A new report has ranked Illinois 38th in the nation for education freedom. The 2025 Index of State Education Freedom, published by the American Legislative Exchange Council (ALEC), assigned Illinois a "D" grade. This low ranking is partly attributed to the termination of the Invest in Kids program, which had provided scholarships for low-income students. However, Illinois did receive an "A" for its supportive homeschooling environment.

The index assesses states based on factors such as school choice, charter schools, homeschooling, virtual schooling, and financing programs that enable funding to follow students. Florida, Arizona, and Arkansas were among the top-ranking states in this evaluation. Conversely, New York, Massachusetts, and Oregon were ranked lowest.

State Senator Sue Rezin expressed concern over Illinois' current standing and advocated for a new initiative similar to Invest in Kids. She emphasized the importance of providing students in underperforming schools with opportunities to attend institutions where they can succeed and thrive.
