Village of Coal City Planning and Zoning Board Met April 5.

At 7 p.m., chairman Georgette Vota called to order the meeting of the Coal City Planning and Zoning Board in the boardroom of the Village Hall. Roll call-Members Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Also in attendance were Trustee Dave Togliatti, Kyle Watson, deputy building inspector, Matthew Fritz, village administrator and Tom Phetmeuangmay, administrative intern.
The minutes of the March 15, 2021 meeting were presented. Lewis moved to approve the minutes as written, second by Burns. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson and Burns. Nays; none. Abstain; DeWald. Motion carried.
ZONING BOARD OF APPEALS
PUBLIC HEARING
Variance Request
325 N. 5th Avenue
Sky Rys
All those wishing to speak at the Public Hearing were sworn in by Clerk Noffsinger. The petitioner, Sky Rys, was present for comments and questions. Deputy Kyle Watson explained the variances being requested. Mr. Rys is interested in constructing a large 30' x 75' accessory building with through and through garage doors, to be used as storage. The present shed and two-car garage will be demolished and replaced with the new structure. Mr. Watson explained that five (5) separate variances are required in order to accommodate the petitioner's request. Those variances are:
1. Pole buildings are not allowed, however, the petitioner has agreed to place vinyl siding on the structure instead of the sheet metal most commonly used
2. The building exceeds the allowable height limit of 15 feet; the height of the proposed accessory structure is 21.5 feet, causing a 614 foot variance
3. The building will be constructed on the south lot line causing a "0" setback; however the previous owner purchased 10 feet from the Village in order to appease an encroachment on the south lot line; a fifteen (15) foot corner side yard set-back is required
4. The building exceeds the permitted square footage of 1500 square feet and the proposed building is 2100 square foot, creating a variance of 600 square footage
5. The total square footage will be exceeded by 950 square feet which includes the proposed accessory structure, house and swimming pool
Watson explained that in spite of the substantial total square footage of the structures, the property still does not approach the 35% total lot coverage limit. The present two car garage and shed will be demolished. The proposed accessory structure will be ten (10) feet from the existing house. Comments and questions from the Board included the re location of the fence and the property lines.
Public Comment:

The Brackett's were interested in the details regarding the structure and the variances required. They did not oppose the petitioner's request.
Lewis moved to approve the variance requests for 325 N. 5th Avenue as discussed, presented and described in this meeting, second by Hawkinson. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays; none. Motion carried. The recommendation for approval will be presented to the Village Board for final determination at their next meeting, April 14th at 7 p.m.
Breneman moved to adjourn the meeting, second by Burns. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 7:15 p.m.
