City of Coal Planning and Zoning Board met Feb. 17.
Here is the minutes provided by the board:
At 7:04 p.m. chairman Georgette Vota called to order the regular meeting of the Coal City Planning and Zoning Board meeting in the boardroom of the Village Hall. Roll call-Members Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Also in attendance was Deputy Building Inspector Kyle Watson, Trustee Dave Togliatti and Matt Fritz, village administrator.
The minutes of the February 3, 2020 meeting were presented for approval. Crotteau moved to approve the minutes as presented, second by Lewis. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays; none. Motion carried.
The Deputy Clerk swore in anyone wishing to speak at this public hearing.

ZONING BOARD OF APPEALS
CONDITIONAL USE PERMIT TO OPERATE A DRIVE IN ESTABLISHMENT
McDonald's USA, LLC gave a presentation regarding the redevelopment of the McDonald's restaurant located at 2 South Broadway in Coal City, Representing McDonald's were Chris Stepp, project engineer, Ken Sack, project manager and Jim Olguin, real estate attorney. Discussion included:
• Acquiring property to the west of the present location
• Building almost doubling in size, approximately 1000 sq. ft. increase Better site plan
• 2 tandem drive-thru's
• 2 order points
• 3rd pay window
• More distance between order and pick-up to reduce back-up
• Create bypass lane around building
• 25 parking spots, 2 pull forward spots and 12 stacking spaces with 1 ADA parking space
• Ingress/egress
• More room for delivery trucks
• Updating interior/exterior
• New landscape plan
• Right in on Division Street
• Right only exit onto South Broadway
• Moving entrance more south of present location
• Rumble island on access points
• Corner pole sign to remain
• 6'board-on-board fencing on west and south sides
• Trash corral Construction with IDOT approval
• Projected construction not in 2020
• Monument sign or pole sign.
• Drainage managed by adding catch basins
Steve and Kathy Farrero, 85 W. Division St. Coal City questioned if the alley would be widened and if there would be fencing on the west side of the property. Mr. Stepp
answered the alley would not be widened and there would be fence on the west side.
Mr. Hawkinson moved to approve the Conditional Use Permit to McDonalds USA, LLC to operate a drive in establishment in the Village's C-4 zoning area, second by DeWald. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays; none. Motion carried.
An Ad Hoc Design Review Committee will meet on Thursday, February 20, 2020 to review McDonald's conformity with the Core Area Commercial Design Guidelines as required within section 156-53.
This Conditional Use Permit shall be presented to the Village Board at the February 26, 2020 meeting.
Signage and Lighting Standards were next on the agenda. Changes discussed included:

Signage within the Design Guidelines was discussed as well. The Board reviewed proposed changes to the Industrial Guidelines, provided additional suggestions and stated similar changes should occur to both of the other Commercial Design Guidelines.
The last item for review tonight is Solar Requirements. Additions to the requirements included:
1. New Definition; Street Side: any side of a structure that is directly adjacent to a street or road.
2. No wall mount installations for residential
3. Pitch Recommendation; follow slope of roof
4. May not be located in the front yard
5. May not exceed performance standards as set forth in 156.214
6. Must be anchored to an adequate base which extends below the frost line
Burns moved to adjourn the meeting, second by Lewis. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 8:00 p.m.
