Illinois Senate Republican Deputy Leader Sue Rezin and State Representative Jed Davis held a press conference alongside advocate Michelle Peterson to promote "Andrew’s Law." This legislative proposal seeks to address gaps in Illinois’ criminal code, preventing child predators from avoiding full accountability.
Senate Bill 284, introduced by Senator Rezin, and its counterpart, House Bill 1140, introduced by Representative Davis, aim to prohibit plea deals for those charged with grooming, trafficking in persons, or involuntary sexual servitude of a minor.
“This bill is about protecting kids and closing legal loopholes that have allowed predators to avoid real accountability,” said Senator Rezin. “Michelle’s courage and tireless advocacy have brought national attention to this issue, and now it’s time for Illinois to act. Andrew’s Law ensures that those who groom, traffic, or exploit children will face the full consequences of their crimes. No plea deals, no reduced charges, just justice.”
The proposed legislation would also impose stricter rules, preventing convicted child sex offenders from entering facilities meant for minors.
“The exploitation of children is not just evil, it’s calculated,” said Representative Davis. “Offenders often look for legal loopholes, ways to slip through the cracks. Andrew’s Law closes those cracks. It draws a firm line: if you target kids, the law won’t go soft on you.”
Michelle Peterson, who has advocated for similar laws following a grooming incident involving her son, has helped pass related legislation in Florida, Iowa, Arizona, Georgia, and Montana.
“If our lawmakers truly believe children are worth protecting, then Andrew’s Law must be more than a bill; it must be a line in the sand,” said Michelle Peterson. “We can’t keep letting predators groom in plain sight while we debate politics. This is about protecting the vulnerable and preserving the soul of our society. If you say you’re a child advocate, prove it. Call it for a vote.”
Currently, Senate Bill 284 and House Bill 1140 await committee assignments in their respective chambers. The lawmakers are pursuing multiple strategies to secure the passage of Andrew’s Law before the conclusion of the current General Assembly.
