Pursuant to Governor Executive Order 2020-10 ordering Stay at Home and prohibiting the public gathering of more than ten people; and, in accordance with Governor Executive Order 2020-7, Section 6, this meeting will be conducted by teleconference only.

The July 13, 2020 Finance Committee was called to order at 4:31 pm. Also attending were: George Gray, County Administrator; Lori Werden, County Treasurer; Kay Olson, County Clerk; Matt Melvin, Finance Anylist; Mary Kucharz, HR Director; Michelle Pruim, Health Department Administrator; Dian Brown, Director of Office Management (HD); Matthew Rutherford, County I.T.; Donna Russel, Workforce Board. This meeting is being recorded.

II. Approve Minutes

1. Finance Committee - Regular Meeting - Jun 22, 2020 4:30 PM

The June 22, 2020 Finance Committee minutes were approved as presented on a motion made by M. Dyer and seconded by D. Warning.. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Dyer, Gill, Rasmusson, Warning, Kinsella, Phillips 6. Nays: none. Absent: Hansen. Motion carried.

D. Kinsella motioned to approve the Board Members July 2020 Vouchers as presented in the amount of $2,550.00. M. Dyer seconded. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Dyer, Gill, Rasmusson, Warning, Kinsella, Phillips 6. Nays: none. Absent: Hansen. Motion carried.

L. Phillips motioned to approve the 7/13/2020 Claims as presented. D. Kinsella seconded. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Dyer, Gill, Rasmusson, Warning, Kinsella, Phillips 6. Nays: none. Absent: Hansen. Motion carried.

V. Health Department Report

M. Pruim reported at 58% through the year, the health department has used 45% of their budget subsidy. In May is shown the WIC and Immunization inkind value that is reported yearly

VI. FY2020 Budget Update

M. Melvin reported at 58.20% through the county fiscal year, revenue is at 33.49% and expenses are at 53.62%. Some of the additional expenses incurred were: Sheriff car in the amount of $35,540.00 and election ballots in the amount of $97,000.00. Due to COVID there are additional funding/grants available. The CURE fund (for both the health department and county), FEMA Public Assistance. Revenue loss due to COVID are sales tax and business closures. Revenue loss can not be claimed through FEMA. The revenue side across all county funds is at a loss of $700,000. to 1 million dollars from FY2020 expected normal operations. (COVID related)

VII. FY2021 Budget Update

Individual department heads and elected officials have submitted their FY2021 budgets. Submission date closes July 31, 2020. The submitted budgets are planned to be reviewed at the August Finance meeting.

A. Authorized to Sign Workforce Board Agreement

1. Workforce Auth

The agreement has been reviewed by P. Rudman with recommendations that it be presented to the full County Board for approval. Agreement states Counties of Grundy, Livingston, and Kankakee have requested to be a local workforce development area and have been so designated by the Governor of the State of Illinois. D. Russell reported they have enrolled over 100 Grundy County residents and helped over 2,300 Grundy County residents with finding employment and training. A motion was made by D. Kinsella to recommend to the full board that this agreement be signed. D. Warning seconded. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Dyer, Gill, Rasmusson, Warning, Kinsella, Phillips 6. Nays: none. Absent: Hansen. Motion carried.

B. Highway Office Manager Training

1. Office Manager Training Period

With the retirement of the Highway Office Manager in April 2021, the committee was asked to approve the hiring of her replacement in November 2020. The primary duties of this position depend on the season and often change month to month. With the number of roles and responsibilities this position carries, the highway department believes it is in the best interest of both the department and the county to hire and be able to train with current office manager. An overage in the budget line could be $2,400. for FY20. The increase in the line FY21 would be $12,800.

A motion was made by A. Gill for a favorable recommendation to approve the overlap in the position. L. Phillips seconded. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Dyer, Gill, Rasmusson, Warning, Kinsella, Phillips: 6. Nays: none. Absent: Hanson. Motion carried.
