II. Approval of Minutes 

1. Zoning Board of Appeals Committee - Public Hearing - Jul 15, 2025 7:00 PM Minutes approved as received.

III. Official Business 

1. Petition 25-ZBA-014 Special Use to Allow Event Venues for A-Agricultural Land Petitioner asked for the petition be heard at next meeting, September 16th, 2025.

2. 25-ZBA-012 Map Amendment (Ag) Agricultural to (I) Industrial

Chairman Breisch asked for the summary of 25-ZBA-012 Map Amendment (Ag) Agricultural to (I) Industrial, Alec Macdonald read his synopsis.

Amanda King, Attorney for petitioner, gave executive summary for the petition. Jason Wisbrock, Spaceco, spoke for the petitioners use of the land. Dan Duffy, Village of Minooka, spoke in opposition of the petition, based on the pre annexation agreement not been reached and that the comp plan ordinance not being comparable. Mark Hansen spoke, Jason and Amanda previously answered questions he had. Sandeno asked about Minooka Rd East not being a truck route. Ms. King stated that they want to use Brisbin Rd as a truck route. Public comment closed at 7:19pm. When Lasalle factor 1 was discussed (The compatibility with the existing use and zoning of nearby properties.) Skwarczynski thought there is a problem with the factor for the trucks repair area. Kucharz clarified the Lasalle factor number 1 is the existing compatibility. A vote was taken, Skwarczynski, Sandeno and Lynch thought there was a problem. When Lasalle Factor 3 was discussed (The extent to which the proposed amendment promotes the public health, safety, and welfare of the County.) Skwarczynski thought there was a problem with the safety portion of this factor, based on if the truck traffic went east on Minooka Rd. Skwarczynski and Sandendo felt there is a problem with this factor, Lynch was unclear, Joyce did not think it was an issue. Lasalle factors 2, 4, 5, 6, 7 and 8 were accepted with no issue. Kucharz read statement from Eric Gibson, Grundy County Highway Commissioner, stating he believes this will have a negative impact to safety. A motion for a negative recommendation for the petition was passed 4-0.

3. 25-ZBA-011 Text Amendment 8-2-5-20

Chairman Breisch asked for summary of 25-ZBA-011 Text Amendment 8-2-5-20. Kucharz read a summary. There was no public comment. Skwarcznski asked about compatibility with surrounding counties. Kucharz stated that some have made a special use or business license over these types of facilities. Kucharz concluded that this proposed creates a special use for these facilities in Grundy County. A motion to send to Land Use with a positive recommendation to approve the Text Amendment passed 4-0.

There was no old business to discuss.

V. New Business 

1. Determination of the Chairman and Vice Chairman for the Zoning Board of Appeals 2025- 2026

Summary from Miller about electing new Chairman and Vice Chairman was given. Skwarczynski nominates for Breisch as Chariman. Skwarczynski moves, Sandeno seconds the motion. A 4-0 vote, Breisch is elected Chairman for 2025-2026 ZBA.

Joyce nominates Skwarczynski for Vice Chair. Lynch seconds the motion. A 4-0 vote, Skwarczynski is elected Vice Chairman for 2025-2026 ZBA.
