Village of Diamond Village Board met Aug. 26.

Here are the minutes provided by the board:

Proceedings, transactions, resolutions made and order of said record of said Board in the Village of Diamond, IL on the 26th day of August 2025.

The scheduled meeting of the Diamond Village Board was held on Tuesday, August 26, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Dean Johnson, Jeff Kasher, and Dave Warner.

Approval of August 12, 2025, Minutes

Mayor Kernc presented the minutes. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve August 12, 2025, meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of August 26, 2025, Bill List and Additional Bill List

Mayor Kernc presented the bill list and additional bill list. MOTION was made by Commissioner Brown, SECOND by Commissioner Warner to approve August 26, 2025, bill list and additional bill list and place it on file. All Ayes: Motion Carried.

New Business

Approve Proclamation Knights of Columbus Tootsie Roll Drive for September 19, 20, and 21, 2025.

Mayor Kernc presented the proclamation. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the Proclamation Knights of Columbus Tootsie Roll Drive for September 19, 20, and 21, 2025. All Ayes: Motion Carried

Approve Chamlin Proposal for permitting Rt. 113 Pedestrian Crossing at McGinty Mayor Kernc presented the proposal. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve Chamlin proposal for permitting Rt. 113 pedestrian crossing at McGinty. All Ayes: Motion Carried

Approve Bid for Building Concrete Floor Addition

Mayor Kernc presented the bid. MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the bid for Conley Excavating, Inc to do the concrete floor in the new pole building in the amount of and not to exceed $66,425.00. 4 Ayes; 1 Nay: Motion Carried

Approve Country Meadows 2025-26 Snow Removal Agreement

Mayor Kernc presented the agreement. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the Country Meadows 2025-26 snow removal agreement. All Ayes: Motion Carried

Organized Retail Crime Grant Award

Mayor Kernc stated that Village of Diamond has been awarded $4,300.00 in Organized Retail Crime grant funding for the FY26 program year: July 1, 2025, to June 30, 2026. The funds will be used for a 360-degree camera in the Jewel Diamond Market Place Shopping Center parking lot.

Update: Overton Road

Mayor Kernc reported D Construction, Tarpon Towers, Duffy (formerly E.Z. Living, Inc.), and Honrud will be participating in the row dedication for Overton Road.

Update: Chamlin Morris Hospital and Country Meadows Detention Inspection Chamlin & Associates along with Public Works Supervisor Jim Dunning performed a detention basin and storm sewer inspection on August 20, 2025. All storm structures between Morris Hospital and the Claypool Ditch were inspected and found to be functioning correctly and clean and the bypass storm sewer was not being adversely affected. However, during the inspection it was observed that both detention basins were overgrown with vegetation. Chamlin & Associates recommends that the Morris Hospital and Country Meadows detention basins be cleared of all overgrown vegetation and outlet pipe flared end sections be cleared of all debris at the expense of the owners. Morris Hospital has already begun clearing their vegetation. Country Meadows has not responded other than to say they received the correspondence.

Constellation contract for electric increased 30%

Mayor Kernc just wanted to mention that the electric bill has increased by 30%.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated there was nothing significant or out of the ordinary to report.

Engineer Updates

Village Engineer Mike Perry mentioned how pleased Matthew Prudden of I&CP was collaborating with our Treasurer Wendy Hebert on the project check/review of the ARPA Will County Grant, she was highly praised.

Public Works Department Updates

The airlines are finished in the aeration tanks; they are back up and running. The transducer is repaired at McGinty, no longer in emergency mode. Working on the PLC for the scud pumps, planned to be finished by the end of the week. Will begin preparing for the Fall Fun Fest this week.

Clerk Updates

Village Clerk Laura Warren handed out the Fall Fun Fest flyers and will be posting them around town in the next day or two.

Mayor Kernc Report

Mayor Kernc wrote a letter to Will County thanking them for the $71,400.00 grant we received to upgrade our WWTP SCADA system. She stated we filed an insurance claim for the lightning strike; damages are estimated to be over $25,000.00. The insurance company will be sending investigators.

The MOTION was made to adjourn at 6:31 p.m. by Commissioner Johnson, SECOND by Commissioner Warner. All Ayes: Motion Carried.
