection.

12. Approved the destruction of closed session audio recordings from February 2022 to March 2022. 13. Approved the Master Schedule for FY25.

OLD BUSINESS

A. DISCUSSION ON FACILITIES IMPROVEMENT PLAN

Superintendent Christopher Spencer updated the Board of Education on the progress of the Facilities Improvement Plan. The equipment for the stadium project has been unloaded and will soon be underway. Surrounding school districts are allowing Coal City track/field students utilize their track for practice. The Board and Mr. Spencer are appreciative of the support from the surrounding schools.

B. DISCUSSION/ACTION ON ACCEPTING THE LOWEST RESPONSIBLE BID FOR CONSESSIONS BUILDING & STORAGE BUILDING, MAINTENANCE BUILDING REMODELS PROJECTS

Sealed bids for the concessions building & storage building at the middle school; high school, and intermediate school maintenance building remodel, and demolition of former district office projects were opened March 21, 2024, at 2:00 p.m. A bid notice was published in the Coal City Courant on Wednesday, February 28, 2024. CSBO Jason Smith updated the Board regarding the results of the bid opening process.

Mr. Engelhardt moved and Mr. Hamilton seconded to approve base bids 1 & 2, with alternates #2, #3, and #4 from RL Sohol, and to reject alternates #1 and #5, for a final project cost of $2,089,000, as presented.

CSBO Jason Smith updated the Board regarding the demolition of the former Unit Office Building. The demolition of the former Unit Office was included in the bid package for the concession stand at the middle school. Trotter Enterprise provide the lowest responsible bid that came within budget.

Mrs. Gill moved and Mr. Engelhardt seconded to accept the proposal from Trotter Enterprises for the demolition of the former Unit Office building, at a total cost of $34,485.

At the February 28, Board Study Session meeting, Superintendent Christopher Spencer discussed advertising and sponsorship guidelines for the district. Mr. Spencer provided the Board with an update from that meeting. Mr. Spencer worked with the district’s Community Relations Specialist,

Ann Gill to put together guidelines for companies who are interested in advertising or sponsorship.

Mrs. Klein moved and Mrs. Gill seconded to approve the advertising and sponsorship guidelines as presented.

E. DISCUSSION/ACTION ON SCOREBOARD PROPOSAL FROM DAKTRONICS

Superintendent Christopher Spencer discussed the proposal from Daktronics for athletic scoreboards within the district. Most of the district scoreboard are old and some don’t work properly. Replacing the scoreboards were a part of the Facilities Improvement Plan. There were several quotes received and the Facilities Committee felt Daktronics would be able to provide the best service as it relates to products and services. They offer a curriculum program, that would teach the students how to develop and create commercials. This is a skill that some colleges are looking for, and this could open more opportunities for Coal City students.

Mr. Hamilton moved and Mr. Harmon seconded to approve the proposal from Daktronics in the amount of $740,868, for district scoreboards as presented.

Superintendent Christopher Spencer discussed the starting salary for support staff. This rate increase would include secretarial and maintenance staff. The increase will allow the district to remain competitive and stay ahead of minimum wage.

Superintendent Christopher Spencer provided the Board with an update on certified staff openings for the FY25 school year.

A. DISCUSSION/ACTION ON HAZARDOUS BUS ROUTE DECLARATION

The State Board of Education requires that school boards annually review the conditions of the hazardous bus areas and certify to the state whether the hazardous conditions remain unchanged. Areas that have been designated as hazardous will remain unchanged for the 2024-2025 school year. This is something that is done annually.

Mr. Hamilton moved and Mr. Engelhardt seconded to approve the status of the existing Hazardous Busing Areas as presented and submit the certification to the State Board of Education and Illinois Department of Transportation.

For large scale projects, it’s been recommended to have extra insurance that would start today and go through November 1, 2024. This insurance would cover all the projects happening from now until then.

This authority will sunset on July 2, 2024.
