City of Highland City Council met July 15.

Here are the minutes provided by the council:

Mayor Hemann called the Regular Session to order at 6:30pm at the Highland Area Senior Center. Council members Sloan, Frey, Bellm, and Napper were present. Others in attendance were City Manager Conrad, City Attorney Michael McGinley, Directors Cook and Widman, Coordinator Hubbard, Patrolman Flake, Easton Rosen, Deputy City Clerk Hediger, City Clerk Bellm, and 20 citizens.

MINUTES

Councilman Frey made a motion to approve the minutes of the July 1, 2024 Regular Session as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

SWEARING IN

Chief Straub thanked Mayor for taking time to honor these promotions. These promotions do not come lightly and require a lot of preparation and dedication. You have to meet state and federal requirements, while balancing work and family, in addition to the training. Mayor Hemann recognized promotions within the ranks of the Highland Fire Department by swearing in Lieutenants Alyssa Seegers, Ben Straub, and Logan VonHatten.

Staff Reports:

City Manager Chris Conrad reported there has been a change in state law regarding the next election cycle, which Deputy City Clerk Lana Hediger will explain. Deputy City Clerk Hediger reported Legislature 4488 was signed into law on July 1. It moves the election calendar forward twenty-eight days. Circulation for petitions will begin July 30. Petition filing moves up to October 21-28, 2024. Notices are going out to newspapers and we are adding a page to the website with all election notices. Councilwoman Bellm asked why they did that. Deputy City Clerk Hediger responded I asked the IML (Illinois Municipal League) that same question, today, and they did not know. The election dates stays the same. The primary would be February 25, 2025 and the consolidated election will be on April 1, 2025. A primary is only needed if we have five or more candidates file for Mayor, Clerk, or Treasurer; or, if we have nine or more that file for city council member positions.

NEW BUSINESS

Approve Mayor’s Appointment of Jill Lawson to the Tree Commission – Councilwoman Bellm made a motion to approve the mayor’ appointment of Jill Lawson, to fill the expiring term of Steve Pfettscher, to the Tree Commission for a term to expire July 2024, as attached. Motion seconded by Councilman Frey. Deputy City Clerk Hediger stated we will need to approve for a full year term at next meeting, as this expires at the end of the month. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Approve Mayor’s Reappointment of Erin Mignin and John Coziar to the Parks and Recreation Advisory Commission – Councilman Frey made a motion to approve the mayor’s reappointment of Erin Mignin and John Coziar to the Parks and Recreation Advisory Commission for a three-year term, to expire July 31, 2027, as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Award Bids MFT Section 25-00000-00-GM, for the 2025 Motor Fuel Tax Maintenance Materials - Award Bid MFT Section 24-00000-00-GM, for the 2024 Motor Fuel Tax Maintenance Materials – Councilwoman Bellm made a motion to award MFT Section 25-00000-00-GM, for the 2025 Motor Fuel Tax Maintenance Materials as follows: CA-6 Aggregate, to Beelman Logistics, LLC., in the amount of $13,020.00; CA-7 Aggregate, to Beelman Logistics, LLC., in the amount of $7,268.00; Grit (CM-13 Slag), Beelman Logistics, LLC, $490.00; Seal Coat Furnished & Delivered, to Beelman Logistics, LLC, $37,520.00; MC-800 Prime, Furnished & Applied, Illiana Construction Co., LLC, $43,848.00; HFRS-2 – Emulsion, Furnished & Applied, Illiana Construction Co., LLC, $76,922.40; and, Seal Coat Aggregate Hauled and Spread awarded to DMS, $28,000.00 as attached. Motion seconded by Councilman Napper. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Award Bid #PW-06-24, for Water Treatment Plant Asphalt Parking and Drive Replacement – Councilman Frey made a motion to award Bid #PW-06-24, for Water Treatment Plant Asphalt Parking and Drive Replacement to Hemmer Contracting, LLC in the amount of $89,435.00 as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Award Bid #E-07-24, for Purchase of One 500 kVa, 120/208V 3-Phase Pad-Mount Transformer – Councilwoman Bellm made a motion to award Bid #E-07-24, for purchase of one 500 kVa, 120/208V 3- Phase Pad-Mount Transformer to Power Line Supply, in the amount of $54,814.00 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

REPORTS

Accepting Expenditures Report #1270 for June 29, 2024 through July 12, 2024 – Councilman Frey made a motion to accepting Expenditures Report #1270 for June 29, 2024 through July 12, 2024 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Councilwoman Bellm made a motion to adjourn. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried. Meeting adjourned at 6:47pm.
