4. PUBLIC FORUM

A. Swearing in Officer Kyle Vonderheide and Officer Tyler Thomas Police Chief Meyer gave a brief presentation on their credentials, education and background experience. Deputy Clerk Harvey administered their oaths. Relatives of the newly appointed Police Officers performed the pinning ceremony.

Village resident, Kathie Cochran, addressed the Board with health and safety concerns of a homeless resident, and expressed further concern for her aging mother who lives in the area of sighting. Police Chief Meyer responded stating the Village is aware of homeless resident, resources were provided, a crisis intervention team was called but resident has declined assistance.

Dave Stasell expressed opposition on solar farms being installed on farmland. Mayor Offerman responded that later in the meeting, other installation options are to be reviewed for the Board of Trustees consideration if he would like to see what the results will be.

A. Public hearing to consider the terms of a proposed Annexation Agreement (Turning Point Energy)

Notice was published on June 26, 2024 in the Joliet Herald News, Morris Herald News and June 27, 2024 in the Kendall County Record.

Village Administrator Duffy provided an overview. Up for consideration is an annexation agreement between BDM Holdings and TPE IL WI1125 Solar Farm. BMD Holdings owns vacant land lying west of S. Ingolsby Road and north and west of the CSX railroad, in unincorporated Will County, Illinois. This parcel is comprised of approximately sixty-three acres of land bearing the current PIN: 05-06- 31-400-014-0000 for proposed commercial solar farm development. Minooka Ag owns vacant land lying south and west of the proposed solar parcel and contiguous with the corporate boundaries of the Village. Turning Point Energy requests to, upon annexation, have the property rezoned as “Agriculture”, and be granted a Conditional Permitted Use for a commercial solar farm. Staff recommends and has asked the landowner and developer for a 66-foot-wide public right of way and utility easement parallel to Interstate 80 for Village purposes including installation of utilities, a bike path, sidewalk, and lighting, a 20-foot-wide public right of way and utility easement adjoining the west side of the railroad tracks on the east side of the Subject Territory for Village purposes including installation of a bike path, sidewalk, lighting, and a 50-foot-wide public right of way and utility easement for Village purposes from the center line of S. Ingolsby Road.

Representatives of the Petitioner clarified further that Turning Point seeks to develop a 4.99- megawatt commercial solar farm. The project would consist of a single axis tracking ground-mounted solar array, associated electrical equipment, an access driveway and fence covering approximately 33 acres of the 62.84-acre parcel. The Project intends to participate in the Illinois Adjustable Block Community Solar Program and will power the equivalent of approximately 1,360 homes. Community Solar allows residents of Illinois to purchase locally generated clean electricity at a discount to current electric rates without having to install panels on their roof. The Board requested an enrollment form into the program be provided. The developer has signed an interconnection agreement with ComEd. There is no energy stored on site, it is directly back fed to ComEd in real time. The property contains wetland areas in the southern areas of the parcel and the project has been designed to avoid these areas. Pollinator plantings will be incorporated and allowed to grow to properly propagate and establish effective ground cover. After the plantings propagate, the vegetation will be mowed or grazed at regular intervals. The rotational grazing of sheep can provide an agricultural benefit to sheep farmers and be an effective vegetation management strategy for pollinator plantings. The agrivoltaics approach is part of the petitioner’s vegetation management plan and landscape plan submitted with this application. The project would create approximately 50-75 installation jobs during the approximate 12 to 18-month development period, and generate property tax revenue that is estimated to be more than $670,000 over 30 years. An Agricultural Impact Mitigation Agreement (AIMA) has been signed and there would be a decommissioning bond in place. The Board of Trustees also reviewed the anticipated efficiency and degradation of the system with the representatives of the petitioner as well as the reevaluation of the bond and ability to recalculate every five years to true it up if need be.

Village President Offerman asked if there were any questions or comments from the Trustees or pubic.

No questions from the Trustees or public were received. Village President Offerman asked Trustees if they had enough information to make a decision or if there would be a motion to close the public hearing.
