The City Council of the City of Vienna met in regular session, Wednesday, December 19, 2018 at Vienna City Hall with the following members and guest:
ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Austin Tuey, Alderman Melissa Hill, Alderman Debbie Riddle, Alderman Cheryl Myrick, Alderman Richard Owen, Alderman Aleatha Wright, City Clerk Shane Racey, City Supt Jim Miller, Police Chief Brent Williams, Fire Chief Phil Morris, Depot Margaret Mathis, Librarian

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.
Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the December 10, 2018 Council Meeting Minutes, Treasurer's Report and the Warrant ($57,321.57) Alderman Racey seconded the motion. Motion carried.
Herb Hosfeldt, Water Plant Operator was present to inform council of renewing the city's disinfection program with Evoqua Water Technologies. Alderman Myrick made a motion to Authorize and Approve the renewal of Evoqua Chlorine Dioxide Full Service Program with the city for a period of 3 years. Alderman Owen seconded the motion. Motion carried all in favor.
Marla Groaning was present to express concern for the minimum utility charges when services are off and residences are empty. Groaning said they recently moved turn gas for the winter months as they were trying to sell the home. Groaning said she didn't mind paying a fee but felt the minimum charge was steep considering some of the neighboring cities she contacted did not charge their residents for homes not having service. Alderman Owen said the council would consider the matter and review the ordinance.
Jimmy Cast was present to request that he be allowed back into the city park. In early 2018 Cast slashed tires on the city recycling bin trailer resulting in a fine, community service and being banned from the park. Cast said he regretted his actions and has since been to counseling. Cast said he has paid $750.00 on his fine and has 34 hours left of community service in which he felt he could help clean the park to put in more hours. Discussion was had and council was in consent to allow Cast back into the park, daytime hours only with the understanding Cast would put in community service hours. Cast thanked council.
CITY ELECTED AND APPOINTED OFFICIALS
Clerk Wright said the demolition grant for residential homes was submitted through Southern Five. Wright said the city applied for $75,000 and would get word in the spring if the city would be awarded funds.
Supt Racey mentioned work performed on city hall roof due to a leak. Racey said the roof would need replaced eventually.
Fire Chief Williams announced the upcoming Winter Fire School training at the U of I that would take place in January. Williams said housing would be covered this year. Council agreed to send 6-8 volunteers.
Phil Morris, Depot said the old time Christmas event that took place around the square was a success.
Alderman Riddle thanked the Vienna Fire Dept for attending a fundraiser held in Buncombe for the Elks.
Alderman Hill said she would like to discuss hiring an additional officer for the police dept at the next scheduled meeting.
As there was no further business to discuss Alderman Hill made a motion to adjourn. The motion was seconded by Alderman Owen. Motion carried,
