The City Council of the City of Vienna met in regular session, Wednesday, October 16, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the October 2, 2024 Meeting Minutes, September Treasurer Report and the Warrant ($23,233.77). Alderman Hill seconded the motion. Motion carried.
Brenda Kreuter with Revive Vienna was present to discuss the Christmas on the Square event scheduled for Friday, December 20th from 4:30-7:30 p.m. with council. Kreuter noted needs for street closures, porta potties and the city's annual donation towards the event. Council consented to all.
Moore made a motion to Authorize and Approve a Residential Solid Waste Collection and Disposal Collector's Contract between the City of Vienna, IL and Bulldog Acquisitions, LLC, Commencing February 1, 2026 and shall terminate January 31, 2031. The motion was seconded by Alderman Tuey. All in favor, motion carried.

ELECTED/APPOINTED OFFICIALS
Wright reported that Johnson County 911 had changed several addresses in the Harnerville Loop area. The postal service and residents were notified. The city would review and approve address changes on the next agenda.
Chief Miller informed council of vehicle repairs on two department squads. Miller discussed partnering with the high school to purchase additional vehicles available through the Missouri state highway patrol.
Alderman Tuey said he was in the process of preparing a map of residents, churches and businesses that plan to hand out candy for trick or treaters on Halloween. Trick or Treating is scheduled from 5:00-8:00 p.m.
Mayor Penrod said bike trail crossing signs would be re-installed on 146 East with solar powered lights. Penrod also said the pump was ordered from C&C pumps as part of the water plant project. Installation would be included with the purchase.
Penrod mentioned the Police Department had received notification of a TASER award under the Less Lethal Alternatives for Law Enforcement Grant Program through ILEAS.
As there was no further business to discuss, Alderman Pitts made a motion to adjourn. Seconded by Alderman Elliot. Mayor Penrod declared the meeting adjourned at 7:05 p.m.
