Coal City Village Board of Trustees met Aug. 6.

Here is the minutes provided by the Board:

At 7:10 p.m. on Wednesday, August 8, 2018 Mayor Terry Halliday called to order the regular meeting of the Coal City Village Board in the boardroom of the Village Hall. Roll call-Trustees Neal Nelson, Ross Bradley, Dan Greggain, David Spesia, Tim Bradley and Sarah Beach. Also in attendance were Matt Fritz, village administrator, attorney Mark Heinle, Police Chief Tom Best and Ryan Hansen from Chamlin Engineering.

All present recited the pledge of Allegiance.

The minutes of the July 25, 2018 were presented. Trustee Nelson requested an addition to clarify a statement. T. Bradley moved to approve the minutes of the July 25, 2018 meeting with the additional language, second by Greggain. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

The minutes of the July 2018 special meeting were presented. T. Bradley moved to approve the minutes as presented, second by Spesia. Roll call-Ayes; Nelson, Bradley, Spesia and Bradley. Nays; none. Pass; Greggain and Beach. Motion carried.

The warrant list was presented. Spesia moved to approve the warrant list, second by Greggain. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

A letter of request to hold the annual "Tootsie Roll Drive" and Proclamation declaring September 21st, 22nd, 23rd, 2018 as "Help Citizens With Physical and Intellectual Disabilities Days" was presented by the Knights of Columbus #1574. No formal action is required, but a list of where solicitors will be in the Village is recommended. Mayor Halliday will execute the Proclamation.

Ordinance 18-17 regarding the Annexation Agreement with Hoffman Holding, LLC and the annexation of 1535 S. Berta Road, presently in unincorporated Grundy County, was presented to the Board. Present and representing the petitioner were attorney Ken Carlson, Jason Wiesbrock from Spaceco Inc. and Ben Guido from VIA Rail. Mr. Carlson described the amendments to the Preliminary and Final PUD Plat consisting of:

Relocation of the main access road

Configuration of the detention pond Agreement with Grundy County for roadway improvements 10 acre annexation of the Kodat Farm off Berta Road, with a 66 ft. access from Berta Road to Parcel I in the Hoffman Development, for an easement and utility easement with no immediate plans for development.93 acres north of the property from D Construction for rail spur traffic PUD committee meeting; requests from Claypool Drainage District:

Tile study TV drainage tiles Assist with determining drainage courses

Ben Guido from VIA Rail explained the UP rail traffic of ingress and egress into the Hoffman Development. Items discussed included:

• Section of railway labeled from Mainline to an Industrial Lead

• Derails placed 200 ft. from Spring Road & 200 ft. from Reed Road

Railroad traffic won't cross Spring Road Maximum 23 loaded cars

Inbound/Outbound traffic pattern

• $1.4 M modification paid by developer

• Secondary siding in railroad right-of-way

Questions and concerns expressed were:

The findings of facts were presented to the Planning and Zoning Board. The voting order for the August 22nd Village Board meeting will be:

1. Annexation Agreement 2. Annexation 3. Re-zoning to l-1

T. Bradley moved to table the proposed Annexation Agreement for consideration on August 22, 2018, second by Spesia. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Ordinance 18-18, the purchase contract for 160 W. Walnut was presented by Attorney Heinle. He explained that the house on the property was demolished by the Village in 2016. A lien was placed on the property in the amount of $26,693.52. Apparently the property owner had not paid the real estate taxes. The lien has not yet been satisfied. Grundy County has a tax deed for 180 W. Walnut and are in agreement to sell the property to the Village for the amount of $836.00, including record moved to adopt Ordinance 18-18 entering into a purchase contract paying Grundy County for its costs associated with the Provision of Title to 160 W. Walnut to the Village of Coal City, second by R. Bradley. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Ordinance 18-19 the disposal of surplus property was presented by Chief Best. This ordinance is for the disposal of the class vehicle, a 1998 Buick Century. The sale will be on line through GovDeals. Greggain moved to adopt Ordinance 18-19 declaring the PD Class vehicle, a Buick Century, as surplus equipment, second by Beach. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried.

Mayor Halliday thanked the Village Board for covering the meeting in his absence and for the sympathy arrangement and condolences expressed during the loss of his father-in-law Bob Martis. The house demolished by John Trotter at 95 E, Oak has been completed including the seeding.

Trustee Beach presented a report of the Farmers Markets with the next one being August 18th. On the same date is the movies in the park event showing "Nut Job 2" and includes free popcorn. November 24th is the date for "Small Business Saturday."

Trustee T. Bradley said it was good news that a boutique is coming to Coal City.

Trustee R. Bradley announced that the Village Hall water tower was demolished on August 6th and the project was completed by 4 p.m. The Well #5 update is that the motor is being repaired with no official notice from the insurance that the well was hit by lightning. Well #6 is up and running and has passed all testing. The water hydrant at the Village Hall will be removed in the near future.

Trustee Nelson expressed condolences to the family of long-time resident Bob Martis, a "True Coaler."

Clerk Noffsinger announced that registration is due for the IML Conference to be held in Chicago and that rooms have been reserved for the Village's attendees.

Ryan Hansen stated that the MFT contracts have been returned and the project will begin soon.

Chief Best reported:

• Car theft at BP Station-offenders were one adult & one juvenile that were apprehended The new School Resource Officer will be announced soon with Jason Clark remaining in that position and Sgt. Logan will take the responsibility at the high school until the new officer has completed the SRO training The police report included-school starting, local thefts & burglaries, criminal

sexual assault reports

• New hire status-testing on Saturday August 11th with approx. 45 candidates

Matt Fritz announced:

• The Intergovernmental Agreement with the Coal City School District has been signed regarding the School Resource officer Sludge removal project is completed August 14th will be a Street & Alley Committee meeting

• Steve Sugg will present an update of the South Broadway reconstruction project at the Village Board meeting

T. Bradley moved to adjourn into executive session to discuss compensation of a specific employee per ILCS 5 120/2(c)(1), second by Spesia. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried at 8:17 p.m.

Following executive session, T. Bradley moved to adjourn the meeting, second by Spesia. Roll call-Ayes; Nelson, Bradley, Greggain, Spesia, Bradley and Beach. Nays; none. Motion carried. The meeting was adjourned at 8:50 p.m.
