Village of Coal City Planning and Zoning Board met Feb. 1.

Here is the minutes provided by the board:

At 7 p.m, Chairman Georgette Vota called to order the meeting of the Coal City Planning and Zoning Board in the boardroom of the Village Hall. Roll call-Members Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Also in attendance were Matt Fritz, village administrator, Trustee Dave Togliatti and Kyle Watson, deputy building inspector. 

The minutes of the January 18, 2021 meeting were presented for approval. Breneman moved to approve the minutes as written, second by Lewis. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays; none. Motion carried. 

PUBLIC COMMENT 

Sky Rys of 325 North 5th Avenue approached the Board regarding a variance for the construction of a large storage building on his property. Points of discussion included: 

• Demolishing the present block detached garage 

• Pole type structure to replace the demolished garage; similar to the two  story house 

• Storage of camper, mowers 

• Entry would be off E. Third Street

• Pole buildings are not allowed in certain area and there are restrictions to their construction 

• Height of new structure is under 20 ft. 

• Roof to be metal 

• 10 ft. will be between the structures 

The Board advised Mr. Rys that a drawing laying out the placement, size and height of the new accessory storage/garage is required. Mr. Rys is planning for a March 1st Public Hearing 

There was no other Public Comment. 

ZONING BOARD OF APPEALS PUBLIC HEARING 

Variance Request 

100 S. Broadway 

Coal City Kotara, LLC a/k/a Berkot's Foods 

At 7:15 p.m. Chairman Georgette Vota called to order the Public Hearing. Mr. Fritz announced that Berkot's Foods have withdrawn their variance request and that no further action is required by this Board. Hawkinson moved to adjourn the Public Hearing, second by Lewis. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays; none. Motion carried and this Public Hearing was adjourned at 7:16 p.m. 

PRESENTATION 

Final Plat Approval 

Meadow Estates Phase VI 

Mark Scaggs, Developer 

Mr. Fritz explained that Mr. Scaggs is presenting the plat approval for Phase VI of Meadow Estates, consisting of 11 single family detached lots. The plat has been reviewed and approved by the Village engineer. The Public Hearing is scheduled for March 1st. The Final Plat for the subdivision will be submitted upon completion of all infrastructure. 

The Board discussed procedures for subdivision development. 

The Board reviewed the proposed ordinance for text amendment consideration. Revisions and/or corrections and changes to the proposed ordinance were: 

• Page 3-refer to 155 e(6) 

• Page 4-Section 4(b) change 30 days to 10 days 

• Page 4-Section 4(a) add 30 day extension request-must appear before the  Planning and Zoning Board for approval 

Questions and Comments by the Board were: 

• Temporary carports; define temporary . Pre-existing carports 

• Add to definitions-torn or damaged should be repaired immediately 

Chairman Vota recommended forming an Ad Hoc Committee to review the Core Area Commercial Design Guidelines. The Ad Hoc Committee will consist of all/many members of this Board, including Mr. Fritz and the intern from Northern Illinois University, Meeting to be scheduled. 

Burns moved to adjourn the meeting, second by Crotteau. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 7:52 p.m.
