Coal City Community Unit School District #1 Board of Education met March 2.

CALL TO ORDER
President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, Chuck Lander, Steve Rogers, and Ken Miller. Also in attendance were Superintendent Dr. Kent Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, Director of Special Populations Luke Krippel, High School Principal Christopher Spencer, and Board Secretary LaWanda Gagliardo.
PLEDGE OF ALLEGIANCE
President Miller led the Board of Education and others present in reciting the Pledge of Allegiance.
NOTICES AND COMMUNICATIONS
1. Introduction/acknowledgement of guests. - Commander Jim Phillips, members of the VFW Post 1336, and middle school teacher Jim Hitchcock, were in attendance and recognized this year’s Patriot Pen Essay Award recipients. This year’s recipients were: Dahliah Anderson, Madelyn Castle, Ethan Donnelly, Emmett Easton, Cole A. Hicks, Kieley Low, Brian Mannering, Veronica Pink, Charlotta Siatta, and Livia M. Sulzberger. There were 429 total entries, and Coal City had 10 students recognized, and Livia M. Sulzberger ranked #3. The Board of Education praised the students for their hard work and dedication to the process.
2. Co-Principal Jennifer Kenney was in attendance and recognized the following eleven (11) Illinois State Scholars: Alexis Curtis, Riley Dehler, Lauren Ferrari, Mackenzie Kraus, Shaela O’Keefe, Molly Stiles, Allison Hausman, Alma Repond, Eli Fritz, Shana Kelly, and Max Tucker. These 11 students are the top 10% of their class, and will have their photo hung in the hallway of CCHS for the 22 – 23 school year.
3. Mrs. Kenney and Jack Micetich recognized high school students Derek Carlson and Collin Dames for making the Illinois All State Musical production of Cabaret. Derek earned a spot on the production team, and Collin earned a position in the orchestra. Mr. Micetich mentioned that this is the 1st time Coal City has had a student in the orchestra. Mr. Micetich has been given the honor to design the costumes of next year’s Illinois All State Musical production. Dr. Bugg and the Board of Education praised the students for their hard work on achieving this great opportunity, and Mr. Micetich for his dedication to the theatre program.
4. Board Secretary Mary Gill read a thank you received from high school student Derek Carlson.

• Amy Siefken – Art Teacher at the Middle School – Mrs. Siefken is requesting a sixty (60) day paid medical leave, with use of accumulated sick leave in accordance with the Teacher’s Negotiated Agreement, from Friday, February 25, 2022 through Wednesday, June 1, 2022. Mrs. Siefken may return sooner based on her doctor’s order.

• February 14th - February 18th - the ECC and ES joined together to celebrate Kindness Week. The students and staff enjoyed various themed dress-up days and kindness themed activities each day. The ECC, ES, and IS will be joining together to celebrate Dr. Seuss and Read Across America Week upcoming February 28th - March 4th. Students and staff will celebrate various Dr. Seuss books with special themes each day.
• February 14th was a special day at the ECC as we celebrated Valentine’s Day! Students created Valentine cards to send to the nursing home and share with others throughout the building.
• Mrs. Loughran approached me regarding National Letter to an Elder Day on February 26th. Classes participated in writing a letter to an elderly person in a nursing home and Mrs. Loughran is going to take letters to her work to distribute!
• Illinois 5Essentials Survey is currently open until March 11th Parents and Staff members will need to complete the survey.
Recognition:
• A continued recognition to the staff of the ECC for always being willing to jump in and cover in any place needed each day. It is truly appreciated beyond words.
• Thank you to Sarah Quigley for organizing Kindness Week and creating a bulletin board down the 1st grade hallway for the students to be interacting with and take pictures. Sarah also organized Dr. Seuss week! Thank you for helping to bring some fun to the long days of winter!
• Thank you to Christina McClenning and Jennifer Hall for bearing the winter weather to make sure our students are able to get outside and play, but also be safe!

CCES Happenings and Recognitions:
• We planned on celebrating 2-2-22 with Tutus, Ties and Tennis Shoes but we had a snow day. We will celebrate 2-22-22 with Tutus, Ties, Tennis Shoes, Tube Socks and Tie-Dye Day.
• The students had their Valentine’s parties on the 11th while celebrating NFL Day in preparation for the Super Bowl.
• Kindness Week was the week of February 14th. We had Valentine Color Day, SuperKid Day, Olympic Day and of course, Pajama Day.
• Many teachers participated in student IEP meetings this month and we are beginning preparations for the Illinois Assessment of Readiness (IAR) test.
• Our entire staff has done a nice job during the COVID mandate changes. I really appreciate their flexibility and understanding.
• Tim Larson continues to maneuver the day shift well and even took on the snow like a champ. Thanks Tim!

• We got a little silly on 2/2/22 and wore Ties, Tutus, Tiaras and dressed as Twins (four T’s for the four 2’s).
• The 5th grade band performed at the Fine Arts Festival at CCHS on 2/6, and all of our students had artwork on display. The ribbon winners are listed below in the Student Recognition section.
• On February 7th we discussed another Shelter-in-Place/Storm Drill. We also covered where to go during lunch and recess. Due to social distancing guidelines, we did not actually practice the drill.
• We celebrated Kindness Week from 2/14-2/17.

• Amy Siefken will be out for a medical procedure. Marla O’Keefe will be serving as Amy’s sub while she is absent.
• Laura Dziuban is scheduled to have her second child in the month of March. Tiffany Berger will be Laura’s maternity leave sub for the remainder of the school year.

• Coal City Schools sponsored a parent education presentation, ‘Supporting Your Child’s Mental Health” at the CCHS Auditorium on February 1. There were approximately 30 parents in attendance for the presentation. Thanks to CCMS Social Worker, Cealy DePersia, for her help in organizing this learning opportunity for the parents and families of District #1.
• Coal City Schools hosted their annual Fine Arts Festival on February 6 at CCHS. It was another great show with various pieces of CCMS student artwork. The MS Concert and Jazz Bands, along with 8th Grade Chorus performed at the event. Thanks to Amy Siefken, Bonnie McDowell and Lynnae Bontrager for their work on the event.

• Coal City Schools held a Staff Development Day on February 9. CCMS teachers continued their curriculum audit of the Social Emotional Learning Standards as well as continued work on their subject matter curriculum and assessments.
• Parent/Teacher Conferences were held on February 9 from 4:00-8:00pm. Thanks to all of the families who participated and checked on the progress of the child(ren). We held in person conferences for the spring with any parents that wanted to come to school to meet with teachers and office staff. We were able to schedule meetings with our students that are struggling most and problem solve to help improve their academic performance. Thanks to all of the CCMS Staff who worked extremely hard to prepare and discuss their concerns with the parents.
• CCMS Athletics are performing a very high level with CCMS Warrior teams having a great weekend on February 11.
• The 8th Grade Volleyball Team were crowned IVC Conference Tournament Champions. The Warriors defeated Morris in 2 games on February 11 to capture the conference championship. The Warriors are 16-0 on the season and are beginning preparation for the IESA State Series. Congratulations to Coach McMurtrey on the IVC Conference Tourney Championship.
• The CCMS Varsity Wrestling Team captured 1st place at the Mid State Duals at East Peoria by going 5-0 in matches. Coal City had 11 wrestlers go 5-0 on the day and earned a spot on the all tournament team. Wrestlers earning all-tournament honors were Ryder Gill, Jake Munsterman, Owen Petersen, Cooper Morris, Brody Widlowski, Luke Munsterman, Aiden Kenney, Trace Wilson, Brock Finch, Evan Greggain, and Brody D’Orazio. In addition, the JV Wrestlers also competed in the IVC Conference and captured 11 weight championships on February 12. Congratulations to Coach Petersen, the assistant coaches and wrestlers on their performances.
• CCMS held Winter Sports/Organization Picture Day on February 16. Thanks to Pam McMurtrey for her work with Van Gogh Photography for the event.
• CCMS students and staff members observed Presidents Day on February 21.
• CCMS 8th Graders are beginning preparation for their transition to becoming Freshmen at CCHS in the fall. CCHS will be hosting 8th Grade Parent Night on March 16. Mrs. Kempes has been meeting with 8th graders to go over class selection for their freshmen year of high school.

Recognition:
• Congratulations to our Speech Team on an amazing season. The team ended with 3 students receiving State recognition! Congratulations to Dylan Ludes for receiving 3rd in Prose at the State Competition. Congratulations to Dylan Ludes and Chloe Peacock for receiving 4th in Dramatic Duet Acting at the State Competition. McKenna Patten and Izzy Kostbade also competed at the competition this weekend.
• Our wrestlers had an eventful weekend with 8 attending the IHSA State Finals. Culen Lindemuth, Buddy Widlowski, John Housman, Derek Carlson, Ashton Harvey, Zach Finch, Braiden Young, and Dylan Cronk were all state qualifiers. Congratulations to Ashton Harvey for taking 3rd place. Congratulations to Buddy Widlowski and Zach Finch for placing 5th.
• Carly Ford is our female wrestler that will be heading to IHSA Girls Wrestling. She will be competing this weekend!
• Congratulations to the CCHS Wrestling Coach, Mark Master, for being named to the Illinois Coaches and Officials Association Hall of Fame.

Month in Review:
• Winter Sports have wrapped up this week and we are proud of all of the accomplishments our athletes and coaches have made.
• On February 3rd and 10th, we held Pack the Place for our girls’ and boys’ basketball teams. Our mission of increasing school involvement is in the works!
• On February 9th, we held our Winter Parent Teacher Conferences. We had 39 total families attend.
• CCHS held an energy packed assembly for our wrestling and speech state qualifiers on February 16th. We wished them good luck while celebrating our Coaler Pride! The families of the qualifiers were invited and we had a fantastic turnout
• The 2022-2023 course registration process is still underway. Students in 8th grade through 11th grade are currently choosing their courses. Mr. Kiper and Mrs. Dransfeldt are busy giving class presentations to the classes. We will be holding our 8th grade Parent and Student Night on March 15th.

F. SPECIAL POPULATIONS REPORT

High Road School of the South Suburbs:
Our district has utilized Camelot School in Custer Park as a therapeutic day school for several years. Therapeutic day schools are necessary when our district programming does not meet the needs of the student. Although this rarely happens due to our many programs within the district, we are fortunate to have a therapeutic day school within 10 miles of our district.
Camelot School recently changed ownership and therefore the new name of this facility is “High Road School of the South Suburbs.” The new ownership has asked each partnering school district to share the attached information with their boards of education.

G. CURRICULUM REPORT
Director Elledge reported:
Professional Development
Early dismissals for staff development continue to focus on improving local assessments, analyzing data and having conversations about the SECA curriculum (social, emotional, career and academic).
This collaboration time gives us time to talk between grade levels and allows teachers time to work with their department leaders and building administrators.

Department News
We continue to have monthly meetings to work on the region’s Transitional English class with Joliet Junior College. Currently we are finishing up the MOU for submission to the state for approval. We hope to have the course in place in the fall for our students. Students that successfully complete an approved Transitional English course are ready for credit bearing English courses in college.
H. SUPERINTENDENT’S REPORT
Dr. Bugg reported:
1. A FOIA request was received from Julie Dustin from Data Bid, requesting the names of companies who submitted bids and their base bid amount.
2. A FOIA request was received from Preston Dedi from Chicagoland Construction, requesting bid results/tabulations or award for the mechanical project at the Early Childhood Center.
3. Torie Knibbs, a student from Illinois State University, will be completing her pre-student teaching experience with Art Teacher Mark Fiske during the fall semester of the 2022 – 2023 school year. Ms. Knibbs is getting her teaching degree in Art Education.
4. Grant Kaufman, a student teacher from Illinois State University, will be completing his pre student teaching experience with Physics Teacher Kaitlyn Czernicki during the fall semester of the 2022 – 2023 school year. Mr. Kaufman is getting his teaching degree in Physics Education.

I. GRUNDY AREA VOCATIONAL CENTER REPORT
Mr. Lander reported:
1. Director Copes discussed the FY23 early enrollment projections which show over 860 students registering for GAVC courses, which would be the largest enrollment in the history of the Center. Mr. Copes is currently working on staffing solutions and a possible new course to address over-enrollment in certain courses.
2. Assistant Director Skube discussed the FY23 Master Schedule, which included the possible addition of a Fabrication & Construction course in the early bird time slot. The Board of Control instructed Director Copes to bring a formal recommendation for this new course to the March Board of Control meeting.
3. Dr. Halloran was present to discuss the progress on the development of the new GAVC Strategic Plan. The Board of Control and GAVC administration will continue working with Dr. Halloran to facilitate a final product for approval at the April Board meeting
4. Approved the FY23 GAVC calendar as presented.
5. Accepted the resignation of Jay Radke, Computer Technology Assistant effective at the end of FY22.
6. Approved the posting of a full-time Computer Technology Assistant position for FY23.
7. Approved the amended Return to School Plan for GAVC that accounts for the changes made to the Governor's COVID mitigation mandates as outlined in the February 4 Temporary Restraining Order and the recent appellate court decision.
8. Approved the resolution reducing the Foundations of Teaching and Advanced Teaching Methods instructor, Natalie Gregoire.

B. DISCUSSION ON PROPERTY TAX NEGOTIATIONS WITH EXELON
Dr. Bugg updated the Board on the status of the ongoing property tax negotiations with Exelon in regards to the Dresden Nuclear Power Station. Dr. Bugg reported that the taxing districts have reached a tentative long term property tax agreement with Constellation (Exelon) in regards to the Dresden Station. Details of the agreement will be released once legal counsel for Constellation approves the tentative agreement.
C. DISCUSSION/ACTION ON AMENDED RETURN TO SCHOOL PLAN MAINTAINING MASK OPTIONAL STATUS IF SUPPORTED BY LOCAL HEALTH DATA
On February 4, Judge Grischow issued a Temporary Restraining Order (TRO) declaring IDPH’s Emergency Rules void. The State of Illinois appealed this decision and on Thursday, February 17 the appellate court issued an opinion that kept the TRO in place. The Board of Education leadership asked Dr. Bugg to work in collaboration with his administrative team and the teacher’s union to develop an amended Return to School Plan. The Board also requested that the plan include layered mitigation strategies dependent on local COVID data. The Board approved the amended Return to School Plan as presented that among other changes, maintains the current school district policy that masks are highly recommended, but optional if supported by local health data. The amended plan was based on recent court decisions at the Circuit, Appellate and Illinois Supreme Courts. The plan is also based upon the most recent JCAR rulings in regards to the Governor's Executive Order request mandating certain COVID mitigations in schools. The amended plan is also based on last Friday's announcement from the CDC and the Governor that masking and other COVID mitigations such as mandatory vaccines for staff/weekly COVID testing, and mandatory exclusions for close contacts and symptomatic students were no longer required. A. DISCUSSION/ACTION ON ACCEPTANCE OF THEATER DEPARTMENT DONATION
A donation of $150 was received from Ali D’Orazio for the theater department. A cash donation in the amount of $534 was received from the public from the Miscast Cabaret performance at the high school. The donations received will go towards enhancing the theater program for the students.
Mr. Lander moved and Mr. Rogers seconded to approve the donation of $150 from Ali D’Orazio and the donation from the public in the amount of $534 for the theater department.

A School Site Donation in the amount of $44,223.00 was received from the Village of Coal City. A resolution was prepared for acceptance of the school site donation.

C. DISCUSSION ON THE 2022 DISTRICT FINANCIAL DESIGNATION
Annually the ISBE provides school districts with their Financial Designation score, which is a measure of the financial strength of the school district. Coal City School District’s 2022 score was a perfect 4.0. Dr. Bugg was pleased to see the district back to a perfect score, and Dr. Bugg thanked the Board of Education for their proactive planning with the district financials.
D. DISCUSSION/ACTION ON APPROVAL OF LIBRARY MEDIA GRANT
Allison Peterson, Librarian at the High School, was awarded the Library Media Grant from the Secretary of State in the amount of $1,671.77. The grant funds provide supplementary support to the school’s library media program. Dr. Bugg thanked Mrs. Peterson for completing the grant application.

Directors Elledge and Smith presented the ARP (ESSER III) plan for the district. Directors Elledge and Smith provided the Board with a summary of the current programs in place to address learning loss along with social and emotional issues with students. Another part of the ESSER III grant is to address air quality issues, and the second phase of work will take place over the summer at the ECC; the funds have to be utilized by 2024. The Board thanked Mr. Smith and Mrs. Elledge along with the administrators for all their hard work and dedication to the students in the district.
